City Clerk I Seal Beach, California August 30, 1956 The City Council 01' the City of Seal Beach met in regular adjourned session at 7:30 p.m. with Mayor Calvo presi- ding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre, Ross, Flanagan, Spencer Absent: " " " None Bolsa Relative to the proposed Westminister-Bolsa Chica Corporation annexation, Mr. Buck outlined the pr~per procedure. It was moved by Flanagan and seconded by Spencer that the Council finds that on the 20th day of August, 1956, a I Chica pe~ition was received, signed by the owners of more than one- 1'ourth of the land in the territory by area and by assessed valuation as shown on the last equalized assessment roll of the .' A notice from the Orange County Boundary Commission relative to the City of Seal Beach, westminister-Bolsa Chica annexation was received and filed. A notice from the County of Orange of the intention to circulate a petition for the incorporation of the City of Tri-Cities was received and filed. A notice from the Orange County Boundary Commission relative to the Dairy City, "Vessels annexation," was received and filed. . Resolution No. 935 (Bolsa Chica Annexation) was pres- Or. Taxi Cab. - L.B. " Marina Marine Comm. Civil Servo 'sub D~V. Civil Servo Fire D~pt. Fire Dept. -- It was moved by Tancre and seconded by Spencer that when the annexation is.completed the Council intends to zone the area as industrial. AYES: NOES: Tancre, Ross, F'lanagan, Spencer, Calvo None Motion carried. In regard to a replacement of the City Engineer, Mr. . Marron was instructed to interview candidates and present a list of the elegibles to the Council before the next meeting. Inasmuch as the local taxi-cab company intends to quit business as of September 1st, the City Attorney was in- structed to bring in an ammendment to the Taxi-cab Ordinance to permit outside companies to come into the City. Letter of acceptance from D. M. Callis to serve as an observer to the Long Beach Marina Advisory Committee was received and filed. I Letter from.Willard Hanzlik relative to a Marine Commission (to study ahd investigate all possible avenues of participation by the City in. coast development) was discussed and ordered received and filed. The Council Members to sug- gest local citizens to serve on such commission or committee. Letter from the Civil Service Board relative to a I previously requested flow chart of communications in conjunction with a organization chart of City Government. The City Engineer was instructed to prepare such a chart. The City Engineer reported that the grading work of the subdivision has started and expla!ned just what this work would entail. Copies of letters sent by the Civil Service Board to various city employees relative to job classifiction were received and filed. Letter from the Fire DepartMent relative to a clean- up caMpaign for Fire Prevention Week, Oct. 7th thru Oct. 13th. a request for a fire station, (Using oil fundry, and their addit- ional monthly increase of $100.00 per month, was received and I . filed. In reference to Fire Prevention Week, the Council agreed to the clean-up plan. In regard to the fire station, the matter was tabled for further study. . It was Moved by noss and seconded by Spencer that the Fire Department increase or $lUO.OO per Month be e1':fective Sept. 1, 1956 as it cannot be retroactive to July 1st or prior 3Gq to the adoption of the budget. I Upon being questioned, Mr. Marron explained that t?e Bolsa Avenue Paving Project near the Second street bridge was still in the planning and engineering stage. Reports of the Building, Police, License. Water and Tax Departments for the month of August 1956 were presented. It was moved by Spencer and seconded by Tancre to receive and file the City Officers reports. AYES: NOES: Tancre, Hoss, Flanagan. Spencer. Calvo None Motion carried. Demands numbering 4271 to 4361 inclusive, totaling $9,834.86 as approved by the Finance Committee were presented.
