Persico, AICP, Director of Development Services SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH JEFFERY L. RABIN FOR PREPARATION OF THE LOCAL COASTAL PROGRAM SUMMARY OF REQUEST: BACKGROUND AND ANALYSIS: AGENDA STAFF REPORT That the City Council adopt Resolution No. 6217 a professional services agreement with Jeffery L. Rabin for support in preparation of the Local Coastal Program. On June 13, 2011, the City Council adopted Resolution 6146 thereby approving the 5 Year Capital Improvement Program. One of the projects approved was the hiring of a consultant to prepare the Local Coastal Program. The project, BP 1102, was funded for two fiscal years in an amount not to exceed $120,000 per year. The funding is divided equally between the water fund, sewer fund and general fund with each fund paying $40,000. Given the highly involved nature of this project and the need for the consultant to work with the 15- member Council appointed AdHoc General Plan /Local Coastal Program Citizens Advisory Committee, staff believes the best approach to fulfilling the City's needs is to hire a qualified individual instead of a consulting firm. Based upon that approach, the contract position was advertised in November. The City received Statements of Qualifications from 46 individuals. Following interviews and reference checks, staff is recommending entering into a Professional Services Agreement with Jeffery L. Rabin. His writing background and his recent work experience with the Coastal Commission Office in Long Beach makes him the best qualified person for the contract position. Agenda Item E ENVIRONMENTAL IMPACT: This action is not considered a project under the California Environmental Quality Act. No further action is necessary. LEGAL ANALYSIS: The City Attorney has reviewed and concurred with this report. FINANCIAL IMPACT: This item was budgeted as part of the 5 Year Capital Improvement Program in an amount not to exceed $120,000 per year for fiscal years 2011 -12 and 2012 -13. RECOMMENDATION: That the City Council adopt Resolution No. 6217 approving a Professional Services Agreement with Jeffery L. Rabin in an amount not to exceed $120,000 annually for fiscal years 2011 -12 and 2012 -13. SUBMITTED BY: Mark H. Persico, ATOP I R. Ingram, Cit Director of Development Services Attachments: A.
