Election Mr. Leonard and Mr. Flanagan reported that the Red Top Cab Company had added a new taxi cab to the operation and promised better service. It was also suggested that the operation be close- ly watched to insure improvement. Mr. Hickox addressed the Council that the Navy flasher light on Bay Blvd. and Bolsa was not in proper operation as to color. The City Engineer was instructed to contact the Navy. It was moved by Calvo and seconded by Leonard that a proposition be put on the April Election Ballot to permit oil drilling in all of the territory described in Resolution No. 905. Among other propositions to be put on the April Elect- ion ballet discussed were : City Manager, Pension Plan and Fire Station and Equipment Bond Issue if possible to prepare in time. It was moved by Flanagan and seconded by Lawhead to adjeurn. I Approved ayor Attest:~~~~ : C~ y C er Seal Beach, California December 20, 1955 The City Council of the City of Seal Beach met in regular session at 7:30 p.m. with Mayor Clark presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Clark Councilme~: Leonard, Flanagan, Calvo 'I Absent: II II Lawhead The Uayor announced that the first order of business would be a pu~llc hearing OR the adoption of the Sales and Use I I --' I Tax Ordinance. The Clerk read a letter of protest signed by 47 merchants who wished the date set up to April 1, 1956. Ordinance No.' 481 (Sales a nd Use Tax) was read by title by the City Attorney. It was moved by Calvo a nd seconded by Flanagan to waive the second reading of Ordinance No. 481. AYES: NOES: ABSENT: Leonard, Flanagan, Calvo, Clark. None Lawhead Motion carried. It was moved by Leonard to table Ordinance No. 481. The motion was lost for want of a second. It was moved by Flanagan and seconded by Calvo that Ordinance No. 481 be deemed as having had its second reading and be passed for adoption. Reco~endation of the Seal Beach Planning Commission, that a variance be granted Iva A. Scott, 364 Twelfth Street, and J. Thrisk, 306 Central Avenue was received. It was moved by Calvo and seconded by Leonard that the request of Iva A. Scott be granted and that Mr. ,Thirsk be notified that it is necessary for him to have a public hearing on his request. The Clerk read copies of telegrams sent to various Naval Officials by Representative James B. Utt, and copies of telegrams received by Mr. Utt, relative to the annexation. The Clerk also read a letter from Senator Knowland, stateing that he would investi- gate the matter. I The Clerk also reported that Mayor Clark had sent a telegram to Governor Knight relative to beach protection. Engineers Agenda Subdivision - It was moved by Calvo a nd seconded by Flanagan that the Mayor a nd City Clerk execute the Improvement Agreement as to Tract No. 2591, to be secured by a bond to be approved by the City Attorney. It was moved by Calvo and seconded by Flanagan to accept the dedication of streets in Tract No. 2591 as provided in the Improvement Agreement. ' Fire Station - As requested by the Council, Mr. Marron presented a detailed report relativ.e to location, construction costs, new equipment etc., for a Bond Issue in the April Election. Building costs $40,000, equipment costs $20,000. Total for Bond Issue $60,000.00. It was moved by Leonard and seconded by Calvo to approve the report and instruct the City Attorney to prepare a proposition for the April .,Ballot. Rabies - Mr. Marron read a letter addressed to the County Health Officer from the State declaring Orange County to be a "rabies endemic area". He stated that he expected to hear from the County soon as to local procedures. Rabie Private Water Company Service Area.- Mr. Marron announced that hearings were being held before the Public Utilities Commiss- "a tar ion which would permit Private Water Companies to invade areas so that they could service cities. It was moved by Leonard and sec- onded by Calvo to instruct the City Attorney and City Engineer to protest in behalf of the City. Mrs. Mendoza addressed the Council requesting study be .given to the operation of the Pier by the City and that further study be given to the collection of taxes by the County. Mayor Clark stated that further study would be made. It was moved by Leonard and seconded by Calvo to adjourn.
