November 20, 1956
Tpe City Council of the City of Seal Beach met in
regular session at 7:30 P.M. with Mayor Calvo presiding. The
meeting was called to order with the Pledge of Allegiance.

The minutes of the regular meeting of November 7,
1956 were read and a pproveQ on the Mayor I s motion.
Councilman Tancre introduced John Sterritt, District
Boy Scout Executive who in turn introduced E. C. Misseldine,
District Fund Chairman. Mr. Misseldine told of the successful
Boy
local fund campaign directed by Marx Dressler and presented
to him a Boy Scout Emblem desk piece as a token of' appreciation.
Mr. Dressler accepted it in behalr of all the committeemen

and those who made the donations to the Boy Scouts.

Reports of the City Clerk and City Treasurer for the
month of October, 1956 were presented. It was moved by Spencer
and seconded by Tancre to receive and file the City Officers
reports.

Demands numbering 4656 to 4704 inclusive, totaling
$8,051.36 as approved by the Finance Committee were presented.
It was moved by Tancre and seconded by Spencer that the demands'
be allowed and wax'rants drawn on the Treasury for the same.

was presented by the City Attorney. It was moved by Flanagan

Resolution No. 945 (Heques ting Appointment of James
B. Stoddard to Water Pollution Board) was read by title by
the City Attorney. It was moved by Tancre and seconded.by
Spencer to'waive the reading of Hesolution No. 945.

Letter from Lakewood'Park relative to certain re-
visions in our sewage pumping plants was received and filed
and referred to Mr. Trygg for negotiation.
At the request of Mr. Dressler to install curbs on
three sides of the McGaugh School, the matter was referred to
Mr. Trlgg for study and costs.
Letter from the School District, declining to make
appointm~nt" recommendations to the Recreation Commission was
received and filed. . Mr. Tancre recommended that Ordinance

No. 470 be ammended so that the C9uncil could make all appoint-
ments.
Mr. Buck stated that he had received copies of Signal
Oil and Fairfield in execution of the "seal /:leach Naval AmMuni-
tion and Net Depot Undertaking~~ and that it appeared that the
proposed surface utilization is completely satisfactory to the
City. It was moved by Flanagan and seconded by Ross that the
local Commandant be so advised.

Letter from the Planning Commission advlsing that
the zoning of the Bolsa Chica Annexation to M-2 had been
completed according to ordinance.
Letter from the Planning Commission recommending &
zoning variance for Lots 40, Block 212. Bay View Tract. It
was Moved by Ross and seconded by Spencer to accept the rec-
ommendation.

Mr. Louis Avritt addressed the Council relative to
Christmas lighting for the City. After discussion it was moved

by Ross and seconded by Spencer that not to exceed $650.00 be
expended with $300.00 allocated to Main Street.

Mr. Buck stated that he had examined the Bond and
surety of the Standard Gas Company, and it appeared to be
satisfactory'. It was moved by Flanagan and seconded by Tancre
to approve the bond and surety as posted by Pacific Indemnity
Company as required under Ordinance No. 474 in.behalf of the
Standard Gas Company.

Letter from Metr'opolitan Water District relative to
the collection of taxes in their behalf. It w.as mov~d by
Tancre and seconded by Flanagan that the City el~cts'to allow
the collection of taxes through regular channels.

Announcement of the cancellation of the November
meeting of the Orange County League was received and filed.
Announcement of the November meeting of the Associ-
ated Ch~~bers of Commerce was received and filed. Reservation

to be made through the City Clerk.
~discussion of expenses regarding attendance of the
above type meetings met with the approval of the Council.
The installation of additional traffic signals on
Coast Highway was referred to Mr. Trygg.
Additional areas for annexation was referred to Mr.
Trygg.
Mr. Trygg presented several methods gnd costs for

the beautification of the Pacific Electric right-of-way.
After considerable discussion, Mr. Trygg was instructed to
proceed with grading, headerboards, oiling and cross walks,
as the first step.
Mr. Trygg reported on plans for the Electric Ave.
drainage project.
Upon recommendation of Mr. Buck and Mr. Trygg, it
was moved by Tancre and seconded by Ross that the Mayor and
City Clerk be authorized to execute easement deeds for Tract
No. 2591, as follows:
61 Sanitary sewer easement over Lots 53 and 54
61 Sanitary sewer easement over Lots 69 and 70
81 Sanitary drain easement over Lots 46 and 47
81 Sanitary drain easement over Lots 76 and 77

Mr,.Trygg gave a report on new Civilian Defense
procedure.
Mr. Calvo stated that in connection with present
and future developMent and expansion of the City that water
would be a prime factor and requested Mr, Trygg t~ explore
all possibilities for an additional water supply.
It was 'moved by Ross and seconded by Flanagan to
adjourn.
