The City Council of the City of Seal Beach met in
regular session at 7:30 p.m. with Mayor Clark presiding. The
meeting was called to order with the Pledge of Allegiance.
The invocation was given by Rev. Donald E. Curry,
Assembiy of God Church.

The minutes of the regular meeting of January 17, 1956,
were read and approved on ~he Mayor's motion.
The Civil Service Boards" recommendation of certain
.City Employees for reclassification and re-ratement was deferred
for further study and action at the next meet!ng.
Announcement of the Coast Affairs Committee of the
Associated Chambers of Commerce, Feb. 10, 1956, 7:00,p.m.
Newport Harbor Yacht Clug, Balboa, was received and f11ed.
Letter from the ~horeline Planning Association relative
to ~egislation to eliminate the "Matching Requirement", was
received and filed.

Request of the Orange County Society for Crippled
Children to nwpe March 24th as "Crippled Ch11d:rens' Day" was
approved.
Request of United Geophysical Corporation to conduct
seismograph survey along the City beach. I~ was moved by
Leonard and seconded by Flanagan to deny the request.

. Request of the Seal Beach Woman's Club for assistanoe
in the erection of a Historical Monument at the site of Anaheim
Landing and for information relative to the beautification of the
Pacific Electric right-of-way. In the matter of the Monument,
the City Engineer was instructed to assist in the preparation of
the site and that the beautification program was in future plans.
Letter from Harry Ross, relative to the inferior service
of the garbage contractor, the inefficiency of the present admini-
stration and the disguised duties of the City Engineer and his

salary. Mr. Ross addressed the Council further stressing his

grievance as well as other matters in City Government and a~ked "
for the dismissal of ~he City Engineer. Mayor Clark stated
that our local situation relative tO,the City Engineer was not
different from other c~ties,and that the Council would put the
City Manager proposition on the ballot for the voters to decide~
City Engineer Marron stated that relatively few complaints were
received,and that he was in (daily touch with the garbage contractor
who took care of the complaints as received.
At this point the,Mayor called upon Dr. Val Sneed to
make a pre~enta~ion. Dr. Sneed complimented Al Leonard, his
co-chairman, the bus1ness people, rand the City in behalf of the
Lions Club for the success of the Christmas Lighting program.
He then presented to the City the trophy awarded by the Orange
County Coast Association, for first" place in "Group Two" cities
in the annual competition.

Letter from Governor Goodwin Knights' office relative
to Federal beach erosion legislation, was received and filed.
Reports of the City Treasurer for the month of Decem-
ber, 1955 and the Police, Building, License, Water and Tax
Departments for the month of January, 1956 were presented. It
was moved by Calvo and seconded by Leonard to receive and file
the City Officers reports.

Demand No. 3252 in the amount of $319.30 in favor
.of Wille's Tin Shop, for two metal tool boxes for the Water'
Department truck. was discussed. After an explanation by Mr.
Marron, demands No. 3152 to 3256 inclusive, totaling $13,115.65
as approved by the Finance Committee were presented. It was
moved by Flanagan and seconded by Calvo that the demands be
allowed

Councilman Lawhead arrived at 8:55 p.m. during the reading
of Resolution No. 916. It was moved by Calvo and seconded by .

Election) was presented and read in full by the City Attorney.
It was moved by Calvo and seconded by Leonard that Ordinance
No. 486 be deemed as having had its first reading and be passed
to the second reading.

The Clerk stated that $4,000.00 was due the Currie
Engineering Company and asked for instruction relative to pay-
ment. The Clerk was instructed to contact the Curr1e Company
asking for payment method.

Edison Company: The Engineer reported that the appli-
cation to adjust certain rates did not affect cities, refers to
reconnections, etc.
Subdivision: Mr. Marron read a letter from the
Federal Housing Administrator stateing that certain revisions

immediately acquired to preserve the Class Six (6) rating. The
City Engineer was instructed to have repaired, if possible, the

old pumper and to obtain new equipment prices and sale or rent

Mrs. Jessie Jensen requested the Council 'to instruct
the City Attorney to prepare an ordinance to appear' on the
petition she proposed to circulate, relative to collection
of taxes by the County. Mr. Buck advised Mrs. Jensen that
it was the duty of the proponent of an initiative petition
to prepare the ordinanoe and offered ideas as to obtaining
