HomeMy WebLinkAboutCC Min 1956-07-17 288 Seal Beach, California July 17, 1956 The City Council of the City of Seal Beach met in regular session at 7=30 P.M. with Mayor Calvo presiding. The meeting was called to order with the Pledge of All~giance. Present: Mayor Calvo councilmen: Tancre, Ross, Flanagan, Spencer ~bsent: " " None 1 011 - This being the time and place as advertised for bids ror oil drilling on the City water property, it was suggested by the City Attorney that an action of declaritory relief be instigated to clear up certain portions of the title. It was moved by Ross and seconded by Spencer to instruct ~he City Attorney to proceed. . AYES: NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. The following bids were opened. . .1. Woodrow A. Hutton 53 Argonne. Long Beach 12t% royalty per 100 No check attached. 2. C. D. Cunningham 555 E. Willow, Long Beach signal Oil & Gas & Fairfield till w. 7tp st. Los Angeles 17 $40,000 cash bonus 16 2/3 Landowner royalty $bO,OOO from 5% Qil $35,000 cash bonus 17% Landowner royalty $20,000 from 33% oil 1 .!ill: 3. 011 - Mr. Geo. Hart, Jr. Attorney for Signal ~ Fairfield addressed the Council relative to the legality of the other bids. , Mr. Lew Webster, representing C. D. Cunningham also addressed the Council relative to the obligation of the Council .!ill: Qg to accept the best offer. After some additional discussion it was moved by Ross and seconded by Tancre to refer the bids to the city Council and City Attorney for action at an adjourned meeting to be held July 31, 1956. R~ports of the City Treasurer and City Clerk for the month of June, 1956 were presented. It was moved by Tancre and seconded by Flanagan to receive and file the City Officers reports. AYES: NOES. Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. Demands numbering 4045 to 4111 inclusive, totaling $9,707.32 as approved by the. Finance Committee were presented. It was moved by Ross and seconded by Spencer that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES I . ~ancre, Ross, Flanagan, Spencer, Calvo None Motion carried. I Ordinance No. 494 (Employees Pay-Plan) was read by title by the City Attorney. It was moved by F'lanagan and seconded by Tancre to waive the seoond reading of Ordinance No. 494. AYES: NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. It was moved by Tancre and ,seconded by Spencer that Ordinance No. 494 be deemed as having had its second and final reading and be passed for adoption. AYES, NOES: Tancre, Ross, Flanagan, Speneer, Calvo None Motion carried. I Resolution No. 933 (In Memorium, John C. Felts) was presented by the City Attorney. -It was moved by Ross and seconded by Tancre to Adopt Resolution No. 933. AYES I NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. The application of the lied Top Cab Co., for a license to operate in the City was presented by the City Attorney. It was moved by Flanagan and seconded by Ross to issue the license. AYES: NOES: Tancre, Ross, F.lanagan, Spencer, Calvo None Motion carried. I The Subdivision Bonding Agreement was discussed and explained by the City Attorney and found to be in order. Mr. Tancre asked if the new beach rake was doing a good job as he had heard complaints about the beach. Mr. Marron -explained that the rake was doing a good job except on the extreme east beach where dredging operations had made the beach uneven. The dredging company is to level it off. The dredging job is now completed and we received in excess of 250,uOO cubic yards of sand. There followed a general discussion of methods of keeping the beach clean, such as,additional barrels, signs, no dogs, etc. The City Engineer was instructed to post signs. Polioeing of the beach was also discussed and tabled for further study. 289 Ord. 494 Reso. 933 Taxi- cab Sub Div Be'ach Beach 29C street Dept. Park. Trucks Police Dept. Youth Center Assoc. C. of C. Star ~ Recall ~w. Tancre stated that a better method of street sweeping should be worked out. After several suggeptions it was moved by Tancre and seconded by Spencer to instruct the -City Attorney to prepare an ordinance relative to posting. by days, prohibiting parking,and sweeping schedules. AYES I NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. City Engineers Agend~ Truck Parking Ordinance- After presenting several ideas used by other cities, the City Engineer was ,instr.ucted to post information relative to the truck traffic, Load limits, 1 etc. Police Car.- After reporting the necessity of a new police car it was moved by Ross and seconded ~y Tancre that the City Engineer be instructed to prepare specifications and to advertise for bids. AYES: NOES: Tancre, hoss, Flanagan, Spencer, Calvo None , Motion carried. Letter from Dr. ~oseph R. Kroll, stateing that his new position with Orange Coast College made it necessary for him to resignas Director of Recreation. His recoMMended summer schedule for the Youth Center and assistant directors was also ,I outlined. . It was moved by Tancre and seconded by Ross that .Dr. Kroll's resignation be accepted with regrets and that the Recreation Commission be authorized to use the present salary budget for the purposes outlined. AYES: NOES. Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. Announcement of the meeting of the Associated Chambers of Commerce July 17th, Sams Sea Food, was received and filed. Letter from Mrs. Michael Spisak, 225 17th street, relative to condition of the beach was received and filed. 1 Request of the Star Club, Mrs. Elizabeth Spenoer, !'resident, for permission to hang a banner, across the street in front of the riasonic Temple Bnd for City assistance in hanging it. The banner to announce their annual dinner and "Country store" . Request granted. The Clerk announoed that petitions demanding the recall of Fred Flanagan and Paul Calvo had been filed in his office. ; 2 <: 1 ': ;} .J.. Present: Mayor Calvo Councilmen: Tancre, Hoss, Flanagan, Spencer Absent, " " None I Oil Drilling Bids. - City Attorney Buck reviewed the bids, legal opinions of attorneys for both bidders, financial background of each, proposed changes by Cunningham and executed agreement, changes by Signal and Fairfield, water wells on prop- erty and property values, and letters i.'rom the Eleventh Naval District. Mr. Buck also reviewed bids as presented and proposed l "i,..;e 2!L changes by both Signal and Fairfield and Cunningham in relation to rejecting both bids, and the calling for new bids. There
