The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Lawhead, Leonard, Flanagan, Calvo Absent: " " None The minutes of the regular meeting of July 19, 1955 and the re~ular adjo\~ned Meeting of July 21, 1955 were read and approved on the Mayor's motion. Letter from the Seal Beaoh Chamber of Commerce invit- Cham ing the Mayor and Council to participate in presenting awards for the Seal Beach Four Mile Hough Water Swim, to be held in connect- ion with the Lions Club Annual Fish Fry, August 6th, 1955 was Comm received and filed, Council to be represented. Notice of expiration of Liability Policy, Aug. 6th, Ins. . 1955 by Jessie M. Havens, Agent, Royal Indemnity Company, re- questing renewal. It was moved by Calvo and seconded by Lawhead to grant the renewal of insurance to Mrs. Havens, subject to commission distribution to be worked out later. Y1!L Council Cit-y Enll;. *** Budget 1955-56 Ord. ill- Letter from Willis Warner, Chairman, Board of Super- visors, Orange County, requesting support of the propo~ed Orange County Flood Control Bond Issue was received and filed. The City Engineer reported flood control work in this area would benefit Seal Beach very little. Letter of acceptance of Pipe-Line Franchise Ordinance No. 474 and Bond in the amount of $1000.00 from the Hancock Oil Company was referred to the City Attorney. Letter of appreciation froM Mrs. Orilla Bigelow for sincere and honest efforts in guarding the welfare of all citi- I zens of Seal Beach, addressed to the Mayor and Councilmen was received and filed with thanks. Letter from Seal Beach Tax Payers Association, Jessie C. Jensen, Presiding Officer, requestin~ that the position of City Engineer be abolished was received and filed. Mayor Clark stated that the request would be studied and given due consider- ation. Reports of the POlice, Building, License, Water and Tax Departments for the month of July, 1955 were presented. The budget for 1955-56 as prepared by the City Auditor was presented by the City Clerk. It was moved by Leonard and seconded by Calvo to adopt the 1955-56 Budget as presented and , , to set the Tax Rate at $1.50 per $100.00 of assessed valuation, total assessed valuation of $11,038,270 t~ raise $163,981.00. Report of the Street COMMittee of Leonard and Flanagan relative to parking on streets, south of Ocean Avenue was read by the Clerk. I The Clerk read an announcement of a hearing set by the Public Utilities Commission in the matter of time ~nd route change re~ested by the Long Beach Motor Bus Company, which serves Seal Beach, Thursday, August 4, 1955 at 2:00 p.m., Court Roam, 8th Floor, Jergins Trust Building, Long Beach. City En~ineer's A~enda Seventh Street Pavinp: Project Two letters of protest and one letter of approval were read. Inasmuch as the objections amounted to only a small percentage of the property owners, it was moved by Calvo and seconded by Flanagan to award the contract to the low bidder, that the City Attorney prepare a Resolution , awarding the contract and the Mayor and City Clerk be authorized I to execute the contract. Basich Company's request for permission to travel over City Beaoh property was referred to the City Engineer for more information relative to time and insurance. Bench A~ertisin~ It was moved by Leonard and seconded by Calvo to grant the request of the California Bench Company to place benches in specific location& subject to fees as pro- vided for by Ordinance No. 472 and proper insurance coverage. Guards for School Crossin~ A request for ~ crossing guards at Coast Highway and Bay Boulevard for the new school was made by the Seal Beach Sohool System. The matter was referred back to the City Engineer to work out with the State Highway Patrol. Ord. 472 School 186 Street Dept. Garbap:e Pier Lease Street Dept. *** - . Resolution of Acceptance of Work The City Attorney was instructed to bring in a Resolution of Acceptance of the repaving work done in the City. Garbap:e Contract The City Engineer reported that our contract with Price Brothers, Santa Ana, had expired and would no longer accept garbage. Arrangements had been made with the City of Long Beach pending letting of new contract. The City Attorney reported that he had prepared a new supplement lease agreement for the duration of the present agreement for the pier as recommended by the leasees. It was moved by Leonard and seconded by Calvo that the Mayor and City I' Clerk be authorized to execute the agreement. AYES r NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. The City Engineer reported that pedestrian signs for cross walks had been ordered early in July and should be here soon. Mayor Clark thanked the audience for the large and interested attendance.
