April 5, 1956
The City Council of the City of Seal Beach met in
regular adjourned session at 7:15 p.m. with Mayor Clark presi-
ding. The meeting was called to order with the Pledge of
Allegiance.

The Mayor appointed Councilman Lawhead to serve on the
Finance Committee.
The ~inutes of the regular meeting of March 20th and the
regular adjourned meeting of March 26th, 1950 were read and approved
on the Mayor's motion.
Reports of the Police, Building, License, Water and Tax
Departments for the month of March. 1956 were presented. It w.as
moved by Lawhead and seconded by Flanagan that the City Officers
reports be received and filed.

Letter from the Civil Service Board requesting designat-
ed responsibilities and duties of the City Engineer. It w.as moved
by Flanagan and seconded by Lawhead that in addition to being
City Engineer, Building Inspector and Purchasing Agent that the
positions of Water, Street and Sewer Superintendent be added.

The City Attorney was excused at 7:40 p.m.
Letter of resignation effective April 1, 1956 and
request for two weeks termina~ vacation from Roger J. Condit
and a letter of approval from the Civil Service Board. It was
moved by Lawhead and seconded by Flanagan that the request be
granted and the resignation accepted.

Request of the Civil Service Board that the City
Engineer be given permission to establish a "flow-chartl' to
determine a permanent procedure for inter-office communications
as it concerns City Employees. The Mayor instructed the City
Engineer to prepare such a plan.
Letter from the Civil Service Board suggesting that
II the classification of John Herrin be changed from General Utility
man to Temporary Assistant Foreman, effective as of March 26, 1956
in accordance with the existing Civil Service Ordinance. It was
moved by Flanagan and seconded by Lawhead to approve the suggest-
ion.

Letter from the Civil Service Board requesting a bud-
get of $1$0.00 to finish out the fiscal year. It was moved by
Lawhead and seconded by Flanagan to approve the budget of $150.00.

Letter from A. G. Paterson relative to low and danger-
ous traffic parking signs was referred to the City Engineer.
Announcement by the Public Utilities Commission of a
hearing May 9, 19$6 for authority to adjust rates by the Metro-
politan Coach Lines was received and filed.
Demands numbering 3447 to 3547 inclusive, totaling
$12,139.89 as approved by the Finance Committee were presented.
It was moved by Flanagan and seconded by Lawhead that the demands
be allowed and warrants drawn on the Treasury for t he same.

Fifth Street Extension
The City Engineer read a letter from Mr. Dinkelspiel,
Attorney for the Hellman interests stating that the deed for the
property was being circulated among the heirs for signatures and
would be forwarded to the title company upon completion.

regular session at 7:30 p.m. with Mayor Clark presiding. The
'meeting was called to order with the Pledge of Allegiance.
The invocation was given by Rev. Donald E. Curry,
Assembly of God Church.

This being the time and place fixed for the canvass of I
the returns of the Special Election held on April 10, 1956, the
returns of said election ( and the absentee votes cast at said
election that have been received) were duly and regularly can-
vassed as provided by law.
It was moved by Leonard and seconded by Calvo that the
following Resolution No. 92J, declaring the result of said canvass
be adopted, and that it, together with the City Clerk's Statement.
