Meeting was called to order with salute to the Flag. Present: Mayor Shufelt I Councilmen, Bowers, Bowen, Leonard, Webster Absent: None Broken sidewalks Cory, injury. 1 Petition Blacktop Alleys City Dump & Salvage contract ,I Fire Code The minutes of regular meeting of August 20th were read and approved on Mayor's motion. Cot-lMUNICATIONS: Letter of 13th -- street property owners of lots IJl to 137 inclusive complaining that palm ~rees in front of their property is damaging sidewalks and street paving. Considerable discussion ensued on the matter. A complaint made ' to t~e Police Department bY,Mrs. Mabel Cory, 132-10th Street was read. Mrs. Cory stated a broken sidswalk caused her to fall and sustain painful injuries. Council directed Paul Calvo to make a survey and report on broken sidewalks and City Attorney to prepare an urdinance providing for sidewalk and curb repair. Letter of H. E. Franklin with petition carrying 50 signatures asking City Council to black-top alley between Ocean , Avenue and Seal Way, East of 10th Street before fall rains start. CounCil, after considering same, decided to start alley paving September lOth and when finishing alleys parallel with Main Street to take up work on Seal Way. Letter of City Dump & Salvage, Inc. consenting to cancellation of Contract. It was moved by Webster, second by . Bowen that said contract agreement be cancelled as of September_ 30, 1951. Clerk reported receipt of suggested Fire Prevention Ordinance together with 1950 Abbreviated Fire Prevention Code. Report for the month of August of Police Chief, City Judge, Water, Tax and Building Departments were read. It . was moved by Webster, second by Bowers that reports be received and filed. Motion carried. '-162 Ord. No. 411 Inciner- ators Hiway 183 Telephone Franchise Pipe for Xmas Decorations Sludge Grinder Rental Beach Erosion Demands numbering 312 to 405 inclusive amounting to $25,608.24 as approved by the Finance Committee were presented. It was moved by Bowers, second by Webster that bills be allowed , and warrants drawn on the Treasury for same. AYES: NOES: ABSENT : Bowers, Bowen, Leonard, ~ebster, Shufelt None None ' I Motion cariried. Ordinance No. 411, Incinerator Ordinance was pre- sented and read. It was moved by Webster, second by Bowen that Ordinance No. 411 be deemed as having had its 1st reading and sent to its second reading and adoption. Attorney Williams stated that the Highway Department agreed to place Highway183 in good order before turn~ng same back to City as a City Street. City Attorney reported result of his research regarding City Franchise for Associated Telephone Company. It was moved by Bowen, second by Leonard that Mr. Williams be directed to pre- pare telephone franchise Ordinance .and secure reaction of Associated relephone Company towards its adoption by City. . 1 A.YES : NOES: ABSENT: Bowers, Bowen, Leonard, Webster, Shufelt None None Motion carried. It was moved by Bowen, second by Webster that the City pay 50% of the purchase price of $634.88 for 4!" steel pipe to be employed as posts'for the hanging of Christmas decorations and other uses. Mayor presented letter received from the Currie ~ngineering Company regarding the rental of a sludge grinder, by the City of San Clemente held for further consideration. Letter received from Congressman, John Phillips regarding our Beach Erosion problem. Clerk to contact the Army Engineers, making inquiry as to any report they have made on the matter to Washington. New Garage -:;;163 It was moved by Bowen, second by Leonard that the Building Inspector be directed to procan with the building of the new garage and storage room as per plans submitted. Army proposal to relinquish to II the City as sur.plus property the cable line within the City ex- tending between Fort MacArthur and Newport Beach installed in 1943-44. Cable line U.S.Army Engineers Maxwell , property I 1 It was moved by Bowen, second by Webster that the Mayor and Clerk be directed and authorized to execute said agreement transferring s~id cable line to the City. It was moved by Bowen, second by Bowers that the Maintenance crew be directed to proceed Friday morning with the removal of the remaining structure complained of on the Maxwell property at 909 Ocean Ave. AYES: NOES: ABSENT: Bowers, Bowen, Leonard.
