California April 17. 1956 The City Council of the City of Seal Beach met in regular session at 7:30 p.m. with Mayor Clark presiding. The 'meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. Donald E. Curry, Assembly of God Church. Present: Mayor Clark Councilmen: Lawhead, Leonard, Flanagan, Calvo Absent. " None " This being the time and place fixed for the canvass of I the returns of the Special Election held on April 10, 1956, the returns of said election ( and the absentee votes cast at said election that have been received) were duly and regularly can- vassed as provided by law. It was moved by Leonard and seconded by Calvo that the following Resolution No. 92J, declaring the result of said canvass be adopted, and that it, together with the City Clerk's Statement. r- 261' be set forth in full in the minutes: AYES. I RESOLUTION NO. 923 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, DECLARING THE RESULT OF THE CANVASS OF ELECTION RETURNS OF ELECTION HELD IN SAID CITY ON APRIL 10, 1956. The City Council of the City ~f Seal Beach, Calif- ornia, DOES HEREBY RESOLVE, DETERMINE A1~ ORDER as follows: Section 1. That a special bond ~lection was duly called and regularly held in said city on the 10th day of April, 1956, at which election there was submitted to the qualified voters of said city the following proposition, to wit: BOND PROPOSITION: Shall the City of Seal Beach incur a bonded indebtedness in the principal amount of $60,000 for the purpose of the acquisition and construc- tion by said city of a certain municipal improvement, to wit: a fire station building, including the acquisition of all land, furni- ture, furnishings and other property necessary therefor. and the acquisition of fire fighting equipment, including a fire truck, apparatus, and equipment necessary therefor? Section 2. Municipal Election) was presented by the City Attorney. It was moved by Lawhead and seconded by Leonard to adopt Resolution Reso .wL No. 924. AYES. NOES: Lawhead, Leonard, Flanagan, Calvo, Clark None Motion carried. , The Statement of the City Clerk as to the election results is made a part of these minutes and are hereto attached. At this point Mayor Clark called a five minute recess. 1 Upon reconvening Mayor Clark administered the oath of office to City Clerk-Elect Frederick W. Hickman. The newly elected and sworn Clerk then administered the oath of office to Councilmen-Elect Joe Harold Tancre and Harry Cleveland Ross, Jr. and City Treasurer-Elect James N. Scott. After Mayor Clark stepped down, the City Clerk announced that nominations for the office of Mayor would be accepted. Councilman Clark nominated Councilman Paul Calvo Mayor Calvo and it was seconded by Councilman Flanagan. There being no . . further nominations, Paul Calvo was elected Mayor by the follow- ing vote. AYES: NOES: PASS: Tancre, Ross, Flanagan, Clark None Calvo I Motion carried. Paul Calvo was seated as Mayor. Outgoing Councilman Leonard and Lawhead addressed the Council and audience, thanking them both for support during their terms of office. The next order of business was to open bids for Fire Equipment as advertised. The following bids were opened; Filre Dept Bids ': . 264. Res o. 925 Mayor Pro- Tem Reso. 926 1. The Republic Supply Company. 1-1000 GPM F.M.C. Fire Pumper $16,514.16 or 5 year lease option - $18,991.26 Check for $1,652.00 enclosed. 2. Yankee Motor Bodies Corporation 1-1000 GPM Triple Pumping Engine $16,986.00 plus tax or 5 year lease option - $20,355.00 Bond for 10% of bid enclosed. tax included 3. P. E. Van Pelt, Inc. 1-1000 GPM.Fire Engine $15,233.00 plus tax etc. or lease rental plus 5% interest Bond for $1600.00 enclosed. The minutes of the regular meeting of April 3rd and the adjourned meeting of April 5th, 1956 were read and approved on Mayor Calvo's motion. Reports of the City Treasurer and City Clerk for the month of March, 1956 were presented. It was moved by Clark and seconded by Flanagan to receive and file the City Officers reports. AYES: NOES: Tancre, Ross, Flanagan, Clark, Calvo None Motion carried. Demands numbering 3548 to 3645 inclusive, totaling II $9,523.78 as approved by the Finance Committee were presented. It was moved by Clark and seconded by Flanagan that the demands be allowed and warr.ants drawn on the Treasury for the same. AYES: NOES: Tancre, tloss. Flanagan, Clark, Calvo None Motion carried. Resolution No. 925 (Demands and Checks) was presented by the City Attorney. It was moved by Flanagan and seconded by Tancre to adopt Resolution No. 925. After costs and methods of lot clean- ing were discussed, it was moved by Ross and seconded by Clark that Roy Thomas be instructed to clean the lots by the plowing method. AYES: NOES: Tancre, Ross, Flanagan, Clark, Calvo None 1 Motion carried. Sewer Plant. Mr. Marron reported that one Buda engine had broken down and should either' be repaired or converted to electrical equipment. Repairs estimated at $135.00 and con- version at less than $1000.00. After considerable discussion it was moved by Flanagan and seconded by Clark to convert to electricity. AYES~ NOES: Tancre, Flanagan, Clark, Calvo Ross Motion carried. I Letter from Lakewood Men's Chapter, City of Hope, for permission to sell fire-works was received. Permission denied in favor of local organizations and businessmen. Announcement of next regular meeting of the Orange County League, April 26th., City of Orange. Letter from Fire Chief Knighton recoMMending that Lot 265 Weeds SeweI plant Fire Works Fire 161 in Tract 2591 and Lot 384 in Tract 1817 be placed in' Fire Zone 'Dept. 1, and that the balance of lots in Tracts 2590, 2591 and 1817 be placed in Fire Zone 3. It was moved by Clark and seconded by Ross that the recoMMendations of the Fire Chief be approved. AYES: NOES: Tancre, Ross, Flanagan, Clark, Calvo None Motion carried. 1 Mrs. Jessie Jensen requested action on her letter of August, 1955, relative to the abolishment of the office of City Engineer. Mrs. Abata and Mrs. Nichols also entered the discuss- ion. At the suggestion of Mayor Calyo, that the new councilmen be given an opportunity to study the matter, the discussion closed. Newly elected Councilmen Tancre and Ross, City Clerk Hickman and City Treasurer Soott, all thanked the voters for their support in the recent election. AYES: NOES, .
