HomeMy WebLinkAboutCC AG PKT 2012-06-25 #M (attachment 11) ATTACHMENT 11 MEMO FROM RBF CONSULTING REGARDING DWP SPECIFIC PLAN AMENDMENT EIR OPEN SPACE AREA CLARIFICATION (JUNE 13, 2012) • MEMORANDUM To: Greg Hastings, City of Seal Beach From: Eddie Torres, RBF Consulting Date: June 13, 2012 Subject: DWP SPA EIR Open Space Area Clarification At the June 6, 2012 Planning Commission Hearing, Commissioner Goldberg presented a memo which outlined consistency concerns he had with the discussion of the open space acreage. In his memorandum, Commissioner Goldberg identified varying references to the open space calculations in the Executive Summary, Land Use, and Alternatives Section. The following are the citations that Commissioner Goldberg felt were inconsistent: Page 1.51, Executive Summary • "This Alternative [1996 DWP Specific Plan] varies from the proposed project in that it proposes an additional 1.1 acres of open space..." Page 5.1-41, Land Use "The proposed Specific Plan Amendment would allow the following amendments: G 0.1 acre from Open Space to Residential" Page 5.1-43, Land Use "The proposed Specific Plan Amendment proposes to designate for residential use 0.2 acre of land southerly of the southerly boundary of the prolongation of Central Way. This 0.2 acre decrease in the area designated for recreational opportunities (i.e., Open Space)..." Page 7.13, Alternatives "As indicated in Table 7-1, this Alternative [1996 DWP Specific Plan] varies from the proposed project in that it proposes an additional 1.1 acres of Open Space..." RBF Response Page 1-51 is part of the Executive Summary and reiterates the discussion from Section 7.1.2 (Page 7-13). Section 7.1.2 compares the "No Project/1996 DWP Specific Plan" Alternative to the proposed project. The statement "this Alternative [1996 DWP Specific Plan] varies from the proposed project in that it proposes an additional 1.1 acres of Open Space" is based on the change in Open Space acreage, as follows: 7.5 acres —6.6 acres = 1.1 acres; refer to Table 7- 1 of the Draft EIR. The statement on Page 5.1-41 "0.1 acre from Open Space to Residential" should instead read "0.2 acre from Open Space to Residential," for consistency with the statement found on Page 5.1-43, "The proposed Specific Plan Amendment proposes to designate for residential use 0.2 acre of land southerly of the southerly boundary of the prolongation of Central Way. This 0.2 acre decrease in the area designated for recreational opportunities (i.e., Open Space)..." The 0.2 acre calculation is exclusive of the Central Way right-of-way (ROW) prolongation, as instructed by City Staff to use the land area of the property northerly of the southerly ROW prolongation. Inclusive of the ROW, the change in Open Space totals 1.1 acres. The 0.2 acre and 1.1 acre calculations are consistent with the calculations presented on Page 7-13 and detailed in Table 7-1 of the Draft EIR. •
