The City Council of the City of Seal Beach met in regular ad~ournea session at 7:30 p.m. with Mayor Clark presiding. The meeting was called to order with the Pledge of AIle giance. 'Ord. It was moved by Calvo and seconded by Lawhead to waive the second reading of Ordinance No. 474. ill AYES: NOES: ABSENT: Lawhead, Leonard, Calvo, Clark None Flanagan Motion carried. It was moved by Calvo and seconded by Lawhead that Ordinance No. 474 be deemed as having had its second reading and be passed for adoption. Ordinance No, 475 (Amend~ng Ordinance No. 377, Ord. 1 Limited Parking) was presented by title by the City Attorney. , I. It was Moved by Leonard and seconded by Calvo to adopt Resolution No. 889. AYES: NOES: ABSENT: Lawhead, Leonard, Calvo, Clark None Flanagan Motion carried. ~ report in writing was submitted by the City Engi- neer, Hal Marron and Chief of Police Lee Howard, relative to parking on streets between Ocean Avenue and Seal Way. After considerable discussion it was moved by Leonard and seconded l'j J Ord. 476 Reso. 889 Street Dept. by Calvo to permit parking on one side of all iMproved streets running between Ocean Avenue and Seal Way, from SAcond Street to Neptune Avenue, Eighth Street and Tenth Street excepted. 1 AYES: NOES: ABSENT: Lawhead, Leonard, Calvo, Clark None Flanagan Motion carried. In reference to the License Code it was agreed that " vehicle license, hotels, motels and apartment license would remain as adopted but that certain other changes would be made by ordinance amendment. " It was moved by Leonard and seconded by Calvo to instruct the City Attorney to bring in an amendMent to the ordinance to remove the Stop Sign on 'Ocean Avenue at Fifth I Street. AYES I NOES: ABSENT: Lawhead, Leonard, Calvo, Clark None Flanagan 1 Motion carried. Mr. Leonard asked" about a business license for people conducting business in garages in residence districts. The City Attorney stated that a license should be collected and that he had on various occasions stated that the zoning ordinance should be brought up to date. In the matter of the annual charge for the umbrella Clerk concessiop on the be3ch, the City &k~ was instructed to bill the concessionaire for the balance of his contract. I The City Engineer was instructed to make an analysis of the Pier Concession agreement and annual payments, to determine the advisability of returning to the flat fee basis. The City Engineer was instructed to install cross- walks and pedestrian crossing signs on Ocean Avenue where deemed necessary. It was moved by Leonard and seconded by Calvo to adjourn. There being no protests either oral or in writing, the City Attorney presented Resolution No. 890
