That the City Council adopt Resolution No. 6223 approving an agreement with
Digital Map Products, Inc. in the amount of $144,000 (initial set -up cost).
In the approved FY 2011 -12 Budget, a Capital Improvement Project was
budgeted to prepare and build a database for the City's Geographic Information
System (GIS). GIS is database of information that allows users to view and
obtain data graphically through maps and drawings.
GIS systems allow the City to automate some of the tasks that employees
perform thereby saving time and increasing efficiency. The State of California
Regional Water Quality Control Board has mandated that the City have a GIS
system for its cleanwater program (storm drains). The end product will allow staff
to reduce trips to the field, increase efficiency with searching records for
drawings and providing data and drawings faster electronically with updated
aerial photos. This contract will build the GIS system for the City. It is being
funded by the Water and Sewer enterprise funds. The system will assist the
engineering staff at City Hall and assist the Water and Sewer field crews.
This project will obtain all the City's drawings including infrastructure, maps,
building plans, and other future needs to build a database. As part of the project,
it will include new aerial photos, topographic survey and elevation models will be
included.
Numerous agencies are utilizing GIS systems to aid in the operation of all
departments. Police Departments utilize GIS systems to display crime statistics,
and have officer's access GIS systems in the field. Development Services
Departments utilize planning features such as zoning, specific plans, and code
enforcement issues. Community Services Departments utilize GIS systems to
aid with management of facilities. Finance Department utilizes the GIS system to
help with billing and business retention. This GIS system can be expanded after
the initial construction to add features that will assist other departments within the
City.
On October 2011, staff released a Request for Proposal (RFP) to various GIS
consultants. On December 15, 2011, staff received a total of nine proposals and
interviewed four consultants. During the interview process, staff selected Digital
Map Products, Incorporated.

Digital Map Products, Inc. was selected based upon the experience, clear
approach to the scope of work, meeting and exceeding the City's needs for GIS,
strong client list, well qualified staff and user friendly product. Digital map
Products has developed and operates GIS systems for numerous other
agencies. Within Orange county Digital Map Products has worked with the Cities
of Orange, San Juan Capistrano, San Clemente and Westminster. Staff has
verified their references from numerous other agencies and found positive
feedback.
In reviewing the proposal, scope of work, interviews and conference calls, staff
recommends selecting Digital Map Products, Inc. in the amount of $144,000 for
the scope of services outlined in the December 15, 2011 proposal. The GIS data
is stored and operated in separate sites, which allows the City access at all times
even in the event of an emergency. This will assist the City should a large scale
natural disaster occur.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
The City Attorney approves as to form.
FINANCIAL IMPACT:
In the approved FY2011 -12 Budget, $150,000 is budgeted for this project. The
consultant has submitted a onetime cost of $144,000 to perform all work.

RECOMMENDATION:
It is recommended City Council adopt Resolution No. 6223 approving an
agreement with Digital Map Products, Inc. in the amount of $144,000 (initial set-

APPROVING A PROFESSIONAL SERVICES AGREEMENT
WITH DIGITAL MAP PRODUCTS, INC. FOR THE CITY
GEOGRAPHIC INFROMATION SYSTEM
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The City Council hereby approves a professional services
agreement (Agreement) and Subscription Services Agreement
(Subscription) between the City of Seal Beach and Digital Map
Products, Inc. for the City's GIS in the amount of $144,000.
Section 2. The City Council hereby authorizes the City Manager to execute
the Agreement and the Subscription.

This Professional Service Agreement ( "the Agreement ") is made as of February 13,
2012 (the "Effective Date "), by and between Digital Map Products, Inc. ( "Consultant "), a
privately held company, and the City of Seal Beach ( "City "), a California charter city,
(collectively, "the Parties ").
RECITALS
A. City desires certain professional services.
B. Consultant represents that it is qualified and able to provide City
with such services.
NOW THEREFORE, in consideration of the Parties' performance of the
promises, covenants, and conditions stated herein, the Parties hereto agree as
follows.
1.0 Scope of Services
AGREEMENT
1.1. Consultant shall provide those services ( "Services ") set forth in the
attached Exhibit A— excepting "Work Element 2 (Option B) – Data Migration,"
"Optional Work Element 1 – Data Delivery," and Optional Work Element 2 –
Integration for Future Utility Information into GIS." The City may in its sole
discretion elect to subscribe to Consultant's Web -Based GIS (City GIS &
Concierge Services) in future years, provided it shall have no obligation to
subscribe for any given 12 -month period beyond the first 12 months of this
Agreement.
1.2. Exhibit A is hereby incorporated by this reference. To the extent
that there is any conflict between Exhibit A and this Agreement, this Agreement
shall control.
1.3. Consultant shall perform all Services under this Agreement in
accordance with the standard of care generally exercised by like professionals
under similar circumstances and in a manner reasonably satisfactory to City.
1.4. In performing this Agreement, Consultant shall comply with all
applicable provisions of federal, state, and local law.
1.5. Consultant will not be compensated for any work performed not
specified in the Scope of Services unless the City authorizes such work in
advance and in writing. The City Manager may authorize payment for such work
up to a cumulative maximum of $10,000. Payment for additional work in excess
of $10,000 requires prior City Council authorization.
2.0 Ownership of Work Product
All reports, documents, information, databases, writings, or other materials
created or developed by Consultant in the performance of this Agreement shall
be and remain the property of City without restriction or limitation upon its use or
dissemination by City. Such material shall not be subject of a copyright
application by Consultant. Any alteration or reuse by City of any such material

on any project other than the project for which they were prepared shall be at the
sole risk of City unless City compensates Consultant for such use.
3.0 Term
This term of this Agreement shall commence as of the Effective Date and
shall continue for a term of 1 year unless previously terminated as provided by
this Agreement.
4.0 Consultant's Compensation
City will pay Consultant for in accordance with the hourly rates shown on
the fee schedule set forth on page 40 of Exhibit A but in no event will the City pay
more than $144,000 for the initial 12 -month period of this Agreement. If in
subsequent 12 -month periods, the City elects to subscribe to Consultant's Web -
Based GIS (CityGIS & Concierge Services), City will pay consultant $18,000 for
each 12 -month subscription. Any additional work authorized by the City pursuant
to Section 1.5 will be compensated in accordance with the fee schedule set forth
in Exhibit A, page 40.
5.0 Method of Payment
5.1. Consultant shall submit to City monthly invoices for all services
rendered pursuant to this Agreement. Such invoices shall be submitted within 15
days of the end of the month during which the services were rendered and shall
describe in detail the services rendered during the period, the days worked,
number of hours worked, the hourly rates charged, and the services performed
for each day in the period. City will pay Consultant within 30 days of receiving
Consultant's invoice. City will not withhold any applicable federal or state payroll
and other required taxes, or other authorized deductions from payments made to
Consultant.
5.2. Upon 24 -hour notice from City, Consultant shall allow City or City's
agents or representatives to inspect at Consultant's offices during reasonable
business hours all records, invoices, time cards, cost control sheets and other
records maintained by Consultant in connection with this Agreement. City's
rights under this Section 4.2 shall survive for two years following the termination
of this Agreement.
6.0 Termination
6.1. This Agreement may be terminated by City, without cause, or by
Consultant based on reasonable cause, upon giving the other party written notice
thereof not Tess than 30 days prior to the date of termination.
6.2. This Agreement may be terminated by City upon 10 days' notice to
Consultant if Consultant fails to provide satisfactory evidence of renewal or

replacement of comprehensive general liability insurance as required by this
Agreement at least 20 days before the expiration date of the previous policy.
7.0 Party Representatives
7.1. The City Manager is the City's representative for purposes of this
Agreement.
7.2. Benjamin Webb is the Consultant's primary representative for
purposes of this Agreement.
8.0 Notices
8.1. All notices permitted or required under this Agreement shall be
deemed made when personally delivered or when mailed 48 hours after deposit
in the United States Mail, first class postage prepaid and addressed to the party
at the following addresses:

8.2. Actual notice shall be deemed adequate notice on the date actual
notice occurred, regardless of the method of service.
9.0 Independent Contractor
9.1. Consultant is an independent contractor and not an employee of
the City. All services provided pursuant to this Agreement shall be performed by
Consultant or under its supervision. Consultant will determine the means,
methods, and details of performing the services. Any additional personnel
performing services under this Agreement on behalf of Consultant shall also not
be employees of City and shall at all times be under Consultant's exclusive
direction and control. Consultant shall pay all wages, salaries, and other
amounts due such personnel in connection with their performance of services
under this Agreement and as required by law. Consultant shall be responsible
for all reports and obligations respecting such additional personnel, including, but
not limited to: social security taxes, income tax withholding, unemployment
insurance, disability insurance, and workers' compensation insurance.
9.2. Consultant shall indemnify and hold harmless City and its elected
officials, officers, employees, servants, designated volunteers, and agents

serving as independent contractors in the role of City officials, from any and all
liability, damages, claims, costs and expenses of any nature to the extent arising
from Consultant's personnel practices. City shall have the right to offset against
the amount of any fees due to Consultant under this Agreement any amount due
to City from Consultant as a result of Consultant's failure to promptly pay to City
any reimbursement or indemnification arising under this Section.
10.0 Subcontractors
No portion of this Agreement shall be subcontracted without the prior
written approval of the City. Consultant is fully responsible to City for the
performance of any and all subcontractors.
11.0 Assignment
Consultant shall not assign or transfer any interest in this Agreement
whether by assignment or novation, without the prior written consent of City. Any
purported assignment without such consent shall be void and without effect.
12.0 Insurance
12.1. Consultant shall not commence work under this Agreement until it
has provided evidence satisfactory to the City that Consultant has secured all
insurance required under this Section. Consultant shall furnish City with original
certificates of insurance and endorsements effecting coverage required by this
Agreement on forms satisfactory to the City. The certificates and endorsements
for each insurance policy shall be signed by a person authorized by that insurer
to bind coverage on its behalf, and shall be on forms provided by the City if
requested. All certificates and endorsements shall be received and approved by
the City before work commences. The City reserves the right to require
complete, certified copies of all required insurance policies, at any time.
12.2. Consultant shall, at its expense, procure and maintain for the
duration of the Agreement, insurance against claims for injuries to persons or
damages to property that may arise from or in connection with the performance
of this Agreement. Insurance is to be placed with insurers with a current A.M.
Best's rating no less than A:VIII, licensed to do business in California, and
satisfactory to the City. Coverage shall be at least as broad as the latest version
of the following: (1) General Liability: Insurance Services Office Commercial
General Liability coverage (occurrence form CG 0001); (2) Automobile Liability:
Insurance Services Office Business Auto Coverage form number CA 0001, code
1 (any auto); and, if required by the City, (3) Professional Liability. Consultant
shall maintain limits no less than: (1) General Liability: $2,000,000 per
occurrence for bodily injury, personal injury and property damage and if
Commercial General Liability Insurance or other form with a general aggregate
limit is used, either the general aggregate limit shall apply separately to this
Agreement/location or the general aggregate limit shall be twice the required
occurrence limit; (2) Automobile Liability: $1,000,000 per accident for bodily injury

and property damage; and (3) Professional Liability: $1,000,000 per
claim /aggregate.
12.3. The insurance policies shall contain the following provisions, or
Consultant shall provide endorsements on forms supplied or approved by the
City to state: (1) coverage shall not be suspended, voided, reduced or canceled
except after 30 days prior written notice by certified mail, return receipt
requested, has been given to the City; (2) any failure to comply with reporting or
other provisions of the policies, including breaches of warranties, shall not affect
coverage provided to the City, its directors, officials, officers, (3) coverage shall
be primary insurance as respects the City, its directors, officials, officers,
employees, agents and volunteers, or if excess, shall stand in an unbroken chain
of coverage excess of the Consultant's scheduled underlying coverage and that
any insurance or self - insurance maintained by the City, its directors, officials,
officers, employees, agents and volunteers shall be excess of the Consultant's
insurance and shall not be called upon to contribute with it; (4) for general liability
insurance, that the City, its directors, officials, officers, employees, agents and
volunteers shall be covered as additional insureds with respect to the services or
operations performed by or on behalf of the Consultant, including materials, parts
or equipment furnished in connection with such work; and (5) for automobile
liability, that the City, its directors, officials, officers, employees, agents and
volunteers shall be covered as additional insureds with respect to the ownership,
operation, maintenance, use, loading or unloading of any auto owned, leased,
hired or borrowed by the Consultant or for which the Consultant is responsible.
12.4. All insurance required by this Section shall contain standard
separation of insureds provisions and shall not contain any special limitations on
the scope of protection afforded to the City, its directors, officials, officers,
employees, agents, and volunteers.
12.5. Any deductibles or self- insured retentions shall be declared to and
approved by the City. Consultant guarantees that, at the option of the City,
either: (1) the insurer shall reduce or eliminate such deductibles or self - insured
retentions as respects the City, its directors, officials, officers, employees,
agents, and volunteers; or (2) the Consultant shall procure a bond guaranteeing
payment of losses and related investigation costs, claims and administrative and
defense expenses.
13.0 Indemnification, Hold Harmless, and Duty to Defend
Consultant shall defend, indemnify, and hold the City, its officials, officers,
employees, volunteers and agents serving as independent contractors in the role
of city officials (collectively "Indemnitees ") free and harmless from any and all
claims, demands, causes of action, costs, expenses, liability, loss, damage or
injury, in law or equity, to property or persons, including wrongful death, in any
manner arising out of or incident to any acts or omissions of Consultant, its
employees, or its agents in connection with the performance of this Agreement,

including without limitation the payment of all consequential damages and
attorneys' fees and other related costs and expenses, except for such loss or
damage arising from the sole negligence or willful misconduct of the City. With
respect to any and all such aforesaid suits, actions, or other legal proceedings of
every kind that may be brought or instituted against Indemnitees, Consultant
shall defend Indemnitees, at Consultant's own cost, expense, and risk, and shall
pay and satisfy any judgment, award, or decree that may be rendered against
Indemnitees. Consultant shall reimburse City and its directors, officials, officers,
employees, agents and /or volunteers, for any and all legal expenses and costs
incurred by each of them in connection therewith or in enforcing the indemnity
herein provided. Consultant's obligation to indemnify shall not be restricted to
insurance proceeds, if any, received by Consultant, the City, its directors,
officials, officers, employees, agents or volunteers. All duties of Consultant
under this Section shall survive termination of this Agreement.
14.0 Equal Opportunity
Consultant affirmatively represents that it is an equal opportunity
employer. Consultant shall not discriminate against any subcontractor,
employee, or applicant for employment because of race, religion, color, national
origin, handicap, ancestry, sex, sexual orientation, or age. Such non-
discrimination includes, but is not limited to, all activities related to initial
employment, upgrading, demotion, transfer, recruitment or recruitment
advertising, layoff, or termination.
15.0 Labor Certification
By its signature hereunder, Consultant certifies that it is aware of the
provisions of Section 3700 of the California Labor Code that require every
employer to be insured against liability for Workers' Compensation or to
undertake self- insurance in accordance with the provisions of that Code, and
agrees to comply with such provisions before commencing the performance of
the Services.
16.0 Entire Agreement
This Agreement contains the entire agreement of the parties with respect
to the subject matter hereof, and supersedes all prior negotiations,
understandings, or agreements. This Agreement may only be modified by a
writing signed by both parties.
17.0 Severability
The invalidity in whole or in part of any provisions of this Agreement shall
not void or affect the validity of the other provisions of this Agreement.

18.0 Governing Law
This Agreement shall be governed by and construed in accordance with
the laws of the State of California.
19.0 No Third Party Rights
No third party shall be deemed to have any rights hereunder against either
party as a result of this Agreement.
20.0 Waiver
No waiver of any default shall constitute a waiver of any other default or
breach, whether of the same or other covenant or condition. No waiver, benefit,
privilege, or service voluntarily given or performed by a party shall give the other
party any contractual rights by custom, estoppel, or otherwise.
21.0 Prohibited Interests; Conflict of Interest
21.1. Consultant covenants that it presently has no interest and shall not
acquire any interest, direct or indirect, which may be affected by the Services, or
which would conflict in any manner with the performance of the Services.
Consultant further covenants that, in performance of this Agreement, no person
having any such interest shall be employed by it. Furthermore, Consultant shall
avoid the appearance of having any interest, which would conflict in any manner
with the performance of the Services. Consultant shall not accept any
employment or representation during the term of this Agreement which is or may
likely make Consultant "financially interested" (as provided in California
Government Code § §1090 and 87100) in any decision made by City on any
matter in connection with which Consultant has been retained.
21.2. Consultant further warrants and maintains that it has not employed
or retained any person or entity, other than a bona fide. employee working
exclusively for Consultant, to solicit or obtain this Agreement. Nor has
Consultant paid or agreed to pay any person or entity, other than a bona fide
employee working exclusively for Consultant, any fee, commission, gift,
percentage, or any other consideration contingent upon the execution of this
Agreement. Upon any breach or violation of this warranty, City shall have the
right, at its sole and absolute discretion, to terminate this Agreement without
further liability, or to deduct from any sums payable to Consultant hereunder the
full amount or value of any such fee, commission, percentage or gift.
21.3. Consultant warrants and maintains that it has no knowledge that
any officer or employee of City has any interest, whether contractual, non -
contractual, financial, proprietary, or otherwise, in this transaction or in the
business of Consultant, and that if any such interest comes to the knowledge of
Consultant at any time during the term of this Agreement, Consultant shall
immediately make a complete, written disclosure of such interest to City, even if

such interest would not be deemed a prohibited "conflict of interest" under
applicable laws as described in this subsection.
22.0 Attorneys' Fees
If either party commences an action against the other party, either legal,
administrative or otherwise, arising out of or in connection with this Agreement,
the prevailing party in such litigation shall be entitled to have and recover from
the losing party all of its attorneys' fees and other costs incurred in connection
therewith.
23.0 Exhibits
All exhibits referenced in this Agreement are hereby incorporated into the
Agreement as if set forth in full herein. In the event of any material discrepancy
between the terms of any exhibit so incorporated and the terms of this
Agreement, the terms of this Agreement shall control.
24.0 Corporate Authority
The person executing this Agreement on behalf of Consultant warrants
that he or she is duly authorized to execute this Agreement on behalf of said
Party and that by his or her execution, the Consultant is formally bound to the
provisions of this Agreement.
IN WITNESS WHEREOF, the Parties hereto, through their respective
authorized representatives have executed this Agreement as of the date and
year first above written.

Digital Map Products, Inc.
A GIS system offers a city many advantages including increased efficiency, better decision making tools,
and cost savings. While assembling the individual GIS components is crucial, successful GIS systems
require leadership, an understanding of the process, a GIS needs and implementation strategy, and on-
going professional guidance. The DMP and Psomas team combines 35 years of leadership and
innovation in the implementation of GIS systems. The DMP and Psomas team have a proven work plan
gained from years of experience with similarly sized cities across the region. Each work element in the
Scope of Services is designed to not only meet the requirements of the RFP but to guide the city towards

An invaluable work element in the creation of a GIS system is the development of a GIS Needs
Assessment. This process gathers and informs stakeholders, identifies key issues, develops top -to-
bottom buy -in and develops a process for change management. This process and resulting document
will be the roadmap for the implementation and evolution of GIS for the next 10 years and beyond.
Psomas will lead the process and development of the GIS Needs Assessment and DMP will handle the
on -going updates and stakeholder meetings in the years to follow. Both DMP and Psomas are
committed to the successful implementation of this GIS system.
Work Element 1: Photograinmetric Services (Aerial, DTM, LiDAR)
The creation of new orthorectified aerial imagery for the city's GIS system shall be accomplished
through an integration of new LIDAR data and new aerial photography. With the requested final

products and with considerations to costs, we propose that the project be flown with photography at a
nominal scale of 1" =500' (allows the creation of 0.25' pixel resolution without over resampling).
Task A. Aerial Photography
• Appropriate communications will be established priorto flight to coordinate airspace
restrictions.
• 24 HV targets will be pre - paneled and controlled priorto flight.
• When weather conditions prevail we will fly the 9 strips at an altitude of 3000' above ground.
• The exposures will be shot with a 60% overlap and 30% sidelap to establish the stereo models
for map extraction
• The aerial negatives will be scanned at 12.5 microns to attain the necessary resolution for the
final Orthorectification.
Task B. LIDAR
• The LIDAR flight will be planned concurrent with the aerial flight mission
• Data acquisition will be from 4000' above ground for a vertical accuracy of 95% at 0.6'
Task C. DTM Surface (Contours)
• The DTM /DEM surface will be created from an integration of LIDAR data and breaklines
extracted from the aerial stereo models. The breaklines will supplement the LIDAR points to
help define hard - breaks and terrain changes that the LIDAR density may not capture.
• This surface will be the foundation for the Orthorectification process. Geometric and
radiometric corrections will be applied to create a seamless Orthophoto mosaic with a 0.25'
pixel resolution. (Delivered in a TIF and SID format with corresponding world header file)
• 1' contours will be generated for GIS application only (not suitable for design).
Task D. Hardcopy prints
• 25 plots (tiles TBD) will be generated from the mosaic at a scale of 1" =300' at 400 DPI on %z"
Gatorboard with mounting blocks included.
o City boundary, scale, index and north arrow shall be included in each plot.
• A single plot showing the full city limits can be plotted at a scale of 1" =600' on a 42" x 42" board
Task E. On - Going Imagery Updates
• To maintain regularly updated imagery in a cost effective manner the City has the option of
purchasing Eagle 1ft imagery on an annual basis. Many existing DMP clients annually purchase
imagery to maintain a robust and current GIS system.
• DMP and Psomas recommend flying new hi -res aerial imagery after 5 years. Similarly sized cities
typically update their in -house imagery in 5 year increments. It is likely that technology will
improve and costs will be reduced for equivalent imagery in the future as referenced in Year 6 in
the Budget.
Work Element 2 (Option A): Data Conversion and Enhancement
This option (A) provides the preferred and suggested solution for the City. In order to fulfill the City's
desires as specified in the RFP, the corresponding GIS requires high - quality utility data. Based on the
RFP, Psomas assumes that the City has already determined that GIS data, with higher quality than the
existing shapefiles) is necessary through some type of data conversion and /or enhancement efforts.

The existing utility data samples (presented in shapefile format) do contain spatial and attribute
information and are not consistent with the requirements of high - quality GIS data. Building on this
exiting GIS utility data, in lieu of conversion, will not produce data repository with proper controls (i.e.
format, accuracy, maintenance, and functional standards) that can address the City's current application
needs in any sustainable manner. The existing format can serve as a great platform for reference but will
be insufficient as a source dataset for utility database. The new GIS utility data should be
converted /generated from as -built drawings (per RFP requirements,) thus providing quality spatial
location with underlying feature attributes already identified as industry standards and adopted by
other cities with similar GIS needs.
In addition, creating high quality GIS utility data now will ensure the implementation of functions
(desired applications) identified in the RFP, as well as enabling sustained and flexible future
enhancements, such as utility network tracing, public utility work orders, infrastructure reporting,
facility management, utility modeling, utility maintenance, planning, etc.
Psomas recommends data conversion of the water, sewer, storm drain, and other landbase attributes
from as -built drawings, tract maps, and parcel maps. The conversion process will produce respective
geodatabase /featureclasses. This approach will ensure seamless integration with CityGIS, and that City's
current investment in ArcGIS tools are leveraged and extended. Psomas will create the GIS datasets
following DMP's standard data layer models to allow the City to capitalize on advanced layer integration
and future functionality. The data conversion will be accomplished through following sub - tasks.
Task A. Data Assessment
Collect and assess required source documents and existing GIS data, identify gaps, define the
City's GIS data standards, and develop a draft conversion plan describing the conversion process
and expected product /deliverables. The following data attributes are included in the
assessment:

Task B. Conversion Plan and QC Plan
Develop and finalize the conversion plan and quality control plan through subtasks as presented
below.
Data Conversion Plan
An enhanced mapping specification will be prepared defining feature spatial positioning,
attribution, topological, and metadata requirements. The specification expands beyond the ESRI
data model to address the complete definition of the GIS data deliverables. The migration plan
describes all rules and processes used during the mapping of the utility featureclasses including
topology and geometric network rules required for the geodatabase. The Data Conversion Plan
also documents the workflow for mapping the utilities from the City's current scanned drawings,
quality management and confirmation, data loading into Geodatabase and City review and
acceptance processes.
Quality Control Plan
This plan will document acceptance criteria and how testing will be performed and compliance
to the data specification confirmed. The Quality Control Plan (QC Plan) identifies quality
requirements, quality control procedures, data flow between the City and Psomas, and tools
and methods for testing the conformance of the data to the defined specifications. The Quality
Control Plan includes automated and visual testing of each deliverable.
Psomas will use our quality control software application configured to the City's data
specifications to evaluate data quality. The application provides complete testing of all database
elements and rules.

Task C. Pilot Data Conversion
Based on the definitions from the assessment findings, develop geodatabase templates for each
GIS featureclasses. Conduct pilot conversions of each featureclass to validate the processes
outlined in the conversion plan, and /or identify modification requirements.
Develop Data Model
Once the existing data sources are documented in the Data Dictionary, an overall GIS Vision
Data Model diagram will be developed using the ESRI utility data models as a templates. The
diagram will show all the data layers, tables and their relationships to each other and the
systems that will integrate with GIS and DMP.
Develop Preliminary Metadata Requirements
Psomas will define the metadata requirements that document detailed aspects of the GIS data
content, sources, accuracy, and development processes. Metadata will be documented within
the ESRI ArcGIS environment using the Federal Geographic Data Committee FGDC and ISO
standard. Psomas will document the metadata requirements in the Data Conversion Plan.
Develop Proof of Concept Dataset
A small area of the City will be used as a proof of concept to verify that the data model, data
conversion process, and Data Conversion Plan meet the City's expectations. A sample Personal
Geodatabase will be created that represents that logical model. Psomas will meet with the City
to review the proof of concept dataset and how it will be integrated with CityGIS and how City
staff may work with the data in ArcGIS.

Once the City has approved the final data models, Psomas will generate a Personal Geodatabase

relationships, Geometric Network/Topology, and domains.

Perform conversion activities for the remaining source documents through sub tasks described
below.
Geo- Referencing of As -built Plan Maps
As -built Maps will be geo- referenced based on the existing Iandbase using ArcGIS. The location
of As -built maps will be identified using the existing parcels with reference to the street names.
An RMS error report will be generated. The error report will be used as criteria to check the
Geo- referencing results.
Spatial Alignment of Existing Data
Features will be spatially aligned based on parcels using ArcGIS. The spatial adjustment will be
carried out using "Transformation - Affine" (scaling, rotating, and shifting) with reference to the
control points.
Update Layers and Edge- Matching
Before updating, the geo- referenced As -built Maps and existing data are verified to be in the
right location. The existing parcels are used as a reference in the background. All Point and
Linear features are updated as per the procedures in the Conversion Plan. Utility assets and its
features are to be seamlessly edge matched between As -built maps to create a seamless
wastewater data network feature.
Task E. Post Conversion Processing and Final QC
Perform any required post conversion processing to ensure seamless integration with CityGIS
and establish ongoing maintenance standards to incorporate future updates. Once integrated,
perform final QC and acceptance testing with the City representatives.
Psomas will perform quality control according to the Quality Control Plan at each significant
processing step and final quality control at the conclusion of the adjustment and update task.
Final Quality Control is performed independently from the conversion team. Automated and
manual checking procedures will be employed to test and document the quality of the data.
The data will meet the minimum accuracy standards (98% correct) established for the project.
Psomas will perform all tests identified in the Quality Control Plan and develop Quality Control
report. Each test will indicate PASS, FAIL, or WARNING. A warning indicates that the test found
potential errors. These records need to be reviewed. If any tests fail, the report is sent back to
the conversion team for correction.

Plot - Quality Check
The completed production file will be plotted and checked with respect to the scrubbed
hardcopy for missing features, wrong placement and wrong attributes which will be marked on
plotted maps. If an error exceeds the criteria it will be sent back to production, if errors are
within criteria that is passed to next preceding process where these errors are also fixed.
Screen /Automated - Quality Check
The Following checks will be performed and any identified errors will be corrected:
• Check the data as per the "Acceptance Criteria" derived from the Quality Control Plan.
• Check for data /attribute completeness and correctness with respect to source images

accomplish in the near term as well as requesting more long -term solutions. Based on this knowledge,
DMP proposes a comprehensive web -based GIS bundle that includes the CityGISTM subscription as well
as on -site GIS Concierge Services. DMP strongly believes that this combination of services not only fulfills
the short term objectives of this RFP but also provide for long -term GIS success at the City of Seal Beach.
CityGISTM" Enterprise
CityGISTM provides a powerful, easy -to -use Internet -based software application that enables users to
find, view and search subject properties, use aerial imagery backdrops and parcels to analyze important
data, use access to property and tax data to find ownership, use the drawing and annotation tools that
incorporate aerial imagery and search inquiry tools into presentations, and more. With CityGIS, city staff
will be empowered from the start with functionality and capabilities to truly interact with City maps and
data and be able to collaborate effectively on projects, not just view data with a starter application.
The latest CityGIS software updates and technology additions are automatically installed and available
to subscribers as part of the service.
With licensing of CityGIS, your Information Technology (IT) staff will not be tasked with complex, vertical
technology implementation. Using the CityGIS Hosted Subscription model, DMP takes responsibility for
everything "behind the screen ". DMP offers high availability (24/7) and performance (application uptime
minimum of 99.9 %) as well as all system and data backups, offloading maintenance and infrastructure

CityGISTM Functionality
CityGISTM was designed to be both intuitive and easy to use for any professional, regardless of their
background or work responsibility. CityGISTM utilizes industry standard map navigation tools including
zoom in and out, pan, zoom to full extent, and zoom to selected features. Collaboration tools include
the ability to export a map image, email a view, and print functionality. Within CityGISTM, users have a
wide variety of search tools including search by owner, address, APN, street name, location, land use,
zoning, and sales transaction. Additional, advanced functionality is described below:
Notification & Mailing Lists
Once a search has captured results based on designated criteria, you have the ability to quickly create
address labels. You have the option to include APN and designate whether it goes to Site or Owner
address.
Buffer Search
A Buffer search can be done on an active parcel to encompass all parcels within a specific distance. The
resultant search would generate a list of all parcels that fall within that radius. Similarly, you can draw a
LINE on the map and run a buffer search and collect all parcels within a specified distance. Finally, you
can draw a closed POLYGON and capture all parcels that fall within the boundary. Multiple search
results can be consolidated into one "Master Results List ".
Measure Tools
There is a generic "Measure — On /Off" setting that will provide distance, boundary, and area
measurements for any active entity. (Parcel, Line, Polygon). The measure tool will allow you to measure
anything on the map in an "Active" format. This also includes distance and area.
Attached Document
Once an object is identified (Parcel, SCAG Data Layer Entity), an electronic file (JPEG, TIFF, Word, Excel,
PDF, etc.) can be attached to that object to add additional valuable information that relates to it.
Multiple objects can be added to any object.
Extract
The extract function provides ability to query a set of data and pull this data from the system in the form
of a CSV /Excel file or a Shape file for use in other applications such as other ESRI Arc applications.
Parcel Edit Override
Market research has proven that property records are not 100% complete or accurate, regardless of

Parcel Notes
Property notes provide the ability to make general notes by type about a property (Parcel Owner,
Tenant, and Condition Note) along with other related fields. These fields are all searchable for later use.
Image Overlay
This functionality allows for images to be overlaid on the map with partial transparency used in
combination drawing and annotation tools, it makes this a great tool for presentation of proposed ideas.
Markup Tools
Markup tools are provided to make presentation of data more impactful. These markups also contain

The on -site concierge service is our company's gold standard service program. The experienced DMP
team will work with you to help manage and direct your GIS initiatives. Through years of work, with

As part of this management, DMP will create and foster a city -wide GIS stakeholders group that will
meet on a bi- annual basis. This group will be composed of technical liaisons as well as key decision
makers. Through involvement in the GIS Needs Assessment planning process, DMP will be well
prepared to build off of the plan and guide the needs, decision and best practices of the City.
In addition to management, DMP proposes on -site bi- annual training to engage new and long -time
employees in a more intimate learning environment. The City will receive two on -site training sessions
tailored around relevant topics and issues. In these sessions, City staff can explore departmental specific
workflows, advanced functionality, industry best practices and learn about new data and data sources.
DMP will work with Seal Beach to ensure that the proper blue print is created and the necessary steps
are taken to achieve these milestones. We are going to provide the essential resources, continuing
education, product management, and the overall best practices that will create a successful
environment for the city.

• DMP will work with the City to ensure staff computers are configured to maximize their
CityGIST"" experience (95% of user computers are properly configured from the start,
requiring no additional changes).

Work Element 5: Database Templates for Water & Sewer
The ability to in sewer or water issues to related parcels is a
common workflow for many cities. DMP recognized this need and
has built -in functionality within CityGISTM to address this task.
Within CityGISTM the user searches to the parcel associated with
the water or sewer issue and is then offered a full menu of
information associated with that specific parcel (property
information, transaction history, zoning, land use, hazards
delineation, political districts and more) as well as ways to
interact and add information to that specific parcel. Two feature
links within this menu of data and information include the "Attach
Document" and "Add a New Note ". Each feature allows the user
to upload or input information and have it attached to that parcel
as a searchable and editable layer within CityGISTM.

Psomas will perform GIS needs assessment and implementation planning in a systematic manner
consistent with our proven methodology that provides predictability of outcomes, process efficiency,
and thoroughness to assure the needs and opportunities are addressed in our recommendations. The
project methodology has been developed and refined through over 50 GIS strategic planning projects of
varying scales and focus, including large agency enterprise strategic plans down to focused
departmental plans.
The project methodology provides an incremental and progressive means for developing a GIS strategy
and work plan aligned to address the needs and priorities of the City. Key to the Psomas methodology is
engagement of stakeholders and defining clear linkages between GIS application and the business

Task A. Document Business Needs and Gap Analysis
This identifies business needs of individual stakeholder units and recognizes external drivers
including regulations, economy and other environmental trends. Business needs focusing on
gaps are documented through a review of existing systems current GIS implementation,
departmental interview findings, and a compilation of enterprise needs contrasted to individual
business unit needs.
Citywide GIS Orientation
Facilitate a GIS orientation workshop with City stakeholders to present 1) upcoming needs
assessment process, 2) participation requirements and preparation needs, and 3) best practices
and case studies to promote common level of exposure, understanding, and expectations.
Needs Assessment Interviews
The main objective of the needs assessment is to understand the business needs of the City that
can be supported and enhanced with GIS. Through individual departmental interviews, Psomas
will collect the business needs, GIS application opportunities, data needs, and existing practices,
related to GIS. We will also seek departmental perspectives on prioritization of GIS initiatives,
risks, key success factors and other opinions to aid in GIS implementation planning.
Psomas will work with the City to coordinate interview scheduling and time allocation. Interview
durations will be between Y2 hour to 2 hours depending on department size and GIS application
opportunities. The City is responsible for scheduling meetings and reserving interview space.
Psomas would like to meet with departments intheir workspace areas so that we can see the

physical setting and how they currently use geospatial data, access documents, maps,
information systems, and other relevant information. Psomas may conduct interviews by

Each GIS initiative /project will be defined with the following elements:

Psomas will present the implementation plan to City management, or any audience City project

Optional Work Element 1: Data Delivery
The City of Seal Beach currently receives an annual on -site data delivery for Parcel boundaries and
Property Data at a cost of $ 2,600. If the City had the desire to have this data as part of their in -house
GIS system, this data delivery remains an option. However, it is important to note that with a
subscription to CityGISTM, the City would receive annual parcel boundary and property data updates and
weekly sales transaction information seamlessly integrated into the system at no additional cost to the
City. With quick and easy access to this regularly updated parcel information, the City could eliminate
this costly data delivery option for Orange County parcel data.
Optional Work Element 2: Integration of Future Utility Information into GIS
As the city receives new as- builds, this data should be actively incorporated into the existing GIS
database to ensure data remains current and accurate. This task will be completed on a time and
materials basis with a not -to- exceed budget. Based on the size of the City and our expert opinion, it is
estimated that the city should budget $5,000 per year for this service.
Task A. Receive As Builds from City
Psomas will collect /receive new as -built drawings /images from the City in digital format,
compile, categorize, and index. New data source may also extend beyond as -built drawings;
Psomas will collect other GIS data sources corresponding to feature classes in the new
geodatabase.
Task B. Integration of Data into GeoDatabase
Psomas will perform geodatabase compliant processing, and migrate new GIS data sources into
the City's geodatabase. Psomas and DMP will then integrate updated Geodatabase to
CityGIST""platform for immediate usage by the City.
Task C. As Builds Linked within CityG15TM
Based on a URL link within the GIS database to the As -Build image file, DMP will create
functionality within CityGISTM for the user to pull up the As -Build document from the image

Psomas' Spatial Technology Solutions Team provides GIS needs assessment, planning, and implementation
services primarily to local governments and utilities. Our GIS services are provided in three practice areas:
GIS consulting, system integration /software development, and data integration /management. We have
developed and evolved methodologies in each of the practice areas over the past 20 years of serving our
customers.
Psomas' technical skills are complemented with very broad subject matter expertise in local government.
We understand the operations and challenges of City operations based on our team's prior experience as
public employees and over 100 GIS planning and implementation projects with local government.
Together the technical and business orientation enables our team to communicate effectively with City
stakeholders and focus on the most important issues for enterprise GIS deployment.

of the Orthorectified Imagery and the DTM /DEM. His expertise is based upon 35 plus years in the mapping

Mr. Chu develops strategies for the technology selection, development, implementation, and

Enterprise GIS Needs Assessment Plan, City of Dublin, CA: Project Manager and Lead Consultant
responsible for the development of the Enterprise GIS Needs Assessment report and subsequent
Implementation Plan. The project included current environment assessment through interviews with
City's business units, GIS needs identification and validation, enterprise GIS program design, , and tactical
plan for implementation and operations of a sustained enterprise GIS program.
Technology Services for Noise Management Program, Milwaukee International Airport, WI: Program
Manager, Project Manager, and Lead Consultant responsible for the development, implementation, and
management for the web based Case Management System in support of the Airport's noise management
program. Mr. Chu facilitated program workflow design and engineering sessions, lead the design and
technical team that developed NMP's web portal — includes case management system and GIS integrated
seamlessly with document management system. The case management system is built in modular format
and using "Agile Development" process that minimized the development cycle, all the while introducing

Project Manager, and Lead Consultant responsible for the Program Management System (including GIS
application) development, implementation, and management for the Quieter Home Program (QHP) for
San Diego International Airport under the administration of San Diego County Regional Airport Authority

Mr. Moojen has close to 36 years of experience in the aerial mapping industry including 25 years
specializing in analytical triangulation and digital orthophoto production. He has been extensively
