The meeting was called to order with the-Pledge of Allegiance. Presentl Mayor Calvo Counc ilmen: Tancre. Ross. Spencer.' I Absent I II It Flanagan Mayor Calvo appointed Tancre to serve on the Finance Committee. The minutes of the regular meeting of August 7. 1956 were read and approved on the Mayor's motion. Reports of the City Clerk and City ~reasurer for the month of JUly. 1956 were presented. It was moved by Spencer and seconded by Tancre to receive and file the City Officers reports. AYES: NOES: ABSENT: Tancre. Ross, Spencer, Calvo None Flanagan Motion carried. I Demands numbering 4210 to 4270 inClusive, totaling $12,075.04 as approved by the Finance Committee were presented. It was moved by Ross and seconded by Spencer that the demands be allowed and warrants drawn on the Treasury for the same. AYES : NOES I ABSENT: Tancre, Ross, None Flanagan Spencer. Calvo Motion carried'. f 29D Mayor Calvo asked that a letter from the Westminister- Bolsa Chica Corp. be read at this time. The letter was a re- Annex. quest of the CorporatiGn to annex some two hundred forty (240) acres as described, to the City of Seal Beach as an industrial subdivision, and was signed by W. H. Beck. President. The City Attorney explained the position of the City in the recent annex- ation litigation. After considerable discussion in which Mr. Beck participated. it was moved by Tancre and seconded by Spencer to receive and file the letter from Westminister-Bolsa Chica I Corp., for the Council to further discuss at an adjourned meet- ing.: AYES I NOES I ABSENT I Tancre, Ross, Spencer. Westmoreland, Mr. Buck was instructed to look into the street dedication records. Dept. Ordinance No. 495 (Traffic) was read by title by the City Attorney. Ordinance No. 495 (Traffic). It was moved by Spencer Ord. and seconded by Tancre that Ordinance No. 495 be deemed as having l&. had" its' second and final reading and be passed for adoption. Ordinance No. 496 (Tax Rate 1956-57) was presented and read in full by the City Attorney. Oil Sill "Marina Budget Park Dept. Sewer Plant street Dept. The Clerk announced that the supplimental petitions relative to the recall of Calvo and Flanagan had not been re- turned or filed on the proper date. The Clerk also announced that the cash bonus in the oil drilling Matter received from signal Oil and Fairfield had been deposited in a special savings account. Mr. Bucklstated that he had not as yet filed a declairatory releif" action in the oil drilling matter for various reasons. It was Moved by Ross and seconded by Spencer that the City Attorney be ins"truoted to proceed at hfs own discretion.: I AYES. NOES: ABSENT: Tancre, Ross, Spencer, Calvo None Flanagan Motion carried. Mayor Calvo appointed Mr. Ross to contact Mr. Callis relative to the Long Beach Marina Advisory Committee. The Clerk to confirm the appointment in writing. Engineers All:enda Budget - Mr. Marron outlined the budget as to the receipt of funds and expenditures. It was Moved by Tancre and I seconded by Spenoer to adopt the budget as presented for the fiscal year 1956-57. AYES: NOES: ABSENT: Tancre, Ross, Spencer, Calvo None Flanagan Motion carried. Sprinkler System- Lots eth and Central - Mr. Marron recommended that a sprinkler systeM be installed on the lots for the beautification of the property. It was moved by Ross and seconded by Spencer that the Engineer be authorized to purchase . the system at not to exceed $SUO.OO AYES: NOES. ABSENT: Tancre, Ross, Spencer. Calvo None. Flanagan Motion carried. Gas Boiler - Sewer Plant - Mr. Marron explained the I necessity and recommended the purchase of a new boiler. It was moved by Tancre and seconded by Ross that the Engineer be author- . ized to purchase the boiler at not to exceed $500.00 AYES . Paint Compressor - Street Dept. - Mr. Marron recommended t I 301 the purchase of the compressor and stated that this new equip- ment was needed and was also budgeted. It was moved by Spencer and seconded by Tancre to authorize the Engineer to purchase the paint comp~essor at not to exceed $300.00 AYES: NOES. Councilman Ross and others. it was moved by Tancre and seconded by Spencer that the resignation of Hal Marron be accepted with regrets. effective sept. 11. 1956, plus accrued vacation time. I Letter from Dean and Hoffman protesting the business license was received and filed after some discussion. Announcement of the monthly meeting or t~e Orange County League of Cities August 23rd, Huntington Beach was received and filed. Bus. Lic. Letter of appreciation from the Seal Beaoh Lions Lions Club for the use of the Sun Room and parking lots. for their Club Tenth Annual Fish Fry to be held september 1. 1956 was received and filed. ~ Announcement of the monthly meeting of the Associated Chambers of Commerce," El Toro Marine Air Station, August 28th was received and filed. The meeting was called to order with the Pledge of Allegiance. It was moved by Flanagan and seconded by Spencer that the Council finds that on the 20th day of August, 1956, a I Chica pe~ition was received, signed by the owners of more than one- 1'ourth of the land in the territory by area and by assessed valuation as shown on the last equalized assessment roll of the .'
