The meeting was called to order with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre. Ross"Flanagan, Spencer I Absent: . " II None Present: Absent: John Toups, Consulting Engineer Robert Buck, City Attorney The minu~es of the regular meeting of September.4. 1956 were read and approved on the Mayor's motion. Reports of the City ~reasurer and City Clerk for the month of August 1956 were presented. It was moved by Spencer and seconded by Tancre that the City Officers reports be received and filed. AYES: NOES: Tancre, Ross, Flanagan, Spencer, Calvo None I Motion carried. Demands numbering 4362 to 4421 inclusive, totaling $11.033.31 a~ approved by the Finance Committee were presented. It was moved by Tancre and seconded by Ross that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Tancre, Ross, Flanagan. Spencer, Calvo None Motion carried. Ordinance No. 497 (Emergency Taxl-cab) was read in full by the City Clerk. It was moved by Flanagan and seconded by Tancre that Ordinanc&. No. 497 be adopted as an emergency :neasure. Letter from the Seal Beach Recreation Commission relative to the employment of a Youth Director and a petition signed by Mrs. Phyllis Jay and twenty-five Seal Beach residents were presented and discussed at length. It was decided that the Council have an informal meeting with the Commission at 7:00 P.M. Tuesday. September 2~th to 1'urther discuss the matter. I Letter from Lakewood Park in regard to the Matter or ~n easement dedication l~om the Seal Beach School District to the City of Seal Beach was referred to the City Attorney. Letter t"rom the Mayor of Long Beach relative to D. M. Callis appointMent as an Observer to the Marina Advisory Com- mittoe was received and filed. Copy of a letter of appreciation addressed to Hal Marron from the Good Gove.rnment Group was received and filed. Request of the Civil Service Board to clear up four points was read by the City Clerk; 1) It was moved by Flanagan and seconded by Ross to cancel the request for an examination l'or City Engineer. Flynn, Naval Ammunition and Net Depot in reference to ingress and egress through the Depot to City property for the purpose- of c-onducting oil operations was referred to the City Attorney. Communications from the Orange County board of Super- visorsand the County Boundary Commission relative to proposed I ,~ .r-.. .' incorporation and annexation were received a nd filed. -1>7"- After considerable discussion it ~as moved by Spencer and seconded by Ross that a new position of Director of Public Service be created, who is responsible to the City Council for the operation of all City Departments, except thos.e departments headed by an elective officer, at a starting salary of $b50.00 per month, and to direct the City Attorney and City Engineer to draft a job description and resolution for this position. At the request of the Seal Beach Lions Club to participate in the Annual Halloween Childrens Party, it was MO ved by Tancre and seconded by Flanagan to furnish rides and restrooms at not to exceed $200.00 and to furnish the fence material and labor for the grounds. I Announcement of the regular meeting of the Associated Chambers of Commerce, Sept. 25th, Disneyland Hotel, was received and l' iled. A discussion of floor covering for certain portions of the City Hall and Library, and rearrangement of the Council Chambers was held with no de1'inite action taken. Mr. rtoss reported that the Southeast corner of 7th. L . 31j and Central could be purchased for a Fire Station site or other City builaing site at a reasonable figure. No action Fire Dept. taken.
