Clark City Council Seal Beach, California May 1, 1956~ The City Council' of the City of Seal Beach met in regular session at 7:30 p.~. with Mayor Calvo presiding. The meeting was called to order with the Pledge of Allegiance. , , The invocation was given by Rev. Ruckman, Methodist Church. Ross stated tnat he would sign demands this time without taking time to study them. The minutes of the regular meeting of April 17, 1956 were read and approved on.the May~ls motion~ Mayor Calvo rea~ a letter of resignation from George Clark. It was moved by F~anagan and seconded by Tancre that the resignation of Councilman George Clark be accepted with regrets. AYES: NOES: A~E~1 Tancre, Ross, Flanagan, Calvo None Clark I Motion carried. It was moved by Tancre and seconded by Flanagan to nominate Clyde Spencer to fill out the unexpired term of George Clark. After considerable discussion the City Attorney was instnucted to prepare a resolution of appointment, the name of the successor to be filled in after considering several qualified persons. Reports of the Build1ng, Police, License, Water and Tax Departments for the month of April 1956, were presented. It was moved by Flanagan and seconded by Tancre to receive and file the City Officers reports. AYES: NOES. A~ENT: Tancre, ~oss, Flanagan, Calvo None Clark I Motion carried. Demands numbering 3646 to 3729 inclusive totaling $12.875.47 as approved by the Finance Committee were presented. It was moved by Ross and seconded by Tancre that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: A~ENT: Tancre, hoss, Flanagan, Calvo None Clark Motion carried. It was moved by Tancre and seconded by Flanagan that the City Clerk be instructed to forward a certified copy of Ordinance No. 488 ( an ordinance of the City of Seal Beach approving the annexation to the City of Seal Beach of the terri- tory known and designated as "Hellman Naval Depot Annexation") to the Secretary of state for certification. 1 AYES. Yankee Motor Bodies -17,665.44 -Lease 20,355.00 3. P. E. Van Pelt, Inc. 15,842.32 -Lease plus 5% interest Mr. Marron's~peport recommended the purchase of the Republic Supply Pumper, based on the specifications and price. Mr. Ross I asked Fire Chief Knighton if this pumper met with his approval. Mr. Knighton stated that it met his approval and requirements. After discussion it was moved by Ross and seconded by Tancre that the Mayor and City Clerk be instructed to enter into a contract for the purchaae of one Fire Pumper with Republic Supply Co., at $18,991.26 on a five year lease purchase plan as outlined in their bid. I Civil Defense Mr. Marron reported that an organi- zational meeting was held April 28th and that another meeting would be held May 21st., the public being invited to attend. He also announced that the Orange County Civil Defense Unit would hold open house May 3rd at 7:30 p.m. D~ed~ing Anaheim Bay- The Engineer reported that he had met with ~aval Officials on April 26th and that dredging would begin May 7th and be completed within 60 days. Bch. ,Eros. > 272 Water MWD storm Drain Metropolitan Water District - Mr. Marron explained about the short term bonds relative to Proposition "w" on the June 5th election and recoMMended support. It was moved by Ross and seconded by Tancre to instruct the City Attorney to prepare the proper resolution. AYES: NOES: ABSENT: Tancre. Ross Flanagan, Calvo None Clark I' Motion carried. storm Drain - Mr. Marron outlined the present and future operation of the drain. It was moved by Ross and seconded by Flanagan that the system be investigated to see if the outfall drain could be left open for nanural drainage as in the past, and if possible to pro~eed to adjust. Dial Station - Mr. Marron reported that the General Telephone Company had requested a permit from the County to construct a new station, south of Garden Grove Blvd., Tele /lJOr and one half mile &&&t of Los Alamitos Blvd. This property will phone Co. The Clerk read a letter of-request from.Ball, Hunt and Hart, Attorneys, for permission to-oonduct oil drilling operations on property owned by the City located within the boundaries of the Naval Ammunition Depot. The Mayor appointed Ross. Flanagan and the City Attorney to meet with principals todiscuss the matter. Upon the request of Chief of Police Lee Howard. it was moved by FI~nagan and seconded by Ross to instruct the City Attor- ney to prepare a resolution creating two new positions of Police Sergeants. AYES: Tancre, Ross, Flanagan. Calvo NOES: None AESENT: Clark I' Motion carried. I Mrs. Abata asked the Mayor for an answer to her question of the last meeting to abolish the office of City Engineer. It was moved by"Ross to abolish the office of City Engineer. Motion lost for want of a second. ~here followed a lengthly discussion, at times heated, by members of the Council and the audience, pro and'con on the subject, recalls, personalities, etc., with no definite action taken. Mayor Calvo stated that a Councilman should be appointed to fill out the unexpired term of George Clark who had resigned. Mr. Ross nominated Glenn Jones.
