The meeting was called to order with the Pledge of Allegi- ance. Present: Mayor Calvo Councilmen: Tancre, Ross, Flanagan, Spencer I Absent: 11 " None The minutes of the regular meeting of December 4th and the regular adjourned meeting of December 10th, 1956 were read and approved on the Mayor's motion. Reports of the City Clerk and City Treasurer for the month of November, 1956 were presented. It was moved by Spencer and seconded by Tancre to receive and file the City Officers reports. AYES: NOES: Tancre, Ross, Flanagan, ~pencer, Calvo None Motion carried. Demands numbering 4785 to 4842 inclusive, totaling $lJ,27J.OJas approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Ross that the demands 1 be allowed and warrants: drawn on the Treasury for the same. AYES: NOES: ' Tancre, Ross. Flanagan, Spencer, Calvo None Motion carried. Ordinance No. ~99 (Amending Sec. 1 of Ordinance No. 470 - Recreation Commission) was read by title by the City Attor- ney. It was moved by Spencer and seconded by Tancre to waive the second reading of Ordinance No. 499. AYES: NOES: Tancre, Ross. Flanagan, Spencer, Calvo None Motion carried. I Ordinance No. 499. It was moved by Tancre and seconded by Ross that Ordinance No. 499 be deemed as having had its second and final r~ading and be passed for adoption. Letter from the General casualty Company of America, confirming the extension of bonds for Tracts 1817. 2590 and 259L under agreement.with the City and Lakewood Park was rec- eived and filed. I Letter of appreciation from Mrs. Isabella Putnam for the resolution passed paying tribute to the memory of J. C. Putnam was received and filed. Letter of thanks from Governo~ Goodwin Knight for the resolution recommending James B. Stoddard for appointment to the Santa Ana Regional Water Pollution Control Board WaS received and filed. Harry Ross-reparted that the Seal Beach Lions Club had appointed a committee to meet with the City Council to establish a recreational facility on the lots south of the City Hall. The Clerk was instructed to write to the League of Orange County ~ities relative to discussion with the Board or Supervisors the distribution or County Gas Tax Funds. Mr. Calvo reported that he and several others had met wi th the Judges for the "Forty Miles of Christmas Smiles" light- ing.contest, sponsored by the Orange C~unty Coast Assosication and that Seal Beach had won second place for cities of it's I size. Lewis for an exten- sion to his existing building on Lot 29, Block 208, stanton and Lothianr 1st Addition. It was moved by Ross and seconded by Spencer that the recommendation ,be approved. AYES: NOES: Tancre, Ross, Flanagan~.Spencer, Calvo None Motion carried. Reports from the Marine and Shoreline Advisory Commit- tee, D. M. Callis, Ghairman, were referred to the Council as a whole for study. Engineers Ap;enda Garbage and Trash Collection. Mr. Trygg reported that arrangements had been made with the Or~nge County Health Depart- ment to "Red Tag" ,improper garbage containers. He also suggested that Ordinance No. 38l be repealed. I Fire Department. It was moved by Ross and seconded by Flanagan that Mr. Trygg be authorized to purchase fire equip- Ment as requested by the Department. Mr. Trygg reported that the by-pass around pump at east end has been completed and that the pipeline to connect drain lines on the south side of ~lectric to the pump has been started. He further reporte4 that County participation in the cost of west-end drainage was possible. He was instructed to contact the Board of Supervisors for fin- ancial.assistance. City Manager's Meeting. It was moved by Spencer and seconded by Ross to approve ~~. Tryggls request to attend February 13th and l5th, 1957, Palo Alto. Normal expense allowed. AYES: NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. 1 Library Heating System. Mr. Trygg reported the in- adequate system and recommended certain improvements. He was instructed to proceed at an approximate cost of $290.00. Resolution No. 943. Mr. Trygg recommended an amend- ment to this resolution to simplify bookkeeping records. Resolution No. 949 (Recinding Reso. No. 943) was presented by the City Attorney. This was to allow one step l' 3 u" 9 i( pay increase inst~ad of a 5% increase. It was ~oved.by Ross and seconded by Flanagan to adopt Resolution No. 949. AYES: NOES: Tancre, Ross. Flanagan, Spencer, Calvo None Motion carried. 1- Mr. Tancre stated that it might be possible that he would miss the next meeting as he would be out of the state. Mr. Ross suggested that the beach be cleaned more often during the winter months. This was referred to Mr. Trygg. Tancre After a discussion of codifying City Ordinances, it was moved by Spencer and seconded by Tancre to authorize the expenditure of not to exceed $1500.00 for Mr. Buck to codify Beach Ord. all necessary ordinances. AYES: NOES: Tancre, Ross. Flanagan, Spencer, Calvo None Motion carried. Mayor Calvo announced that the next regular Meeting would be held Wednesday, January 2, 1957 at 7:30 P.M.
