Crumby, Assistant City Manager/Public Works SUBJECT: PARKING VEHICLE REPLACEMENT SUMMARY OF REQUEST: It is requested that the City Council authorize the purchase and upfitting of two right hand drive Jeep Wrangler vehicles from McPeek Dodge in Anaheim. • BACKGROUND AND ANALYSIS: Parking enforcement within the city is primarily handled by police Community Service Officers (CSO's). CSO's enforce parking time restrictions, issue citations for street sweeping violations, and proactively patrol for other parking violations. • CSO's follow the street sweeper throughout the city and issue citations to violating vehicles. In the Old Town residential area, many streets are restricted to one hour time periods. These time restrictions are enforced through a process whereby CSO's place a chalk mark on the left rear tire of a vehicle. This is accomplished by the employee reaching through the passenger side window with a chalking stick and placing a chalk mark on the tire. The CSO then returns over an hour later. If a vehicle is still parked bearing the chalk mark on its tire, the vehicle is cited for violation of the parking time ordinance. More than 10 years ago, the City transitioned from the Cushman three-wheeled vehicle to right hand drive Jeep Wranglers. The Jeep Wrangler was highly practical as it afforded the ability to enforce all parking restrictions with a single occupant. It also was valuable as it provided CSO's with improved means to perform other assignments. The Wranglers were very functional in supporting duties such as retrieval of found bicycles, transporting evidence to the Orange County Crime Lab in Santa Ana, towing the radar speed trailer, blocking traffic at traffic collisions, and provided four wheel drive options during disasters such as flooding. In 2007, the Jeep Wranglers were replaced with left hand drive Ford Ranger trucks. The parking fleet currently consists of three Ford Rangers. The left hand drive Rangers are not compatible with solo parking enforcement. The process for enforcing timed zones requires two CSO's — one to drive and the other to chalk tires. It is also cumbersome for street sweeping enforcement. If a CSO is Agenda Item K working alone and issues a citation, he/she must exit the vehicle and place the citation on the violating vehicle. This causes the CSO to fall out of pace with the street sweeper, allowing violators to leave prior to the arrival of the CSO. The Cushman and Jeep Wrangler allowed the driver to write and issue a citation without having to exit the vehicle, thus enhancing the efficiency and productivity of the process. The doubling-up of personnel is not an efficient allocation of resources. It limits the opportunities for enhanced enforcement efforts as well as other productive uses of staff time. At present, if personnel are dispatched to a call for service such as an illegally parked vehicle, two employees must respond to an incident that only requires one person to handle. In 2012 the City contracted with Management Partners to conduct an evaluation of the parking enforcement processes within the city. The Management Partners analysis concluded that the current use of left-hand drive trucks to perform parking enforcement duties is inefficient and impacts the productivity of the CSO's. The study not only analyzed left vs. right drive vehicles, but also examined any other types of vehicles that could be used for parking enforcement, including electric vehicles, segways, cushmans, etc. The report found that to improve efficiency and effectiveness, two of the three existing Ford Ranger trucks be replaced with right-drive Jeep Wranglers for parking enforcement activities. The two Ford Ranger pickup trucks will be incorporated into the City's Fleet and the oldest vehicles will be auctioned. Bids were solicited for right hand drive Jeep Wranglers. The lowest bid was from McPeek Dodge of Anaheim. Prices are based on dealer quotes that include taxes and standard charges. 1. McPeek Dodge of Anaheim $29,706 2. Orange County Chrysler Jeep Dodge $31,270 3. Huntington Beach Chrysler Dodge Jeep $33,735 Up-fitting expenses for this vehicle are approximately $6,000. Up-fitting includes items such as overhead and emergency lighting systems, public address system, graphics, equipment organizers, and other necessary supplies. On June 11, 2012 the Fleet Management Plan was adopted by the City Council. This year a scoring will be prepared for the City's fleet and recommendations will be brought forward with fleet purchases. ENVIRONMENTAL IMPACT: There is no Environmental Impact related to this item. LEGAL ANALYSIS: This section is not applicable to the report. Page 2 FINANCIAL IMPACT: Funds were budgeted within the approved FY 12-13 budget from the Fleet Replacement Fund (021-980-48075) in the amount of $72,000 for the purchase and up-fitting of two Jeep Wranglers. Expenditures for these two vehicles is expected as follows: Item Amount Vehicle Purchase $59,412 Vehicle Up-fitting (Setup) $12,000 Total $71,412 RECOMMENDATION: It is recommended that the City Council authorize the purchase and upfitting of two right hand drive Jeep Wrangler vehicles from McPeek Dodge in Anaheim as approved in the 2012-2013 Adopted City Budget.
