City Clerk Seal Beach, California 11arch ?, 1956 The City Council of the City of Seal Beach met in regular session,at 7:30 p.m. with Mayor Clark presiding. The meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. Jerry Yerian. Brethren Church. Present: Mayor Clark " 1 Councilmen: Lawhead, Leonard, Flanagan, Calvo Absent: " " None The minutes of the regular meeting of February 21st and the adjourned meetings of February 29th and March 5th, 1956 were read and approved on the Mayor's motion. Reports of the Police, Building, License, Water and Tax Departments for the month of February 1956 were presented. It was moved by Calvo and seconded by Leonard that the City Officers reports be received and filed. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Demands numbering 3305 to 3396 inclusive, totaling $8837.14 as approved by the Finance Committee were presented. It was moved by Lawhead and seconded by Flan~gan that the demands be allowed and warrants drawn on the Treasury for the ,I' same. AYES: NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. Mr. Leonard asked about the progress on the Fifth I street extension. After some discussion relative to the delay f I 249 5th in securing a deed to the prQperty, the City Engineer was st. instructed to request the Hellman's to expediate the matter. Ext. I Mr. Lawhead asked why the subdivision was being held up. Mr. Marron stated that certain grading problems had come up and that there could be a possible delay of one month. There followed considerable discussion relative to the mason- ary wall, drainage, time involved, their bond, etc. Mr. Hassinbiller inquired about completeness of specifications of the proposed purchase of new fire equipment. Mr. Marron stated he had checked with many clties in the area and that his specifications as ordered would be adequate. Mr. Marron reported that the storm drain pump station construction had started and should be completed in two weeks. A letter from Mrs. Jessie Jensen was read, stating that her petition relative to the County collection of taxes would not be presented at this time. The letter also stated certain benefits of the proposition and requested that the I Council make further study for a pI'esentation at a later date. The collection of taxes by the County was discussed at consid- erable length by the Council, City Attorney, City Engineer, City Tax Collector and several members of the audience, as well as the City Manager form of government, the cost of City government, maintenance, administration, the hiring and firing of Qmployees, etc. At this point Roy Thomas stated that he had asked to be releived of the responsibilities as General Foreman, that he had accepted the salary as offered for Utility man and was happy i~ his present position, until such time as his physical condition would permit him to do his regular work. -I, Mr. Hassinbiller suggested that a citizens committee be appointed by the Mayor to further study , investigate and report to the Council on the taxation matter. Mr. Glenn Jones also,asked for the speeding up of the Fifth street extension relating the importance to the City. Mayor Clark again explained in detail his negotiations with the Hellman's and that in his opinion the matter of the pur- chase of the property would be completed soon. Letter of Mrs. M. A. Announcement and request of the Brethren Church of an Easter Pageant, and for the diversion of traffic from the intersection of Eighth street and Central Avenue, and that . the street light at the same intersection be turned off or . , hopded between the hours of 7:00 p.m. and 9:00 p.m..
