The City Council of the City of Seal Beach met in
regular session at 8:00 P.M. with Mayor Shufelt presiding.
Meeting was called to order with the salute to the Flag.

The minutes of the regular meeting of July 7th were
read and approved. on the Mayor I s motion.

A letter from 0r.ange County Techinician Whiteman offering
installation of micro-wave radio service at no additional cost to
the City was read. It was moved bll Bowen, seconded by Webster t"
that the-City Clerk be instruoted to write Mr. Whiteman~to'accept
the offer in behalf of the City.

The letter of the City Board of Equalization reoommen-
ding .the adviseability of revaluation of all property in the
City was ordered received and filed.

The letter of thanks of the First Baptist Mission, by
L. U. Bennett, for use of the Auditorium for church services was
recoived and filed.

The letter of the Seal Beach Planning Comm~ssion,
R. C. Smith, Secretary, recommending the denial of a change of
zoning at Tenth and Ocean for Mr. Meenk was received and filed.
After some discussion it was moved by Bowen, seconded by Law-
head that a non-oonforming permit be issued to Mr. Meenk, if
his plans ~llow Building Code requirements and the State Housing
I

A letter from Mrs. M. A. ~harton, 1506 Ocean Avenue, Apt. 1
inquiring license requirements for a Notary Public and Public Steno-
grapher, doing business in her own residence was referred to.the
City Attorney.
The letter of the Seal Beach Lions Club for permission
to use the east parking lot and the Sun noom from 9:00 A.M. to
ll:OO P.M. on August 22, 1953 for their annual Fish Fry was read.
It was moved by Bowen. seconded by Lawhead that the request be
gran ted.

The letter of the Seal Beach Lions Club for permission

to hang street banners at Ocean at Main and Main at Electric ann-
ouncing their annuaL Fish Fry was read. It was moved by Webster,
seconded by Leonard that the request be granted.

A letter from the Ajax Construction Company explaining
their progress to date on the proposed subdivision was received
and filed.
~ letter from the Seal Beach Post and Wave, W. L. Robert-
son, Publisher. requesting that they 'be notified of all special
meetings of the Council in conformance with recent state legislation
was .re'f.erred to the City Attorney.
The letter from the United Citizens of California, Mrs.
Viola A. Mendoza. President, requesting that the recall petitions
be kept under lock and key was received and filed. It was moved
by Bowen, seconded by Webster that the City Clerk be authorized to
employ extra clerical help if needed to check and certify the reoall
petitions.

Annual report of ~. S. Knighton, Fire Chief, sho~ing a
fire loss of $1.03 per capita during the past fiscal year. Received
and filed.
Reports of the City Clerk and City Treasl~er for the
month of June were presented. It was moved by Leonard, seconded
by Bowen that the reports be received and filed.

S. R. Lindstrom, 209 Ocean Avenue addressed the
Council relative to inadequate life guard service on the west
beaoh at the channel. The ma~ter W~s referred to the Chief of
Police for investigation and correction if necessary.
Jack Klempner, 213 13th Street complained about the
odor of the wate~ at his residence. Referred to Mr. Logan,
Water Supt.
Walter Mahaffey inquired of the Council if anything
was ~~ing done about the smog from the BlweQu of Water and Power
Mr. Logan explained that he had consulted with the Orange COWlty
Air Pollution Board and that they intended to file an action

against the Bureau next week.
It was moved by Webster, seconded by Bowen that the
