The City Council of the City of Seal Beach met in regu- lar session at 7:30 P.M. with Mayor Shufelt presiding. Meeting was called to order with salute to the Flag. Present: Mayor Shufelt Councilmen: Bowen, Law~ead, Leonard, Webster Absent: "I "I None The minlltes of regular meetinr; of February 3rd. were read and approved on Mayor's motion. COMMUNICATIONS: Letter of the Woman's Club stating they have gone on record as opposed to draw poker or gambling in California. Rec~ eived and filed. Lettel' of the American Legion acknowledging the City's' letter calling attention to our serious erosion problem and stat- ing they were co-operating by writing letters to the various Wash- ington Officials. Received and filed. Letter of the Chamber of Commerce asking to be advised as to any and all agreements between the City and owners and devel- opers of the Hellman p~operty. Heceive4 and filed. Letter of the Chamber of Commerce acknowledging the City's letter calling attention to our serious erosion problem. Received and filed. Letter of Orange County Tax Collector stating they were going to sell Lot 36 Block 208 Stanton and Lothian 1st Addition for delinquent taxes if the City had no objectionsl. Referred to City Attorney. Let.ter of resignation from Paul Calvo, Bl.tilding Inspector asking to be relieved from his position at any time within 30 days. Letter of Royal-Liverpool Insurance Co., pointing out defects uncovered in their inspection of Municipal Pier and ~ark- ing Lot. It was moved by Bowen, second by Lawhead that reports be received and filed. Motion carried. Demands numbering 1271 to 1334 inclllsive, amounting to $10,008.39 as approved by the Finance Committee were presented. . It was moved by Bowen, second by Webster that bills be allowed Bowen, Lawhead, Leonard, Webster. Shufelt None None 1 and warrants drawn on the Treasury for same. AYES: NOES: ABSENT : Ord. Motion carried. 431 Ordinance No. 431 w~s presented for its 2nd. and final reading by the City Attorney. It was moved by Bowen, second by . Lawhead that Ordinance No. 431 be deemed as having its 2nd. and final reading and be adopted. Resolution No. 794 was presented. Elimination of Matching Funds. An Initiative Petition calling for a special election on the lioensing and playing of the games of draw poker and other games, purporting to carry 646 signatures. Clerks,statement certified that 559 qualified voters had signed said petition and therefore had requisite number of signatures. It was moved II by Bowen, second by Lawhead to receive and file said petition and that Tuesday, April 14th., 1953 be set as the day and date for holding of said special election. That the City Clerk be instructed and directed to do all necessary things in setting Petitions Gambling , up and preparing for said el~ction. Robertson as an offer to defray all costs in connection with said special election. It was moved by Webster, second by Bowen that said check be accepted and used for the above purpose. Thereupon the Council reoessed forc~ few minutes. Upon reconvenning the bids submitted by State Con- struction Co., and Electrical Machinery Inc., were opened. On motion by Webster, second by Lawhead, bids were turned over to Mr. Simmons for study and a report at meeting of March 3rd. Motion oarried. Police 5 day. lek Springer Co. Road. Edison Co. I Escrow Lots 33-35 Blk. 7 , Report by Chief Howard on the feasibility of establish- ing of 5 day ,work week for Police Department was considered. Report was received and filed to be considered again at time of making up 1953-54 budget. Mayor read a statement made by Orange County Road Engin- eer Springer, stating that the City could not expect any more ass- istance from his department on beach erosion, also letters were read by the Mayor acknowledging receipt of the orochure on beach erosion from Corps of Engineers, U.S. Navy, Vice President Nixon, Congressman Utt and others. It was moved by Bowen, second by Leonard that the Clerk write Mr. Shedenhelm of the Edison Co., to proceed with lighting program as discussed at recent meeting. It was moved by Leonard, second by Bowen that Mayor and Clerk ~nter escrow agreement with Mr. EllIott for purchase of Lots 33-35, Block ,7, Bay City Tract and warrant in the sum of $4,200.00 ~ be a~thorized in full payment for property, be issued and placed as deposit with opening of escrow, purchase prioe to be net to seller, AYES I NOES: ABSENT. Letter of Pearl Van Auken, V.F.W. Auxiliary, asking permission to plant a tree to be known as the "Tree of Peace, at a suitable location. Referred to Beach and Park Conmittee. Letter of Carl K. Cheek, stating he had an invention. that would eliminate beach erosion and restore the depleted sands. Mr. Cheek was written that the Mayor would be glad to listen to his proposal at an appointed time. Letter of the Division of Highways regarding the in- stalling of additional lights on the highway. Referred to the . 1 Police Chief. Letter ot Fred Macomber for position of Building Inspector. Filed for further consideration. Application of Elmer J.
