The meeting was called to order with the Pledge or Allegiance. Present: Mayor Calvo Councilmen: Tancre, Ross, Flanagan. Spencer -Absent: " None " The minutes of the regular meeting of November 29th, 1956 were read and approved on the Mayor1s motion. This being the time and place as advertised, the follow- ing sealed bids for one police car were opened; 1. Main Street Garage Hudson 8 Hornet Huntington Beach Net $2834.56 Trade in $800.00 2. Mark-Downing Ford Ford 8 Custom 300 POlice Huntington Beach Net $2431. 76 Trade in $700.00 Dept. Ford 8 Custom . 3. Freeman A. McKenzie Inc. Car Long Beach Net $2409.62 Trade in $575.00 Bid 4. Williams'Chev~olet Chevrolet 8 Model 1503 Huntington Beach Net $2184.00 Trade in $500.00 All bids were rererred to Mr. Trygg for analysis and report at an adjourned meeting to be held December lOth at 7:00 P.M. Reports of the Police, Building, Li.cense., Water and Tax Departments for the month of November, 1956 were presented. It was moved by Spencer and seconded by Tancre to receive and file the City Officer's reports. AYES: NOES: Tancre, Ross, Flanagan, Spencer, Calvo . None Motion carried. Demands numbering 4705 to 4784 inclusive, totaling $10,177.94 as approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Ross that the demands be allowed and warrants drawn on the Treasury for the same. AYES, NOES: Tancre, Ross, l"lanagan, Spencer, Calvo None Motion carried. . Ordinance No. 499 (Amending Sec. 1 of Ord. No. 470- hecrsation Commission) was presented by the City Attorney. It was Moved by Ross and seconded by Spencer that Ordinance No. 41' be deemed as having had its first reading and be passed to Ord. 499 3'>" uc. Reso. .2M... Civil Defense Reso. 2!IL Reso. 2M.... Sub ~ School Dist. Sill the second reading. AYES: NOES. Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. Resolution No. 946 (In Memory of Joyce C. Putnam) was presented by the ~ity !ttorney. It was moved by Spencer and seconded by Tancre to adopt Resolution No. 946. AYES: NOES: Tancre, flOSS, Flanagan, Spencer, Calvo None I Motion carried. Mr. Trygg was appointed to act in behalf of the City in matters of Civilian Defense properties. Resolution No. 947 (Civil Defense Surplus Properties) was presented by the City !ttorney. It was Moved by Tancre and seconded by Spencer to adopt Hesolution No. 947. !YES: NOES. Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. Resolution No. 948 (Sale of Certain Tax Delinquent Properties and Recinding Sec. 4. of Reso. No. 944) was prep- ented by the City Attorney. It was moved by Flanagan and seconded by Tancre to adopt Resolution No. 948. AYES: NOES: Tancre. Ross, Flanagan, Spencer, Calvo None I Motion carried. Letter from the Lakewood Park requesting extension of bond agreements for the improvement of Tracts 1~17, 2590 and 2591. Mr. Jack Stewart stated that the work was approxi- mately'50% completed and requested a six months extension. After discussion it was moved by Tancre to extend the bonds until February 28, 1957. This motion was lost for lack of a second. It was moved by Ross and seconded by Spencer to extend the bond agreements on Tracts 1817, 2590 and 2591 to June 1, 1957. AYES: NOES. Ross, Flanagan, Spencer, Calvo Tancre Motion carried. Letter from the Seal Beach School District requesting II installation of curbs and gutters at the McGaugh School site whi~h were not shown on plans of the subdivision. It was suggested that Mayor Calvo address a letter to Mr. Boyar, President, Lakewood Park, requesting the installation. Letter from T. J. Flynn, Captain and Commanding Officer of the local Depot, relative to the Signal Oil and I 1 1 Gas Company project was received and filed. Letter from John Toups offering the services of the Orange County Water District in securing Metropolitan Water, and his resignation.as consulting engineer, effective October 31, 1956. The water matter was referred to Mr. Trygg. It was moved by Ross and seconded by F'1anagan to accept the resignation of John Toups, effective October 31, 1956. AYES: NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. Complaint of Mrs. Maude M. Richards, 211 12th Street, regarding the noise and fumes of the Gre,hound busses was received and filed. The Clerk was requested to write her explaining the matter. . Mr. Trygg mentioned Trash that our ordinances overlapped and suggested changes be made in the ordinance. ENGINEERS AGENDA Electric Avenue Drainage. Mr. T~ygg gave a report on the East project and read a letter from Dow Chemical Co., in reference to additional drainage problems that might be caused by the subdivision in the westerly section of Electric Avenue. Mr. Trygg was instructed to proceed with this project at a mini- mum cost. Electric Avenue Beautification. Mr. Trygg gave a report and read a letter from the Pacific Electric Railway regarding this improvement. It was decided to go ahead.wlthtthe installation of the header boards and the planting of ice-plant for the present. Water System Improvements. Mr. Trygg reported that certain improvements were necessary and the amounts had been budgeted. It was moved by Flanagan and seconded by Tancre to expend the amounts as planned and budgeted. Announcement by the Board of Supervisors of the notice of intention to circulate a petition seeking the incorporation of ItFountain Valley" was received and filed. Murdy, Jr. to ~eet with the Council in reference to legislation effecting cities was received and filed. The Clerk to arrange meeting. Announcement of the annual "Chris tmas Party" Associated Chambers and Orange Coast Association, Tuesday December llth, Newport Harbor Yacht Club, was received and filed.
