The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Lawhead, Leonard, Flanagan, Calvo Absent: " " None 1 The Minutes of the regular Meeting of August. 2, 1955 and the regular adjourned meeting of August 9, 1955 were read and approved on the Mayor's motion. Mayor Clark announced that the first order of business would be the opening of sealed bids for awarding a Garbage and Rubbish contract as advertised. The following bids were opened; Kazarian Co. Treasurer directing , attention and recommendation of immediate issuance and sale of tax anticipation warrants in the sum of but not to exceed $80,000 for the purpose of providing funds to meet current obligations, was received and filed. , Letter from O'Melveny & Myers, Bond Attorneys, offering their services in connection with. proceedings for the authoriza- , ion and issuance of tax anticipation warrants in the amount of $80,000 at $450.00 plus out of pocket expense. It was moved by Leonard and seconded by Lawhead to employ O'Melveny & Myers upon II , the terms set forth in their letter dated August 12, 1955. Letter of thanks from the Seal Beach Lions Club for This matter was refer- the use of the Sun Room and Parking Lot for their recent Annual Pish Fry was received and filed. Letter requesting use of City owned lots at Central and Eighth Streets for the City wide annual Halloween party in October, by the Seal Beach Lions Club. Snell, stating that he had been dismissed as a City employee and requesting claririoat~on by the City Council. Mayor Clark appointed Councilmen Leonard ,. , and Calvo to investigate the matter. Reports of the City Treasurer and City Clerk for the month of July, 1955 were presented. Resolution No. 896 (RESOLUTION OF THE CITY COUNCIL OF , '!'HE CITY OF SEAL BEACH AUTHORIZING AND PROVIDING FOR TH'E ISSUANCE AND SALE BY SAID CITY OF TAX ANTICIPATION WARRANTS FOR THE FISCAL YEAR 1955-56 IN THE PRINCIPAL AMOUNT OF $80,000 TO MATURE DECEM- BER, 1955) was presented by the City Attorney. Leonard Hiokox inquired into the status of the looal Civilian Defense Program. Mayor Clark asked Mr. Hickox to Meet with Mr. Marron and report to the,Council. ,I City Enp:ineer's Ap:enda School Crossinp:- Mr. Marron reported that a pedestrian crossing had been painted by the State Highway Department at Bay Blvd. and Coast Highway and that a request had been Made for the _ r installation of ' pedestrian actuating buttons on signals at this intersection. Mr. Calvo suggested that the Sub-division Ordinance be amended to take care of ~arks and' playgrounds and to increase the lot size area. ,It was Moved by',Leonard and seoonded by Lawhead to instruot the City Attorney to bring in an amendment, to the ordin- ance for parks and play grounds and to increase the lot area to . . /.(" 7000 'square feet, effective January"13;; 1956.. 1 AYES ; NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Mrs. jessie Jensen representing the Tax Payers Associa- tion asked for action in the Matter of abolishing the position of City.Engineer. AMong.those taking part in discussion for.and against were Mrs. Jensen, Mrs. Abata, Mrs. Jessie Reed, _1 1"''1 <I., Leonard Hickox and Russell Grotemat. Mayor Clark stated the Council felt that the position was necessary and that a good job was being done, that the Council was elected by the people to direct the activities of the ,City and that it was up to the Council to do as they best see fit to do.
