The City Council of the City of Seal Beach met in

regular adjourned session at 7:30 p.m. with Mayor Calvo
presiding. The meeting was called to order with the Pledge
of Allegiance.

Oil Drilling Bids. - City Attorney Buck reviewed the
bids, legal opinions of attorneys for both bidders, financial
background of each, proposed changes by Cunningham and executed
agreement, changes by Signal and Fairfield, water wells on prop-
erty and property values, and letters i.'rom the Eleventh Naval
District. Mr. Buck also reviewed bids as presented and proposed l "i,..;e

changes by both Signal and Fairfield and Cunningham in relation
to rejecting both bids, and the calling for new bids. There

followed a general discussion by members of the Council and
representatives of both parties. Mr. Hart, representing
Signal and Fairfield offered an a ddit10nal $5000.00 cash bonus
and raised the oil royalty to $bO,OOO at 5%. Mr. Webster,
representing Cunningham stated that his bid, should be considered
as the best bid.-
. Afte~ some additional discussion it was moved by
F.lanagan and seconded by Ross that all bids be rejected and
that new bids be called for to be opened August 7, 1956 at
7:30 p.m.

the new bid requirements at; cash bonus, open; oil bonus,
$bO,OOO at 20%; landowners 'royalty at 17%.

minimum of two oil wells be drilled by the successful bidder

The matter of the use of the Pacific Electric right-
of-way for an office i'or t he Red Top Cab Co.. was referred to
the Building Department.
The City'C~erk read his statement relative to the
petitions demanding the recall of Councilmen CaLvo and Flanagan.
Both petitions were not signed by the requisite number of voters.
Letter of request from the Huntington Beach Union High
School District for use of the Council Chambers as a polling place
for a bond election, Tuesday, October 16, 1956. This date being
a regular City Council meeting night, the Clerk was instructed
to advise the School District that the Youth Center could be

made available.
Announcement of the 1956 Shoreline Planning Associa-
tion Convention, November 15th, 16th and 17th at San Mateo. was
received and filed.
Announcement of "Corrections Week" August 26th through
September 1st" 1956 to be held in conj unction with the B6th
i.

Annual Congress of Correction, Los Angeles, was received and
filed.

Letter from Mrs. Bonnie Abata relative to correcting
beach level, since dredging operations are oompleted, oollection
'of garbage and the conditions of the streets and alleys, was
referred to the Beach and Street Committees. The City Engini-
neer reported that the beach was being leveled off and that
any complaints relative to garbage collection were being taken
care of daily.
Mr. Ross suggested that the Subdividors be notified
that the City had no intention of renewing the permit or bond
,
on their expiration dates if the work was not completed on time.
With the approval of the Council, the City Attorney was instructed
to make such a notification.
Mr. Hassinbiller adressed the Counoil relative to the

unsightly condition of the streets and beach, pres~~ably caused
by visitors in the City. Mr. Marron.explained that more cans
were being placed on the beach. Mr. Ross suggested that more
signs stating the amount of penalty for violating the local
ordinances should be placed around the City.
It was moved by Tancre and seconded by Spencer to
adjourn.
