The meeting was called to order with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre, Ross, Flanagan. Spencer Absent. " " None Mayor Calvo introduced Charles Trygg, newly appointed Director of Public Service. I John Toups, Consulting City Engineer was also present. The minutes of the regular meeting or October 2nd. and the regular adjourned meeting of October 9. 1956 were read and approved on the Mayor'S motion. Reports of the City Clerk and City Treasurer ror the month of September 1956 were presented. It was moved by Flana- gan and seconded by Ross to receive and file the City Officers reports. Ordinance No. 498 (Balsa Chica Annexation). It was moved by Ross and seconded by Spencer that Ordinance No. 498 be deemed as having had its second reading and be adopted. Hartman, Rear Adllliral, Commandant, Eleventh Naval Distl'ict, regarding the oil drilling on City property wIthin the Naval .Depot was L'eceived and filed, the Clerk to acknowledge. Upon request of the City Employees Association and reco~~endation of the City Council, the City Attorney presented Hesolution No. 941. ( a Five percent blanket raise for all em- ployees classified under Civil Service, effective October 16th 1956). It was moved by Flanagan and seconded by Ross to adopt hesolution No. 941. The reco~mendation of the Building Superintendant and Consulting City Engineer, J~hn Toups, to amend Ordinance No. 405 (Electrical Code) was discussed. It was decided ~o refer the matter to Mr. Trygs for further discussion and recommendation. It was moved by Ross and seconded by Tancre to recind the minute order appointing the Recreation Commission. I Mr. Tancre reported that he had investigated the possibility of the use of the Youth Center for a pre-nursery school, conducted on a cooperative non-profit basis and found it is being done in other cities. The organizations are licensed by the S.tate. After some discussion it was moved by Tancre and seconded by Spencer to approve the use of the Youth Center as proposed, subject to the approval of the State, the City Attor- ney and our insurance company. Mr. Frank Brostromls letter relative to the condition of t~e streets, walks and curbs at 400 Central Avenue, was I referred to Mr. Trygg. Announcement of the regular October meeting of the Associated Chambers of Commerce was received and filed. Notice 'of hearing, Public Utilities Commission on application of the Southern Counties Gas Co.. for rate increase was received and filed. The corrected job classification for the position of .Director of Public Service was approved. Collection of taxes by the County was discussed at length and referred to Mr. Trygg and City Auditor for investig- ation and report. The Clerk reported that the Mayor had presented the , t'!' Pier repairs were briefly discussed with no definite action taken. Mr. rioss suggested that some action be taken in regard to a mOl'e through collection of trash. It was moved by Flanagan and seconded by Ross to authorize Mr. Trygg to attend the Water Works Convention at San Diego and the California League of Cities Conference in Los Angeles. AYES. NOES. The West Ocean Avenue barricade was discussed and action delayed for a legal opinion. " Mr. Trygg gave a brief report of work done on the Subidvision. Mr. Hose recommended further discussions with the Grayhound Bus Company on rerouting. Mr. Ross requested action on the Taxicab license. Mr. Bu~k explained he had been in contact with Yellow and " Diamond Cab Companies, and promised action by November 7th. Mayor Calvo reminded the Council they would next . . meet on Wednesday, November 7th because of the GeneraL ~lection on Tuesday, November 6, 1956.
