SUBJECT: NOTICE OF COMPLETION FOR SEAL BEACH
BOULEVARD STREET IMPROVEMENT PROJECT NO.
ST1001
SUMMARY OF REQUEST:
It is requested that the City Council:
1. Adopt Resolution No. 6219 accepting the Seal Beach Boulevard Street
Improvements by All American Asphalt for Median Project (Task 1) in the
amount of $341,407.60 and Resurfacing Project (Task 2) in the amount of
$362,876.76; and
2. Direct the City Clerk to record the attached Notice of Completion 35 days
after the day of acceptance.
BACKGROUND AND ANALYSIS:
On September 1, 2009, Caltrans approved the City's funded Federal -aid
American Recovery and Reinvestment Act (ARRA) package in the amount of
$496,413 for the Seal Beach Boulevard Resurfacing Project (Task 2) between
Pacific Coast Highway and Bolsa Avenue.
On September 27, 2010, OCTA approved the Transportation Enhancement (TE)
2010 Proposed List of Projects. The City was awarded grant funding for Seal
Beach Boulevard Median Project (Task 1) between Pacific Coast Highway and
Bolsa Avenue in the amount of $388,000.
Both projects were combined (Task 1 and Task 2) into one project, Seal Beach
Boulevard Street Improvement Project No. ST1001, to achieve savings of scale
and reduce the overall project cost. The chronological sequence of construction,
constructing the medians and then paving, alleviates harming the newly paved
roadway.

On June 27, 2011, City Council awarded a contract to All American Asphalt for
the Seal Beach Boulevard Street Improvement Project No. ST1001 - Task 1 is
$361,000 and Task 2 is $409,000 totaling to $770,000.
The Seal Beach Boulevard Street Improvement Project No. ST1001 involved
construction �f new medians with landscaping and irrigation, replacement of
damaged sidewalk, curb & gutter, driveway and paving. In addition, they
removed the asphalt parkways that are impervious and placed pavers embedded
in sand.
Several City initiated change orders were encountered during construction on the
project. These include: relocating the irrigation water source connection, asphalt
digouts, additional planting and striping.
The project is now complete to the satisfaction of the City Engineer. The project
was inspected and it meets all standards and requirements within the project
specifications. It is required to formally accept the project and file a notice of
completion with the Orange County Clerk.
ENVIRONMENTAL IMPACT:
With both State and Federal funds granted for this project, the City was required
to obtain both California Environmental Quality Act (CEQA) and the National
Environmental Protection Act (NEPA) compliance. In December 2010, both
CEQA and NEPA compliance documents were approved.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
In the approved FY 2011 -12 Budget, City -Wide Grant funds are budgeted for the
Seal Beach Boulevard Street Improvement Project No. ST1001. Given that the
grant allocations are from two separate funding sources, the accounting will be
kept separate for reimbursement reporting purposes. Below is a summary and
breakdown of expenses for the projects:

The total cost of amount paid to All American Asphalt for construction /change
orders for Task 1 is $341,407.60 and Task 2 is $362,876.76 totaling to
$704,284.36.
It is recommended that the City Council adopt Resolution No. 6219 accepting the
Seal Beach Boulevard Street Improvements by All American Asphalt for Median
Project (Task 1) in the amount of $341,407.60 and Resurfacing Project (Task 2)
in the amount of $362,876.76 and direct the City Clerk to record the attached
Notice of Completion 35 days after the day of acceptance.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DECLARING WORK TO BE COMPLETED PER CONTRACT
DOCUMENTS FOR THE SEAL BEACH BOULVEVARD STREET
IMPROVEMENT PROJECT NUMBER ST1001
WHEREAS, staff combined both projects, Task 1 (Seal Beach Boulevard Median
Project) and Task 2 (Seal Beach Boulevard Resurfacing Project) into one
project, Seal Beach Boulevard Street Improvement Project No. ST1001, keeping
the project accounting separately; and
WHEREAS, on June 27, 2011 the City of Seal Beach entered into a contract with
All American Asphalt; and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The work required and performed by All American Asphalt has
been completed.
Section 2. That the total cost of amount to be paid to All American Asphalt for
Task 1 is $341,407.60 for the work performed.
Section 3. That the total cost of amount to be paid to All American Asphalt for
Task 2 is $362,876.76 for the work performed.
Section 4. That the work is hereby accepted and approved.
Section 5.
It is further ordered that a "Notice of Completion" be filed on behalf
of the City in the Office of the Orange County Recorder within 10
days of the date of this resolution.
