California October 2, 195b The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Calvo presiding. The meet~ng was called to order with the Pledge of Allegiance. Present: Mayor. Calvo Councilmen: Tancre, Flanagan, Spencer Absent: II II I Ros,s The minutes of the regular meeting of September 15th and the regular adjourned meeting of September 25th, 1956, were read and approNed on the Mayor1s motion. Reports of the Police, Buildipg, License, Water and Tax Departments and the Youth pen~er for the month of September 1956 were presented. It was moved by Spencer and seconded by Tancre to receive and file the City Officer~ reports. AYES: Tancre, Flanagan, Sp.encer, Calvo NOES: None ABSENT: Ross Motion carried. . Demands numbering 4422 to 5510 inclusive, totaling $1~,507.01 as approved by the Finance Committee were presented. It Kas moved by Flanagan and seconded by Tancre that the demands be allowed and warranta drawn on the Treasury for the same. I AYES: NOES: ABSENT: Tancre. Flanagan, Spencer, Calvo None Ross Motion carried. Hequest of Foster and Kleiser for permission to re- locate six advertising structures that were remov.ed to allow grading by the Lakewood Park Corporation on the North side of Highway 101 between Bay Boulevard and Bolsa Avenue, was approved and referred to the Building Department. Hequest of the Building Department to amend Ordinance No. 408 (Electrical Code) was referred to John Toups, Consulting City- Engineer. In answer to Mayor Calvo'S letter requesting c~ntinued I bus service from Orange Coast College, the College advised it will continue one bus service daily during school days. Letter and report frOM D. M. Callis, Temporary Chair- man, Seal Beach Marine and Shoreline Advisory Committee was received and filed. It was moved by Flanagan and seconded by Tancre that the committee as named, Colin Davies, Russel Grotemat Milton J'ohnson. D. W. Burns, W. Lapworth, }'rank Krause and' D. M. I The matter of the rerouteing of the Greyhound Bus Line through the City was referred to the City Clerk to con- tact the bus line. The Winter Youth Center program was presented by Valerie Sneed. Assistant Director. It was moved by Spencer and seconded by Tancre to approve the program as presented, subject to Later adjustments. AYES: NOES: ABSENT: Tancre, Flanagan, Spencer, Calvo None Ross Motion carried. I Letter from Mrs. Garver Light, representing a local group to open a cooperative nursery school for pre-school children and requesting use of the Youth Center, was referred to the Youth Center Committee of Spencer and Tancre. Mr. Flanagan stated that t~e City Auditor had re- quested a different make-up of the budget for purposes of the State Controller Report and other annual reports. This matter to be taken up with the Auditor. Mayor Calvo suggested that immediate action be taken on drainage problems in several parts of the City, which he outlined and explained could be done by the City maintenance men in most instances. I In response to Roy Thomas, General Foreman, request, the street sweeping schedule hours were a pproved as ll: 00 A M to':12~)Noon on all streets except Ocean Avenue, which are to be 8:00 A M to 10:00 A M. Mr. Thomas was also authorized to pur- chase the necessary posts for the signs. Mr. Thomas was also authorized to purchase 10 trash containers for Main Street at $16.80 each. Mr. Thomas explained that the recently purchased street stripe marking machine did not come equipped with a pI'essure tank, .the tank to cost an additional $150.00. The Council authorized the purchase of the pressure tank. Plan. Comm. 316 smith, O. H. Carson, Gordon Powers and Russell Grotemat to the Planning Commission as prescribed by ordinance. I -Ghica Annex. The City Clerk stated that he had received no protests either written or oral and that none had been receivBd either before" or during the meeting on this date. It was moved by Flanagan and seconded by Tancre that from evidence and reports received, the City Council finds and determines that on August 20, 1956, and ever since such date,
