Seal Beach, California May 3, 1955 The City Council of the City of Seal Beach Met in regular session at 7:00 p.m. with Mayor Pro-tern Calvo presid- ing. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Pro-tern Calvo Councilmen: Lawhead, Leonard, Flanagan 1 Absent: " Clark " The minutes of the regular meeting of. April 19, 1955 and the regular adjourned meetings of April 26th. April 27th and April 28th were read and approved on the Mayor Pro-tern motion. Invitation to attend installation of Officers, Seal Beach Post #4048 and Auxi]iary, Veterans of Foreigh Wars, Tuesday. May lOth, 1955 at 8:00 p.M., City Hall, was received and filed. Request of Lonnie Terry, South Gate, for permission to erect a Hot Dog and Soft Drink stand on the beach was rec- eived and filed. Letter from W. S. Knighton, Building Inspector, relative to check for 8109:50 from Grimes Electric Co., paid I under protest for permit at new school was received and filed, and to accept the check. Reports of the Police, Building, Water and Tax Departments for the month of April, 1955 were presented. It was moved by Lawhead and seconded by Flanagan 'to receive and file the City Officers reports. AYES: NOES ; ABSENT: Lawhead, Leonard, Flanagan. Calvo None Clark Motion carried. Demands numbering 1851 to 1948 inclusive. totaling $10,209.87 as approved by the Finance COMMittee were presented. . I It was moved by Leonard and seconded by Flanagan that the de- mands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: ABSENT: Lawhead, Leonard, Flanagan, Calvo None Clark Motion carried. Resolution No. 88) (Proposed Hancock Oil Company Franchise for Pipeline) was presented by the City Attorney. It was moved by Flanagan and seconded by Lawhead to adopt Resolution No. 883. AYES: Lawhead, Leonard, Flanagan, Calvo NOES: None ABSENT: Clark Motion carried. Ordinance No. 470 (Creation of Recreation COlllll1iss- 1 ion) was read by title by the City Attorney. It was moved by Lawaead and seconded by Leonard to waive the second read- ing of Ordinance No. 470. AYES, NOES: AESENT: Lawhead, Leonard, Flanagan, Calvo None Clark Motion carried. It was moved by Lawhead and seconded by Leonard that Ordinance No. 470 be deemed as having had its second reading and be adopted. AYES: NOES: ABSENT: Lawhead, Leonard, Flanagan, Calvo None Clark Motion carried. 1 Ordinance No. 471 (Trailer Park Regulations) was read by title by the City Attorney. It was moved by Flan- agan and seconded by Leonard to waive the second reading of Ordinance No. 471. AYES: NOES: ABSENT: Lawhead, Leonard, Flanagan, Calvo None Clark Motion carried. It was Moved by Lawhead and seconded by Leonard that Ordinance No. 471 be deemed as having had its second reading and be adopted. It was moved by Lawhead and seconded by Leonard to adopt Resolution No. 884. AYES : NOES: ABSENT: Lawhead, Leonard, Flanagan, Calvo None Clark Motion carried. In reference to our request for County Gas Tax Funds, the Clerk was instructed to write to t he County Road COMMissioner, showing the break-down on the Ocean Avenue and 1 Main Street paving projects. In reference to a pending lease with the Pacific Electric Railway Co., for beautification of portions of their right-of-way, the City Council was advised by letter that all portions of the right-of-way with the ,exception of the South side of the tracks between 14th ~nd Bay Blvd. would be accept- able to theM. Letter from the Richfield O~l Co~, stating that they had completed the reMoval and abandonment of their pipeline between Coast Highway and the westerly City Limits on Bolsa Avenue. The Council instructed the City Foreman and Building Inspector to follow up on the job to make sure thework was completed correctly. The Clerk reported that he had attended a hearing of the Long Beach Motor Bus Co., before the State Public Utilities Commi~sion in Long Beach, April 29th and that both the bus com- pany and commission felt that the bus shuttle service to Seal Beach was unsatisfactory and that through service would be put into erfe9t as soon as it could be arranged according to I law. It was reported that the Subdivision should clear escrow on May 5th or 6th 1955. The City Attorney was instructed to bring in a resolution to change the time of regular Council meetings to 7:30 p.M. , 139 It was moved by Flanagan and seconded by Lawhead .to adj ourn. Letter from John Nescher, 148 Main Street, requesting diagonal parking on Main Street. now that the resurfacing job is done. After considerable discussion and hearing a letter read frOM the State Highway Department relative to parallel parking, it was moved by Leonard and seconded by Flanagan that the City Engineer be instructed to plan and direct dia- gonal parking for Main Street. It was moved by Leonard and seconded by Flanagan to instruct the Chief of Police to enforce the parking time limits on the streets as set up by ordinance. Police Dept.
