MEMORANDUM
TO: Honorable Mayor and City Council

SUBJECT:. Developer DWP Presentations
Currently before both the Planning Commission and the City Council is the
matter of appropriate zoning for the DWP parcel. Appropriate zoning is
necessary 1 ) to bring the City's Land Use Element of the Local Coastal
Plan into conformance with the Coastal Commission's 70/30 concept approval ;
and 2) to give direction to staff as to a preferred land use for the 30%
private development.
Therefore, to assist the City Council in its deliberations, five (5)
conceptual presentations will be made this evening by firms interested in
developing the property. The developers have been asked to address:
1 ) Proposed land use.
2) Specific siting of the development on the parcel of land.
3) Specific siting of the park and its integration with the proposed
development.
4) Approximate revenues that would accrue to the City and/or the RDA.
5) Any other information deemed pertinent.
While many of the developments presented will depict specific park uses, it
should be kept in mind that these uses are conceptual only and are not the
subject of discussion this evening. The eventual design of the park and
any facilities included therein can only be determined after further nego-
tiations with the developer and a budget has been established. Once the
dollars available are known, the park can then be designed.
Rather, the discussion this evening should focus on the private developments
being proposed: hotel , office and residential uses. It is our hope that
enough information will be provided to enable the Council to give direction
to staff to pursue the best developer for a specific land use.
It should also be kept in mind that while the Council can recommend a
specific developer, the actual selection of the eventual developer is in
the province of the Department of Water and Power. Council authority is
limited to land use, development and architectural controls, and other
matters contained within our zoning laws and redevelopment plan.
The order of presentation is as follows:

Also attached is a letter from James R. Watson expressing his interest in
pursuing a residential development but declining to participate in the
presentations this evening.

Re: Department of Water and Power Property
Dear Allen:
Thank you for your letter dated September 30, 1981.
It is my opinion that a commercial development on the subject site is not
economically feasible.
A) The development would not generate enough revenue to finance the
development.
B) The tenants, if the project were leased, would probably not have
successful businesses. The owners of the project and the City would
be left with vacant buildings. An exception to this statement would
be a quality restaurant which generates its own traffic.
C) The above conclusions are based upon the problems the much larger and
better located Seaport Village is having, the lack of vehicular
and pedestrian traffic and my experience as a commercial developer
over the last 14 years regarding locations suitable for commercial
development.
I do have interest in developing a quality condominium project on the
property. Depending upon the cost of the land, site work, placement of the
units, I think I can develop a project on 30% of the land which would be a
financial and aesthetic asset to the community.
Due to the position the Coastal Staff has taken regarding the requirements
for commercial development, I have decided not to accept your offer to make
a presentation before the City Council.
