The City Council of the City of Seal Beach met in regu-
lar session at 7:~0.p.m. with Mayor Clark presiding. The meeting
was called to order with th~ Pledg~ of Allegiance.

The minutes of the regular meeting of December 20, 1955
were read and approved on the Mayor'S motion.
tnnounc&ment by the Orange County League of Cities of
change in annual dues from .25.00 ~er year to .02 per capita, per
year as of the latest census, July 1955 to July 1956, payable semi-
annually. City dues for first six months to be $35.59. It was moved
by Calvo

ments for the month of December, 1955 were presented. It was
moved by Calvo and seconded by Flanagan to receive and file the
City Officers reports.

Demands numbering 302~ to 3097 inclusive, totaling
$10,469.86 as approved by the Finance Committee were presented.
It was.moved by Leonard and seconded by Lawhead that the demands
be allowed and warrants drawn on the Treasury for the same.

Ordinance No. 482 (Control of Dogs) was read by the
City Attorney, and explained by the City Engineer as it pertains
to Orange County regulations. It was moved by Calvo a nd seconded
by Flanagan that Ordinance No. 482 be adopted as an emergency
ordinance as presented.

by the City Clerk. It was moved by Flanagan and seconded by Calvo
to approve the employment of O'Melveny and Myers as provided in
their letter dated December 28, 1955, for the Fire Protection
Bond Issue.

In addition to the Fire Protection Bond Issue the City
Attorney was instructed to prepare as propostions for the April
election the following;
1. Oil Drilling in area to be annexed.
2. Retirement and Pension Plan.
3. City Manager.
After considerable discussion relative to assessed valu-
ations in the City and the proposed sUbd1vision, the City Attorney
and City Assessor were instructed to make a further study and
report to the Council.
The Clerk read a letter from Mrs. Jessie Havens; Insur-
ance Agen~, reporting a refund on the initial premiums of the
Comprehensive Liability Policy of $932.83, which had been in-
advertently over-charged by the underwriter.

a proposed Pl~ of County Highways, pointing out. the proposed high-
ways that would affect the City. Mr. Marron was instructed by the
Council to reCOMMend first that the San Gabriel River Freeway
follow the County line or second, that it connect with Bay Blvd.
Gasoline and Oil Contract. Mr. Marron was instructed
.t9 get bids and to award contract to the lowest and best bidder.
Contract expires this ~onth.
Seventh Street Paving. Work started this day, Jan. 3, 1956.
It was moved by Leonard and seconded by Calvo to adjourn.
