The meetin~ was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Lawhead, Leonard, Flanagan, Calvo Absent: " None " The minutes of the regular meeting of October 4, 1955, the regular adjourned meeting of October 11, the regular meet- ing of October 18th and the adjourned meeting of October 19th I . were read and approved on the Mayor's motion. Request of the Police Department for use of the City Hall apartment was received and filed for further study. Announcement of the Orange County League of Cities . that Mayor J. Frank'Wharton of Laguna Beach had been appoint- ed Field Secretary was received and filed. In the matter of : representation and action before the Joint Interim Committee on Transportation Problem to be held Nov. 9th in 'Long Beach, it was moved by Calvo and seoonded by Flanagan that the City Engineer represent the City and to concur with the County in action to be requested. t\YES, NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Announcement of the Public Utilities Commission re- I to November 16. 1955 in Veterans Hall, Long Beach, was received and filed. Letter and maps from Hancock Oil Company requesting assignment of its pipeline franchise to Standard Gas Company. Mr. Outcault, Attorney for Standard Gas Co., addressed the Council relative to the assignment. After discussion by the Council and City Attorney it was moved by Flanaga~ and seconded ?'1'.' ...." Demands numbering 2694 to 2811 inclusive, totaling $19,907.30 as approved by the ,Finance Committee were presented. I , It was moved by Leonard and seconded by Lawhead that the demands be allowed and warrants drawn on the Treasury for the same. Resolution No. 907 (Recinding'Resolutions No. 899 & 904) was presented by the City Attorney" It was moved by Calvo and seconded by Lawhead to adopt Resolution No. 907. AYES: NOES. In the matter of the distribution of insurance com- missions, it was moved,'by Calvo and seconded by Leonard that the'.,split should be 40% to the writing agent ~nd 60% to the " other local agents and to instruct the City EnBlneer to so ad- vise Mrs. Jessie Havens. The Mayor appointed the License Committee of Leonard and Flanagan to discuss the matter of service and equipment with the present taxi cab operator and report back to the Council. Water Tower - It was moved by Calvo and seconded by Flanagan to accept the bid of Pittsburgh- Des Moines Steel Company to install the cage at $1328.00, that the City Attorney draw up the proper papers and the Mayor and City Clerk be authorized to execute same. Purohase of Water Pipe - It was moved by Calvo and seconded by Lawhead to approve the purchase of 650' transite pipe, class 150 @ $3.926 per foot. Total price $2552.00 plus Watel Dept. tax. Water Fund- Mr. Marron read a letter relative to a Watel separate Water Fund, outlining a separate account or a simpli- fied method, from Diehl and Evans, City ~Auditors. Buildinp: - 1617 Seal Way- Mr. Marron stated that he and Mr. Knighton had reohecked the plans of the above house and that they met with all the requirements of our zoning and build- ing regulations. Sub-division - It was moved by Leonard and seconded ~bY Calvo that the. City Council approve the final maps of Tracts '1817 and #2590 for recordation and accept the dedication offered in said tracts subject to the City Engineer's approval in connec- tion with the mathematical cheCk, the filing of the improvement bond and the filing of the monument bond. The City Engineers approval is conditioned upon the subdivider agreeing to sell to the City at a negotiated price a lot to be selected by the City for use as a fire station site, to construct a 5 ft. masonry Sub- Div. wall along the rear of the residential lots backing Pacific Coast 21J State Sales Tax Garbal1:e Purch. Dept. 5th St. Ext. " to construct a 5 ft. fence along the rear of the residential lots backing Bay Boulevard, prior to the sale of lots in said tracts or the occupancy of homes therein, whIch- ever shall occur first. Also, the future street shown On said map of Tract #2590 and herein offered was hereby rejected under provisions of Section 11616 of the Subdivision Map Act. Sales Tax - Mr. Marron stated that figures supplied by the State Board of Equalization estimate that when the uniform sales tax of 1% goes into effect the City should receive about $21,000 per year. Trash and Garbal1:e - Mr. Marron stated that Trash and Refuse regulations had been distributed to all homes in the City. Mr. Lawhead asked why local paint companies had not been permitted to bid on recent paint purchases. Mr. Marron explained that only small quantities were purchased and"only , ' I ~ ,.- for the purpose of testing the best brahds of traffic white that would hold up the longest on the streets. Mr. Calvo asked about the'latest on the Fifth Street Extension project. Mr. Buck and Mr. Marron stated that the title difficulties had come up relative to the portion needed south of the Pacific Electric ri~ht-of-way, but they would proceed with the balance of the property.
