Mrs. Abata asked the Mayor for an answer to her question
of the last meeting to abolish the office of City Engineer. It
was moved by"Ross to abolish the office of City Engineer. Motion
lost for want of a second. ~here followed a lengthly discussion,
at times heated, by members of the Council and the audience, pro
and'con on the subject, recalls, personalities, etc., with no
definite action taken.

The City Council of the City of Seal Beach met in
regular session at 7:3u p.m. with Mayo~Paul Calvo presiding.
The meeting was called to order with the Pledge of Allegiance.
The invocation w.as given. by Rev. Newton, Baptist Church.

The minutes of the regular meeting of May 1, 1956 were
read and approved on the Mayor'S motion.
Mayor Calvo stated that a Councilman should be appointed
to fill out the unexpired term of George Clark who had resigned.
Mr. Ross nominated Glenn Jones. Mr. Tancre nominated Albert
Clyde Spence!! and was seconded by Mr. !t'lllnagan.

Albert Clyde Spencer was s~orn in and seated by the
City Clerk.
Mr. Spencer thanked the Council and addressed the
Council and audience stateing that he would follow the program
as outlined in his recent campaign for councilman.
Reports of the City Treasurer and City Clerk for the
month of April, 1956 were presented. It was moved by Flanagan
and seconded by Spencer that the City Officers reports be received
and filed.

$7,925.27 as approved by the Finance Committee were presented.

472, Apartm~nt License) was presented by the city Attorney. Ord.
After considerable discussion and ,changes, it was moved by 492
Tancre and seconded by Spencer that Ordinance No. 492 be
deemed as having had its first readin& and be passed to the
second reading.

Mr. Ross requested action on the East storm drain.
Mr. Tancre suggested that the Council meet to discuss a pro-
posed plan and sketch he had made. The matter was then tabled
for further discussion.
Announcement of "Open House" for Armed Forces, Day at
the AlDMunit:l;on Depot was received and filed.
Invitation to participate in the 52nd annual Orange
County 4th of July Parade at Huntington Beach was received and
filed.

Request of the Seal Beach Fire Department for use
of the living room, bath and kitchen for meetings. conference
and training purposes was read. It was moved by Tancre and
seconded by Spencer to approve the request.

permit to use 143 Ma~n Street and 142 Main Street for Church
and Sunday School purposes. It was moved by Flanagan and

request the members to park off Main Street during their

At this point the Mayor excused the City Clerk and
requested the city Engineer to record the minutes.
Mr. Tancre read a letter from Don L. Smith requesting
space in the City Hall for storage' of Boy Scout equipment. Referred
to the City Engineer for arranging space.
Mrs. Mendoza presented information relating to oil
drilling contracts. It was moved by Tancre and seconded by
Spencer that the matter be referred to the Oil Committee for
consideration.

Mr. ~oss suggested the Beach Committee be given author-
ity to direct cleaning of the beach through the City Engineer,
which was approved. Mayor Calvo appointed rloss and Tancre to the

resolution from the Seal Beach School District regarding dedication

Fifth street Extension - The City Engineer reported that
the deed from the Hellman heirs for the land necessary to extend
Fifth Street, was at the Title Company. Mr. Marron read a letter
from the Edison Company stateing the cost of securing an easement
over a portion of. their substation. It was moved by Ross and
seconded by Tancre that the matter be tabled until next meeting.

Domestic Water Permit- Mr. Marron read the conditions of
the Domestic Water Supply Permit which was received from the State
Department of Public Health. It was moved by Flanagan and seconded
by Tancre to instruct the Engineer to direct a letter accepting
the c3nd~tions of the permit.
