HomeMy WebLinkAboutCC Min 1952-08-04 226 Seal Beach, California August 4, 19S2. /' The City Council of the City of Seal Beach met in regular session at 8:00 P.M. with Mayor Shufelt presiding. Meeting was called to order with salute to the Flag. The minutes of regular meeting of July 21 and special meeting of July 29 were read. Councilman Leonard objected to the last section of minutes of special meeting where W. L. Robertson of the Airport Club stated that he had deposited with the Clerk's office, an inititive petition on the gambling issue. Mr. Leonard affirmed the meeting had been adjourned before Mr. Robertson made his statement and moved that same not be included as a part of the minutes. Some discussion ensued. Mayor moved that minutes stand approved as corrected. Further discussion. on the matter ensued, none of the Council Members recollection was clear as to what transpired at the ad- journment of the meeting. Mayor moved that Robertson did not make statement until meeting adjourned. Councilman Bowen moved, second by Lawhead that minutes stand as originally read. Motion and second died. for want of a I' roll call. COMMUNICA TIONS: Communication of Paul Desliets, 51S Ocean Avenue, complaining of accumulation of junk and debris at S13 Ocean Avenue and 122. 7th Street. Referred to Fire Chief with instructions to order the conditions correoted, ~nd report. back to the Council. The request for removal of trees in front of properties at 202 and 208 6th Street was referred to the Street Committee to investigate and make a report. Report of the Police Chief, City Judge, Water, Tax and Building Department for the month of July were read. It was moved by Bowen, second by Leona~d that reports be received I" and filed. Motion carried. Demands numbering 172 to 2~9) inclusive, amoWlting to $20,750.35 as approved by the Finance Committee were presented. It was moved by Leonard, second by Bowen that bills be allowed 227 and warrants drawn on the Treasury for same. AYES: NOES: ABSENT:, Bowen, Lawhead, Leonard, Webster, Shufelt None None Motion ca~ried ~ Ordinance No. 427 was presented and read by the City Ord. 427 Attorney. Stating the value of 1952-$3 assessment roll and fixing the annual tax rate at $1.50. :1 , It vas moved by Leonard, secona by Webster that Ordinance No. 427 be deemed as having had its 1st reading and sent to its 2nd rending and adoption. AYES: NOES: ABSENT: Bowen, Lawhead, Leonard, Webster, Shuf.elt None None Motion carried. Street Superintendant read his report and oost of weed abatement. Resolution No. 769 was then introduced oonfirming said report of Street Superintendant and placing lien on property affect- ed, for cost of said weed abatement. Purchase of Lots 37-39, Block 7, Eay City Tract. It was moved by Leonard, second by. Bowen that Resolution No. 770 be adopted. Proposing \ su~missiorl to the voters of)Mi ordinanoe$on the gambling issue. It was moved by Leonard, second by Lawhead that Resolution No. Reso 771 771 be adopted. AYES: NOES: ABSENT: Bowen, Lawhead, Leonard, ~ebster. Shufelt None None Motion carried. I The Clerk pres'ented an initit:1ve petition oalling for a " special eleotion on the gambling issue. Also read his Certificate, " Init. petit. certifying that said petition had annexed the names of qualified speo elec. voters in excess of the required number. Councilman Bowen motioned that said petition be accepted for filing, togetner with the Clerk's Certificate of Certification. Then meeting wandered off into vari- ous phases of the gambling issue which was partioipated in by many people present in the audience and ended nowhere. 228 City Attorney Williams reported that some progress had been made towards instituting legal action towards halting the drilling of 011 drill. wells for oil from islands within the City of Seal Beach. A great deal of discussion ensued from the audience on this controversial subject. , Meeting was adjourned on Mayor's motion ( City/,Clerk and the" Seal Beach v APproved:~ /.. COMMUNICATIONS = Trees Request of Mrs. George Watson, 202 4th Street, asking for removal of 5 trees in parking fronting her property. Referred to Street Committee. I vaca. Request of Paul Calvo, Building Inspector, for two weeks vaaation leave. It was moved by Webster, second by Leonard that request be granted. Calvo Motion carried
