SUBJECT: COUNCIL POLICY 400-17: HOME ADDRESS CURB
PAINTING PROGRAM
SUMMARY OF REQUEST:
That the City Council approve the proposed City Council Policy 400-17 "Home
Address Curb Painting Program."
BACKGROUND AND ANALYSIS:
A home address curb painting permit is intended to ensure all residences located
on a public street have their addresses clearly and visibly painted on the street
curb. Implementing the curb address number painting program improves the
aesthetic appearance of neighborhoods, assists public safety personnel during
emergencies, and assures that addresses are painted in a safe manner.
This policy discourages unauthorized groups from painting curb addresses and
allows local, non-profit charitable groups the ability to perform the work in return
for voluntary donations from benefiting residents. Local, non-profit groups such
as the Boy Scouts have the opportunity to paint home addresses as fundraisers
or public service projects.
The following procedure will be followed for all curb painting. Three days prior to
any curb painting of numbers, residents will receive a door hanger (which will be
reviewed and approved by staff) with information about the curb painting service
provided by the non-profit organization as well as contact information should the
resident have questions about the organization and/or service.
The hanger will also request a donation from the benefiting resident for the curb
painting service. The non-profit organization providing the curb painting will only
be able to accept donations via regular mail. The non-profit organization will not
be allowed to solicit donations from the door step of property owners nor by email
or phone. Residents are under no obligation to make a donation.

Additionally, residents may choose to opt-out from receiving the curb painting
service by checking the appropriate box on the door hanger left by the non-profit
organization. Addresses that have been recently painted or that have unique
artwork associated with their curb address will not be painted by the non-profit
organization unless prior approval is given by the property owner. Residents will
still be afforded the opportunity to paint their own curb address.
It is proposed that every permit application must be renewed on an annual basis
and any permit may be revoked with a 3-day notice to the entities. Staff is also
recommending that no more than four non-profit groups at a time be allowed to
obtain a permit for this service.
Staff has discovered that cities that have more than four permittees at a time face
issues with curb painting scams. Limiting the number of permittees will allow City
staff to easily educate the public about the approved organizations and staff will
be better able to track and protect the City's residents from fraud.
Permittees will be allowed to paint all residential addresses within City limits in
accordance with permit requirements. Staff will work with the permittees to
formulate a painting schedule that will ensure there is no overlapping of work and
that all property owners within the City are able to receive the same benefit if
they choose to allow the work to be performed.
Local, non-profits must submit their curb painting application between January 1st
and January 15th. Staff will approve and notify up to four non-profits before
January 31St. Individuals (Seal Beach residents) may submit their permit
application at any time during the year.
Staff will review each permit application to make certain the applicant meets the
requirements of the permit prior to issuance. It is recommended that the City
waive the permit and business license fee.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
There will be no cost associated with the home address curb painting permit.
Permitted non-profit organizations may seek voluntary donations from residents.

It is recommended that the City Council approve the proposed City Council

1. SCOPE

2. PURPOSE AND INTENT
It is the intent of this policy is to provide non-profit organizations, located in the
City and specifically benefiting the Seal Beach Community, a procedure to obtain
a home address curb painting permit.
3. POLICY
Non-profit organizations (located in the City) specifically benefiting the Seal
Beach Community may apply for a yearly application to perform home address
curb painting. Local, non-profit-groups are required to submit a formal permit
application to the City. There is no business license and permit fee associated
with the home address curb painting permit.
4. PROCEDURE
Non-profit entities as described above may apply for a yearly application to
perform home address curb painting within City limits. Every application must be
renewed on an annual basis. A maximum of 4 permittees will be allowed to
provide curb painting service in the City at any one time.
1) Local, non-profit organizations will apply for home address curb painting
permit.
2) The City will determine what documentation is required to approve the
permit.
3) It is at the discretion of the Public Works Director to determine if any
additional documents are required to approve permit.

4) Applicants will be required to submit information about their organization
as well as proof of their non-profit status, 501(c)(3).
5) Applicants will be required to submit a curb address design along with a
copy of their door hanger for approval.
6) The door hanger will need to include:
a) Information about the non-profit organization
b) Work to be performed
c) Contact information including organization phone number
d) Opt-out checkbox
7) Permittees will only be allowed to paint curb address numbers in black on
a reflective white background. No murals, emblems, or pictures will be
painted by permittees.
8) Permittees will not be allowed to solicit donations from the doorstep of
property owners, by phone, or email.
9) Permittees are not allowed to paint recently painted curb addresses or
curb addresses with unique artwork unless given approval by the property
owner.
10) The City may revoke any permit with a 3-day notice to the entities.
11) Non-profit organizations shall file with the City a policy of public liability
insurance in which the City has been named as insured or co-insured.
The policy of insurance shall insure the City, and its officers and
employees, against all claims arising out of, or in connection with, the
issuance of the permit or the operation of the permittee, or the permittee's
agents or contractors. The policy of insurance shall provide coverage as
follows:
Bodily Injury $25,000 each person
$50,000 each accident
Property Damage $5,000 each accident
12) Individuals (Seal Beach residents) will not be required to submit a policy
of public liability insurance.
