The-City Council of the City of Seal Beach met in regular session at 7:30 p.m. with Mayor Clark_presiding. The meeting was called to order ~ith the Pledge of Allegiance. The minutes of the regular meeting of March 6, 1956 were read and approved on the Mayor!s motion.. Reports of the City Treasurer and City Clerk for the month of February, 1956 were presented. Engineers Agenda State Lands Commission-Proposed Oil & Gas Lease Mr. ,Marron displayed maps showing the area of the proposed lease as outlined In the recent letter from the Com- mission. It was moved by Leonard and seconded by Lawhead that the city Attorney be instructed to write the Commission stating the requirements as proposed by the Council. Mr. Marron explained that Jack Lochridge recently appointed temporary Foreman Maintenance, had resigned as of April 1, 1956 to accept other employment, and that it was necess- ary to make another appointment. The Clerk read a letter and doctors release from Roy Thomas requesting to resume his normal duties as Foreman. It was moved by Calvo and seconded by Lawhead that Roy Thomas be reinstated as Foreman to replace Jack Looh- ridge, effective April 1, 1956. I AYES:. Mr. Marron stated that he had received an application from, John Herrin, 204 First street, Seal Beach, for employment with the City. Upon Mr. Marron's and Mr. Calvo's recommendation, it was moved by Flanagan and seconded by Leonard that Mr. Herrin be employed as a general utility man at $350.00 per month, the date of employment to be determined by the City Engineer. Planning Commission Mr. Marron stated that he had attended the Commission hearing on April 19th and that there were some objections to the 2 t:";", ~d The Clerk read the recommendation of the Commission Plan. Comm. recommendations of the Commission. that C-2 Zoning be established for Lot 384 in Tract '1817, and for Lot 161 in Tract 2591. A letter from the Subdivider re- I lative to this zoning was also read. After some discussion by the Council and a representative of the Subdivider, it was moved by Leonard and seconded by Lawhead that, Lot 384 in Tract 1817 and Lot 161 in Tract 2591 be zoned C-l to which the Subdivider '.1.._ Pl:alll Comm. had agreed that this WQuld be appropriate zoning. AYES ~ NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion qarried. --..~ The Clerk read the recommendation of the Commission I that M-l zoning as requested by W. L. Robertson be established on the property of the Airpo~t CluQ, to per~it Boat Building, Sales, Service and Repairs. The Clerk also.read portions of the Subdivider's letter protesting this zoning as it related to the type of residences proposed to be built. After some discuss- ion by members of the Council, the City Attorney and Mr. Robert- son, it was moved by Flanagan and seconded by L~whead that the Airport Club property be zoned C-2, to which Mr. hobertson had Plan. Comm. concurred. It was moved by Leonard and seconded by Calvo that the City EngIneer be Plan. . Comm. . instru~ted'to employ a part-time draftsman to assist him in bring- ing an official map up-to~date. I The Clerk read a.letter from the Commission requesting that a public hearing be held relative to zoning all property in the new subdivision except lots 384 in Tract 1817 and lot 161 in' Tract 2591. Mr. Buck stated that he and Mr. Marrop were preparing an ordinance which would take care of the zoning and that a public hear'ing would not be necessary. The Mayor referred the matter to the Beach, Park and Pier Committee of Calvo and Lawhead for further study. Northeast Drainage Pro~ The City Engineer reported that the sump was installed and that the pump would be ready in two weeks and that new con- nections would be installed before the pump arrived. Safety Cage-Water Tower The City Engineer also reported that the safety cage on the water tower had been completed. I Fire Equipment Specifications Mr. Marron stated that the bid specifications were complete and that the legal notice was ready for publication. Letter of commendation relative to garbage and rubbish collection by Mr. and Mrs. J. L. Pease, 145 14th street was re- ceived and filed. Letter of thanks for the part the City played in pre- paring the site for the Historical Monument and an announcement of the dedication date from the Senior and Junior Woman's Clubs was received. Mayor Clark complimented the two clubs and all those who took part in the preparation of the Monument as a worthy project. I Letter from Congressman James B. Utt, supporting in lieu payments on Federally owned property was received and filed. Letter from State Senator John A. Murdy, Jr., relative to beach' erosion was received and filed. Letter from the Director, State Department of Public Health, complimenting the City on its expedient passage of a Rabies' Control Ordinance, was' received and filed. Letter from Mrs. Harry Franklin, requesting that the sand~fill on the beach be completed by the Navy before the sum- mer season, was received and filed. Announcement of the regular March meeting of the Orange I County League of Cities, March 22nd at Santa Ana, was received and filed. Announcement of the Associated Chambers of Commerce of their regular March meeting at Disneyland Hotel, March 27th was received and filed.
