Mayor Levitt called the adjourned meeting of the Seal Beach City Council to
order at 12:20 p.m. at the Seal Beach Fire Station No. 48 located at 3131 North
Gate Road.
ROLL CALL

The City Manager introduced Greg Hastings who will be the interim Director of
Development Services. (effective: 03/26/12)
ORAL COMMUNICATIONS
Mayor Levitt opened oral communications. There being no speakers, Mayor
Levitt closed oral communications.
COUNCIL WORKSHOP
The City Manager introduced Dave Morgan and Connie Phillips, consultants from
CPS — Human Resources Services, who facilitated the Goal Setting/Team
Building process and stated that the outcome of this workshop should be an
agreement on major goals and roles. The City Manager also indicated that the
Council and staff should go through this process at least once a year if not twice
in order to maintain clear direction from the Council. This would help staff to
continue to be aligned with the Council concerns and would help in developing
the budgets.
Dave Morgan stated that identifying goals will maximize higher performance from
staff and reviewed what areas were discussed at the August 2nd workshop: Look
Back — What gives the Council pride? and Look Forward — Opportunities,
Challenges, and Preferred Future.
From the previous session the City Manager developed proposed goals for
2012/2013 for Council consideration — the following is not categorized by
department but by initiative category (cross departments) — some of the goals
have been accomplished since they were identified at the August 2nd session:
► Intergovernmental Relations
1. Improve relationship/partnership with Los Alamitos Unified School District
2. Develop business outreach partnership program
3. Develop a working relationship with local Coastal Commission staff
4. Continue working with the US General Services Administration staff to
monitor potential acquisition of Railroad Right of Way property (Electric
Avenue/Seal Beach Boulevard)
5. Determine which organization would benefit the City the most (ACCOC or
Orange County division of the League of California Cities)
► Identity/Quality of Life
1. Develop a "Seal Beach 101" city services/citizen's academy
2. Conduct a "Citizen Satisfaction Survey" ,
3. Improve community connection with Leisure World
4. Develop an Employee Recognition Program

/ Technology
1. Improve current Information Technology infrastructure, services, and
programs
2. Enhance the City's website
3. Implement video streaming of City Council and Planning Commission
meetings
/ Recreation/Marine Safety
1. Develop and implement non-profit grant contribution request policy/program
(in-kind)
2. Develop Parks and Recreation Master Plan - guide for improvement to City
parks and recreational facilities
3. Continue evaluation and development of long term plan for community pool
and programs during the planning of the Marina Park expansion project
4. Evaluate tennis center for potential as full-use recreation facility
/ Development Services
1. Submit a reasonable project for consideration and approval of the DWP
property by Spring 2012
2. Evaluate code enforcement program (enforcement driven by complaints -
uniformity and consistency in enforcement vs. selective enforcement)
3. Development of Local Coastal Program
4. Preparation/submission of Housing Element for consideration and approval of
Planning Commission and City Council
5. Evaluate Bay Theatre and preservation of historical sites
/ Manage/Balance Infrastructure Needs
1. Develop annual funding plan for adopted 20-year Facility Needs Assessment
2. Develop plans for Ruby's Diner and River's End lease expirations and facility
improvements
3. Construct $10 million in improvements identified within Sanitary Sewer
Master Plan
4. Construct storm drain project on Electric Avenue
5. Complete enhancements to San Gabriel River bike trail
6. Complete College Park Drive/Studebaker Road/SR-22 off-ramp
improvements
7. Improve entry to Leisure World at Seal Beach Boulevard and Golden Rain
Road
/ Main Street/Beach/Pier
1. Improve lighting and tree canopy on Main Street
2. Evaluate/develop plan for Main Street and pier improvements, accessibility,
maintenance, and utilities
3. Participate actively in O.C. Coastal Regional Sediment Management Plan to
address long term sand replenishment
4. Seek Federal assistance for locating additional offshore sand borrow sites
closer to Seal Beach
5. Evaluate/revise Main Street Specific Plan
6. Evaluate operation of beach parking lots
/ Public Safety
1. Identify at least two Problem Oriented Policing/Community Oriented Policing
Projects in each district and resolve issues
2. Initiate Neighborhood/Business Watch Programs for utilization by community
3. Evaluate detention center
4. Evaluate parking enforcement/vehicles
5. Continue development of citywide emergency preparedness program
6. Develop Old Town Master Parking Study
/ Financial Stability
1. Renewal of labor contracts so they are affordable long-term
2. Address pension costs comprehensively and aggressively and enact pension
reform that maintains City's competitiveness, but protects City's long-term
sustainability
3. Develop and implement Fleet Maintenance and Replacement Plan
4. Complete/implement Cost Allocation Plan & Comprehensive Fee Study
5. Develop and implement a business retention program (increase revenues)
6. Develop and implement an Economic Development Program

7. Conduct revenue audits of franchise agreements (cable television and UUT),
business license tax, and Transient Occupancy Tax
Dave Morgan continued with "Working Together to Maximize Success" — how to
get things done:
A Turbulent Environment Means:
► Very challenging economic times
► High public expectations
I I High staff level of uncertainty
Typical Governance Issues:
/ Lack of proper focus on future direction
/ Lack of planning and establishing priorities
/ Lack of role clarity
Issues mentioned above can mean:
/ Council loses control of its agenda and distinct policy role
/ City Manager loses control of management responsibilities (wheel spinning)
/ Culture becomes reactive. Backwards looking and has a fix-it orientation
Therefore it is important to be clear on:
/ Long term goals and priorities and
/ Roles and responsibilities to maximize success in achieving those goals and
priorities
Common Goals:
/ Moves the organization forward
► Focuses the energy of the team
1 Avoids stalemate, "chasing our tails" and burnout
/ Allows us to celebrate together the vitality of the community
Achieving Common Goals Requires:
/ Focus on the good of the community as a whole
/ Consensus on priorities
/ Clarity on the role of government
/ Acknowledging the limits of budget and resources
/ A supportive, team environment
1 Good communication
/ Stay the course
Benefit of Clear Role Definition:
City Council focuses on:
► Vision and strategic leadership
► The what and why of operations
City Manager and staff focuses on:
/ Creating an environment that maximizes City and organizational success
/ Who and how goals are achieved
Role Guidelines:
The City Council will
/ Direct the organization through the careful establishment of high level goals and
policies
► Focus on community goals and not on the administrative details of implementing
those directives
► Enforce upon itself a commitment to adhere to good governance where roles are
respected
/ Initiate policy and not simply react to staff initiatives
/ Be accountable to the public for the competent, conscientious performance of
City staff
► Approach staff for information and assistance but understand that requests
requiring substantive work need to come before the entire City Council for
direction
/ Work through the City Manager in making requests of City Staff

The City Manager will work with the City Council Members individually and collectively
to:
Build relationships
Listen intensely to understand City Council direction
Establish respect and equal treatment for each member's priorities
/ Keep City Council fully informed on important City matters
/ Follow up on City Council inquiries in a timely but organized manner
/ Ensure that City staff are focused on the delivery of City Council direction and
priorities
/ Insist upon absolute integrity and openness in leading City Operations
1 Work to balance City needs with available resources
/ Treat the community and staff with respect
Maximizing Success - By working together the City Council and City Staff will
best serve the Citizens of Seal Beach
The City Manager concluded the workshop by stating that she will keep the
Council informed quarterly on the progress of the goals and indicated that both
Council and staff has ownership in the goals. The process to review and update
the goals and priorities can be done once or twice a year with the mid-year and
budget process. It is important that the goals, priorities, and budget are in
alignment.
ADJOURNMENT
With no objection, the Mayor adjourned the City Council Goal Setting/Team
Building meeting at 5:10 p.m., to Monday, March 12, 2012 at 4:00 p.m.
