The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilmen: Lawhead, Leonard, Flanagan, Calvo Absent: " " None The minutes of the regular meeting of November 1, 1955 were read and approved on the Mayor's motion. Letter of application and suggesting certain changes in the taxi-cab Ordinance from the Diamond Cab Co., Long Beach, was received and filed. The committee of Leonard and Flanagan Taxil. Cabs reported that they had talked with the present cab operator and had allowed him thirty days to bring his service and equipment up to date. Letter from Seal Beach School District requesting clean- S.B. ing of eight lots on 10th Street was denied. The lots were cleane~ under the 1955-56 weed assessment. Scho . Letter of appreciation from the Seal Beach Woman's Club for the furniture recently donated, was received and filed. Announcement by the Orange County Planning Commls,sion of a public ~earing to be held relative to zoning in the Navy property. It was moved by Leonard and seconded by Lawhead to authorize Mr. Calvo and Mr. Buck to represent the City in person or by letters to express no opposition to the plan. Vio's Club Og. Robb requesting information rela- tive to oil drilling in the City was received a nd filed. Letter from the Planning Commission, requesting assistance and encouragement, be given to, Mr. Mark Cadwell in his program of .Q!L collecting old newspapers to finance various Cub Scout activities. B oy Scout!., Mr. Cadwell addressed the Council and explained that the plan would be under adult supervision, and that the Hellman interests had granted them space next to the City Yard for storage. Ala- md.tos" filed with the Orange County Board of Supervisors, was re- ceived and filed. Letter from the Seal Beach Fire Department, requesting that a bond issue be placed on the April ballot to bring the fire equipment etc. up to Class Six as requested by the Board of Fire Underwriters. Mr. Marron read a detailed letter from the Board suggesting certain changes needed by the local department. It was moved by Leonard and seconded by Calvo that the City Engineer prepare an estimate of costs, etc. to be placed on the April ballot. Letter from Dr. Val Sneed, Co-Chairman of the Lions Club, Christmas Lighting Committee requesting funds from the City to decorate the Pier and City Hall. These decorations to comply with the street decorations to be 9rovided by the local merchants, all work and supplies to be furnished by a professional decorating com- pany. It was moved by Flanagan and seconded by Calvo to donate to the fund at not to exceed ~300.00 I AYES: NOES: LaWhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Letter of application, statement of rates and check for $80.00 for a taxl-cab 11cense from Martin, Vandever and Kilchrist, . . was received and filed. The Mayor explained that the matter was being . held up to see what the present operator was going to do. Reports of the City Clerk and City Treasurer for the month of October, 1955 were presented. Demands numbering 2812 to 2868 inclusive, totaling $8,516.51 as approved by the Finance Committee wer~ presented. I . It was moved by Flanagan and seconded by Calvo that Ordinance No. 481 be deemed as having had its. first reading and be passed to. the second reading. Resolution No. 910 (Prescribing a Public Hearing and Notice Rela~ive to the Adoption of the Sales Tax Ordinance by "Reference). Engineers Agenda Transportation Problems. Mr. Marron reported that he had a ttended the Interim Committee hearing, and that he had pre- sented a letter stating our proble~s aqd concuring with Orange County in new highway matters. Subd!!~~i~~ Mr. Marron stated that he had received the bonding agreement this day and that he had turned it over to Mr. Buck. The matter was referred to Mr. Buck for approval. Purchase of Electric Welder. It was moved by Calvo and seconded by Flanagan to instruct the City Engineer to get informal bids and to purchase one 200-amp Electric Welder with air-cooled motor. In the matter of the building at 1617 Seal Way, it was Bldg. decided that the Council as a whole should investigate the matter. Dept. After considerable discussion led by Mr. Calvo, relative to the beautification of the"Pacific Electric right-of-way, it was moved by Mr. Calvo and seconded by Flanagan that during slack P. Mr. Leonard Hickox again addressed the Council asking that something be done about re?rganizing Civil Defense. Mr. Civil M Defens arron reported on the present set-up' and the County requirements, " 1 1 ~.L::1 Stand. Gas Co. City Hall AE!.!.- Ins. 5th St. and stated hewould be glad to assist the local veterans groups in their efforts. , At the suggestion of Mr. Buck, it was moved by Calvo and seconded by Flanagan that the Hancock.Oil Co. and Standard Gas Co. be permitted to install two (2) pipelines, one 6" and one 4'" in Bay Blvd.. and one 4" pipeline in Bolsa Avenue as shown on Exhibit "A" attached to-Resolution No. 906. Mr. Leonard asked about the distribution of the insur- ance commissions. Mr. Marron stated that M~s. Havens had advised him that she had referred the matter to her company. Mr; Leonard asked about the status of the Fifth Street extension project. Mr. Buck stated that all papers had been sent Ex~'___ to San Francisco forsign~tures.
