Present: Councilmen: Calvo, Flanagan Absent: Mayor Clark Councilmen: Leonard, Lawhead For lack of a quorum the meeting was adjourned until August 23, 1954 at 7:30 P.M. Seal Beach, California August 23, 1954 The City Council of the City of Seal Beach met in regular adjourned session with Mayor Clark presiding. The meeting was called to order at 7:30 P.M. with the pledge of allegiance. Present: Mayor Clark Councilmen: Calvo, Flanagan, Leonard, Lawhead Absent: . '! 1 II None "I Announcement of the Shoreline Planning Association of their annual convention at Santa Cruz, California, Sept. Shore line Plan. f2!!!!!! . 24th and 25th 1954 was received and filed. Announcement of the Orange County League of Cities regular monthly meeting, Thursday, August 26th, 1954, 7:30 P.M. at American Legion Hall, Balboa, was received and filed. Request of A. G. Paterson, Red Top Cab Co. for a reduction in license fee was referred to the City Attorney Or. Co League Cities Taxi- Cab for report and recommendation. Demands numbering 346 to 347 inclusive, totaling $2,396.09 as approved by the Finance Committee were presented. It was moved by Flanasan and seconded by Lawhead that the demands be allowed and warrants drawn on the Treasury for the ".1 same. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None M'ltion carried. Resolution No. 844 (A resolution of the City of Seal Beach accepting a deed for certain tax lots from the County of Orange) was presented by the City Attorney. Resolution No. 845 (A resolution protesting the increase of speed limit from 35 to 45 miles per hour on High-' way 101, within the City) was presented by the City Attorney. It was moved by Lawhead and seconded by Calvo to adopt Reso- lution No. 845. .1 AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. City Attorney Buck stated that the report or Harrison and Woolley relative to the Water Bond Issue was completed. It was moved by Leonard and seconded by Calvo that OIMelveny and Meyers (Bond Attorneys) be employed to prepare the necessary details for calling the Water Bond Issue election. AYES: NOES: C~lvo, Flanagan, Leonard, Lawhead, Clark None f.{otion carried. City Attorney Buck read a proposed Anti-Gambling ordinance. It was moved by Flanagan and seconded by Calvo that the City Attorney be directed to prepare and submit a Resolution calling a Special Municipal election to be held concurrently with the Water Bond Issue eledtion at which the ordinance as read will appear as one of the propositions on .1- the ballot. AYES: NOES: Calvo, Flanagan, Leonard, Lawhead, Clark None Motion carried. Kenneth Price of Price Bros. who have the garbage contract with the ~ity, addressed the Council requesting a reduction in the annual fee, because of his added costs in feeding hogs caused by recent State sanitary laws. The request was taken under advisement. In the matter of the reduction of the annual fee for the beach concession held by G. Stangeland, Mr. Calvo stated I~ that the Beach Conmittee had not as yet met but would do so soon. In the matter of adjustments in certain license fees, Mayor Clark stated that this was still being studied and that by the next meeting some action would probably be taken. Mr. Leonard presented figures, savings and advantages of a blanket coverage insurance policy on City buildings and contents. He further stated that he did not believe agents 61 should be permitted to bid on City insurance unless they were licensed by the City to do so. This matter was set aside for further study. It was moved by Calvo and seconded by Lawhead to approve and adopt the 1954-55 budget of $259,542.00 as present- ed by the City Auditor.
