The City Council of the City of Seal Beach met in
regular session at 7:30 p.m. with Mayor Calvo presiding. The
meeting was called to order with the Pledge of Allegiance.
Rev. Guy Newton, Baptist Church, gave the invocation.

The minutes of the regular meeting of June 5, 1956
were read andspproved on the Mayor's motion.
Reports of the City Treasurer and City Clerk for the
month of May, 1956 were presented. It was moved by Tancre
and seconded by Spencer to receive and file the City Officer's
reports.

$~l,b75.69 as approved by. the Finance Committee were presented.
It was moved by Spencer and seconded by Tancre that the de-
mands be allowed and warrants drawn on the Treasury for the
same.

Resolution No. 930 (County Gas Tax Funds) was presented
by the City Attorney. It was moved by Flanagan and seconded by
Tancre to adopt Resolution No. 930.

moved by Spencer and seconded-by Flanagan to/adopt Resolution

Mr. Buck read a letter from the liellman interests
declining to sell the slllall portion of the Pacific Electric
right-of-way. It was moved by Ross and seconded by Spencer t.1,t
that the City Attorney be instructed towrite to the Hellman
interests informing the$ that the property held by them is
essential to the completion of' the ~ifth Street project, and
unless they~are~willing to negotiate a sale of the property.

Mr. ~uck explained results of the recent annexation
suit and the possibility of further proceedings. It was moved
by Flanagan and seconded by Spencer that the City Attorney be
instructed to proceedlMlth an appeal in the case.

Mr. Spencer inquired about the possibility of oiling
portions of the ~lectric Avenue Pac1fic Electric right-of-way
to eliminate the dust condition.

City Engineer was instructed to bring in plan~ and costs for
either Oiling. temporary curbing or planting the right-of-way.
Mr. Buck asked for a definite date for the.opening
of the oil drilling bids .and the number of years of the lease.
It was decided that t he date of opening would be July 17, 1956
and that the le~se.should be for a term of 5 years or length of
production.
Mr. Tancre ;stated.that ~he School District was anxious
to complete the street easement in the new subdivision. Mr.
Marron peported that he had talked to Mr. Boyer relative to the
'starting of the entire project and that he was to llIeet with him
in the first part of July, and that this and other engineering
problems would be worked out. He further s ta ted that Mr. Boyer
had said that work would begin in July.

seconded by Tancre that the Pay Plan as presented bel-adopted,
effective July 1, 1956.

Civil Service Rules and Regulations - Will become

19~b-~7 Budget - Copies of tentative budget sub-
mitted to the Council for study.
Sand for Beach - Work to be started by July 1, will
take approxiamately two weeks to complete.
Subdivision - Reported above.
Transfer of Funds - It was moved by Tancre and
seconded by Ross to accept the recommendation of the City
Auditor and to transfer $25,000 from the Parks and Boulevards,
$10,000 from the Traffio Safety and $.5,000 from the Parking
Lot Funds to the General Fund, for a total of $40;000:

Mr. Tancre inquired about the efficiency of the new
beach rake. It was reported by Mr. Marron that it was doing
a good job and each time used would be better.
Mr. Flanagan reported a number of complaints relative
to vehicular traffic on the Pier. Mr. Marron reported that he
had talked to the lessee~ relative to this and some defective
piling and that both matters would be taken care of.
Letter from the Planning Commission denying request
to rezone Lots .54-5b-5~, Block 105, Bay City,'was received
and fiLed.
Upon the request of the Amerioan Legion for assistance
in removing cement foundation on their property, it was moved
by Ross and seconded by Tancre to assist the Legion as requested.

Letter from the Long Beach City Manager relative to
the Marina Committee was received a nd filed.

Letter i'rom R. B. Grotemat relative to repaving near
east approach of bridge at the Marina was received and filed.
The matter was included in the discussion of Resolution No. 930.
Letter from O. H. Carson, member of the Planning
Commission, relative to recent action of the Commission to
approve Auto Parts store in C-l zone. This matter was referred
to the City Attorney for interpretation.

Letter and Certificate of Merit from the Presidents Committee
for Safe Driving Day as presented to Police Chief How~rd was
read.
The Clerk reminded the Council that new appointments
were necessary for the Civil Service and Planning Commissions.
The Clerk also reminded the Council that the July 3rd
meeting would begin at 7:00 P.M. as the Board of Equalization.
Mr. Don Bowen, PresiC1ent, Lions Club, requested the
dates of sale of fireworks be changed to June 2tlth through
July 5th to conform to the Orange County dates.
Ordinance No. 493 (Fire Works - amending Sec. 5 of
Ord~ No. 421 - ~mergency) was presented by the City Attorney.
It was moved by Flanagan and seconded by Spencer to adopt
Ordinance No. 493 as an emergency measure.
