Present: Mayor Clark Councilmen: Lawhead, Leonard, Calvo, Clark I Absent: II II None The minutes of the regular meeting of Nov. 15, 1955, the regular adjourned meeting of Nov. 22. 1955 and the regular adjourned meeting of .Nov. 28, 1955 w.ere read and approved on the Mayor's motion. Letter from C. C. Hartman, .Rea:r Admiral, Commandant, Eleventh Naval District., relative to the proposal to annex a portion of. the Naval Ammunition Depot, stating that the mattar was referred to the Washington, D. C. level and that the porposed annexation may have an adverse effect on vital interests of the I Government, it is anticipated that a formal protest will be :registered by the Department of the Navy. It was moved by Leonard ~d'se~onded by'Calvo that the City Attor~ey be in- structed'to send wires and letters t,o interested Senators, and Annex- ation Congressmen and others, said wires and lette:rs to carry the signatures of the City Councilmen. Park mete 2' :-1 ...ll Letter from Frank Krause, Insurance Agent, relative Insurance. to his commission on the liability policy written by Jessie Havens was received and filed. Bch. Unit. Vet. Police Dept. Reso. 911 Annex- at ion Reso. 912 - Annex. Letter from Carl K. Cheek, suggesting his type of beach protection was receivedand filed. Invitation from the United Veterans Council to attend a dinner Dec. 13th, 1955 at 6:30 p.m. City Hall, was received and filed. Resignation in writing from Officer William R. Dowdy, effective Dec. 1,1955 was receivedand filed with regrets. Reports of the Building, Police, License, Water and Tax Departments for the month of November, 1955 were presented. It was moved by Calvo and seconded by Leonard to receive and file the City Officers reports. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Demands numbering 2869 to 2961 inclusive, totaling $12,239.50 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Lawhead that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Resolution No. 911 (Erne&t R. Muse) was presented by the City Attorney. It was moved by Calvo end seconded by Flanagan to adopt Resolution No. 911. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. The Clerk presented his certification and the certificate of the County Clerk, both dated Nov. 29, 1955, confirming the statement of the City Engineer dated Oct. 11, 1955, that there were no electors in the area proposed to be annexed under Reso- lution No. 905. Resolution No. 912 (Annexation) was presented by the City Attorney. It was moved by Flanagan and seconded by Lawhead that the City Council finds and determines that the territory described in Resolution No. 905, and was on October 11, 1955 and is now un- inhabited, and further finds and determines that the terr~tory described in Resolution No. 905, and was so contiguous to the City I I I I I I of Seal Beach on Oct. 11, 1955. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None . Motion carried. It was moved by Calvo and seconded by Leonard to adopt Resolution No. 912. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, 'Clark None Motion carried. It was moved by Leonard and seoonded by Calvo that the 21Q Reso. 912 Annex- territory described in Resolution No. 905 was not on Oct. 11, 1955. at ion and is not now a part of any municipal corporation. En~ineers A~enda Subdivision It was moved by Calvo and seconded by Leonard to approve changes in the Improvement Agreement and to authorize the Mayor and City Clerk to initial said changes. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Sub. Div. Release for Damages It was moved by Calvo and seoonded Water by Lawhead to authorize the City Engineer to execute a release for Dept. Hood Construction Co. for damages amounting to $212.00 done to the City Water line during excavation for the Monterey Oil Co. Safety Gage, Ladder, Water Tank It was moved by Flana- gan and seconded by Lawhead to allow the increase of ~7.50 on the Surety Bond and to authorize the Mayor and City Clerk to sign the consent form. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Fire Rateinp; Water Dept. Letter in detail from the Fire Underwriters Fire of the Pacific, suggesting ce~tain changes in department manpower, new equipment, training program, tests etc. was read by the City Engineer. Mr. Marron told of purchase of new fire hose and other plans to improve the department. Mr. Marron announced that the joint Christmas Party of the Orange ~ounty Coast Association and the Associated Cham- bers of Commerce would be held Dec. 13, 7:00 p.m., Newport Harbor Yacht Club. Dept. Assoc. C of C ?.-, '1 ..,~\J taxi- cabs Street Dept. Oil Eleo. Election Mr. Leonard and Mr. Flanagan reported that the Red Top Cab Company had added a new taxi cab to the operation and promised better service. It was also suggested that the operation be close- ly watched to insure improvement. Mr. Hickox addressed the Council that the Navy flasher light on Bay Blvd. and Bolsa was not in proper operation as to color. The City Engineer was instructed to contact the Navy. It was moved by Calvo and seconded by Leonard that a proposition be put on the April Election Ballot to permit oil drilling in all of the territory described in Resolution No. 905. Among other propositions to be put on the April Elect- ion ballet discussed were : City Manager, Pension Plan and Fire Station and Equipment Bond Issue if possible to prepare in time. It was moved by Flanagan and seconded by Lawhead to adjeurn.
