The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs yresiding. The meeting was
called to order with the Pledge of Allegiance.

It was moved by Jones and seconded by Gemmill to reschedule
the public hearing for the Gas Line Franchise to Jan. 15, 1962 at

Payroll demands No. 5455 to 5513 inclusive and regular
demands No. 1104 to 1142 inclusive for a total of $28;965.14 as
approved by the Finance Committee were presented. It was moved
by Leonard and seconded by Flanagan that the demands be allowed
and warrants drawn on the Treasury for the same.

Request of Marguerite Drake for a license to open a dining Licen

and dancing "Marine Palace" was briefly discussed. Further action
delayed for one week for further study.

by the City Attorney.

Request of the Orange County Camp Fire Girls to conduct a
sale of peanuts in the city was approved.
It was moved by Leonard and seconded by Gemmill that the
City Attorney be instructed to prepare a resolution opposing '''draw-
poker" in the State as suggested by the City of Stanton.

Request of Leisure World to correct a zoning error was
referred to the City Attorney.
It was moved by Gemmill and seconded by Leonard to grant
Seal Beach Sport Fishing Bier a renewal of their lease for the cal-
endar year 1962 as ~equested.

It was suggested by Mr.
Gemmill that the Orange County League of Cities be requested to get ;~ ')
more city ~epresentation.
Letter from Planning Commission denying a zone change to
Walter Arnold was received and filed.
Melton Ward, 1503 Landing Avenue again inquired about the
street and sidewalk levels in the Street Improvement District. The
City Manager reported certain corrections would be made.
Mr. Keller inquired about recent beach erosion near the
Eighth Street parking lot. It was reported that it was a seasonal
erosion and there was hope that the sand would return. The City
Manager also reported that the extension of the west jetty was
completed and that it might help the problem.
The City Manager was instructed to contact the Army Engineer
about the debris depositeddon the beach from the bridge construction
I
project.
Ordinance No. 599 (Water Rates) was presented by title by
the City Attorney. It was moved by Jones and seconded by Gemmill
that the reading of Ordinance No. 599 be waived, that it be deemed
as having had its second reading and be passed for adoption.

Planning Commission initiate proceedings to change the name of Los
Alamitos Blvd. to Bay Blvd., from Westminster Blvd. to Garden Grove
Blvd., and to follow the City Attorney's recommendation of legality.

The City Manager reported that a proposed interchange at
Bay Blvd. and Westminster Blvd. would be constructed by the Orange
County Highway Department at a total cost of $30,500.00 with one
half payable by the City. Our share to come out of the Highway
Arterial Highway Fund
The City Manager request for an auction sale of surplus
supplies and equipment was approved.
The City Manager reported that there were found to be no
objections to the on-sale beer and wine license application at
209 Main Street.
Letter from Rossmoor Leisure World attorney's about per-
formance bonds for off-site facilities was referred to the City
Attorney.
Recommendations of the City Manager for an individual
charge for refuse collection was discussed at length. Action de-
ferred tq adjourned meeting December,l+th.
Mr. Flanagan suggested that County dog impounding be in-
vestigated. Referred to the City Manager.
Mr. Flanagan also suggested that the use of the Police
Department Uniform fund be studied. After considerable discussion
the matter was referred to the City Manager.
Mr. Jones inquired about resurfacing the pier.

The reports of the Building and License Departments for
November 1961 were received and filed.
Mayor Gibbs announced the annual Christmas Party of the
Orange County Coast Association at Newport Harbor Yacht Club,
December 7th.
It was moved by Gemmill and seconded by Jones to.adjourn
at 10:30 P.M. until Monday, December 11th at 7:30 P.M.

The-City Council of the City of Seal Beach met in regular
adjourned session at 7:30 P.M. with Mayor Gibbs presiding. The
meeting was called to order with the Pledge of Allegiance.

The Mayor announced that this was the time for a public

hearing on vacation of certain water line easements in the Leisure
World. The Clerk stated that no written protests had been received.
No oral protests were presented. The Mayor closed the hearing. It
was moved by Gemmill and seconded by Jones that the City Attorney be
imtructed to prepare a proper resolution of vacation. After dis-
cussion the matter was tabled for further study.
A discussion of proper licensing the proposed "Marina

Palace" was opened.
Mrs. Drake outlined the pr9cedure of operation.
Mr. Robertson spoke of the availability of additional parking space
areas and access roads. Denny Buell, Dick Dale and James Monsoor
spoke in behalf of the facility. Mr. Highsmith'~sked if a temporary
