Meeting was called to order with salute to the Flag. Present: Mayor Shufelt Councilmen: Webster, Leonard, Lawhead, Bowen Absent: 1ft None The minutes of regular meeting of Augu~t 4th were read and approved on Mayor's motion. COMMUNICATIONS = Trees Request of Mrs. George Watson, 202 4th Street, asking for removal of 5 trees in parking fronting her property. Referred to Street Committee. I vaca. Request of Paul Calvo, Building Inspector, for two weeks vaaation leave. It was moved by Webster, second by Leonard that request be granted. Calvo Motion carried 1 1952- 53 Budget Ord. 1 427 Reso. 772 IReso 773 Ord. 428 2::9 Report for the month of July ot City Treasurer and Clerk was presented. It was moved by Bowen, second by Lawhead that reports be received and filed. Motion carried. Demands numbering 270 to 340 inclusive, amounting to $ 14,725.25 . as approved by the Finance Committee were presented. It was mov~d by Bowen, second by Webster that bills be allowed and warrants drawn on the Treasury for same. AYES: NOES: ABSENT: Webster, Leonard, Lawhead, Bowen, Sh~felt None None Motion carried. The 1952-53 Budget Estimate as prepared by Diehl and Co. was presented. It was moved by Webster, second by Leonard that said , budget be approved as the one upon which the fiscal years operation should be based. AYES: NOES: ABSENT: Webster, Leonard, Lawhead, Bowen, Shufelt. None None Motion carried. Ordinance No. 427 was presented. Fixing the 1952-53 tax rate at $1.50. It was moved by Leonard, second by Webster to waive the reading of Ordinance No. 427. Motion carried. It was moved by Leonard, second by Lawhead that Ordinance No. 427 be deemed as having had it's 2nd and,final reading and be adopted. AYES: NOES: ABSENT: Webster, Leonard, Lawhead, Bowen, Shufelt None None Motion carried. Resollltion No. 772 was presented. Fixing salary and wage .oS..:', ~ - ~ '_~. schedule. It was moved by Leonard, second by Lawhead that Resol- ution No. 772 be adopted. AYES: NOES: ABSENT: Webster, Leonard, Lawhead, Bowen, Shufelt None None Motion carried. Resolution No. 773 was presented and read. ,Submitting to the voters of certain g~~bling ordinances to be placed before the voters November 4th. It was moved by Leonard, that Resolution No. 773 be adopted. Failed for want of a second. An inititive ordinanoe of the City Council was given number 428. Providing for the playing of certain games not prohibited by Seotion 330 of the Penal Code was read in full. It was moved by Bowen, second by Lawhead that said ordinance be approved as an inititive measure. , 2;)0 AYES: NOES: ABSENT: Webster, Leonard, Lawhead, Bowen, Shufelt None None Motion carried An inititive ordinance of the City Council was given number 429. Prohibiting of the playing of certain gambling Ord. 429 games not prohibited by Section 330 of the Penal Code. It was moved by Bowen, second by Lawhead that said ordinance be approved as an inititive measure. AYES: NOES: ABSENT: Webster, Leonard, Lawhead, Bowen, Shufelt None None I Motion carried. After considerable discussion on the matte~ of submiss- ion to the voters of various gambling measures, it was ag~in Reso. No. 773 moved by Leonard, second by Webster the adoption of Resolution No. 773. Councilman Webster immediately withdrew his second stating that he thought the measures were intended to be placed on the ballot for the November 4th election. Motion failed for . , want of a completed second and roll call. Resolution No. 774 was introduced. Setting the date of Reso 774 , , October 2, 1952 as the time of a Special Municipal election. It was moved by Webster, second by Lawhead that Resolution No. 774 be adopted. 1 AYES: NOES: ABSENT: Webster, Leonard, Lawhead, Bowen, Shufelt. None None Motion carried. Councilman Bowen reported on an interview he had with , the assistant Attorney General, regarding Obtaining assistance 011 on the tidelands oil drilling problem. W.&W. Co. ,City Clerk reported he had in his possession a check for $1000.00 from the W. & W. Company, offering to pay the cost of said special election and any unexpended balance to be returned to them. -Held in abeyance until next. regular meeting. Meeting adjourned on Mayor1s motion.
