MEMORANDUM
TO: Honorable Mayor and City Council

SUBJECT: Coastal Commission Meeting of April 14, 1981
As directed by council , the City of Seal Beach was present at the April 14, 1981
California Coastal Commission meeting in Los Angeles. Each city representative
was allowed to speak, as were interested private individuals.

The City Attorney, City Manager and Planning Director each spoke of specific
aspects of the Coastal Commission proposed conditioned amendments to "The Plan."
Specifically:
A. The allowable number of residential units,
B. The total allowable residential floor area, and
C. The constraints on the timing of construction and sales of
residential units as compared with the proposed visitor-
serving public facilities.
Mayor Kredell presented the council position on these matters and their potential
for handicapping the city into physical and economic conditions as we attempt
following through on this project as currently proposed.
The city representative and the interested individuals appeared to speak as one
in their successful attempt to reverse the proposed Coastal Commission conditions
of amendment. Consequently, at this time, should the plan as perceived go forward,
the city would be allowed to develop:
A. Up to 22 condominium units,
B. Each unit may contain up to 3,000 sq. ft. in floor area,
C. This residential density must be based on economic need, and
D. The residential development must be contained within the "footprint"
of the residential unit as shown in the original "Conservancy Plan."
Additionally, the city will be allowed to simultaneously construct public facilities
and residential units and sales or lease of such development may be done in a
manner that is most economical for the city and/or the project.
If we may view this meeting" with the Coastal Commission as one in which only the
proposed conditioned amendments were the issues, then we may consider this a
successful effort on behalf of the city.
Further concerns with the proposed plan such as land purchase, loan committments,
etc. , were not the issues at this time and have yet to be resolved.
