The City Council of the City of Seal Beach met in regular session at 8:00 P. M. with Mayor Shufelt presiding. Meeting was called to order ~i~h the salute to the Flag. Present: Mayor Shufelt CouncilMen: Bowen. Lawhead. Leonard. Webster Absent: " I~ I None The minutes of the regular meeting of August 4th and the minutes of the regular adjourned meetings of August 7th and August ~lth. 1953 were read and approved an the !~yor'S motion. COMMUNICATIONS: , , Corps of Engineers. U. S. Army. an agreement effecting jhe transfer and release of approximately 250 feet of cable ~ocated on City property. Letter of Paul H. li'uthtli'f. protesting changes in the' City ordinance to permit building of three story. 20 unit apart- Ment ~ithout providing for parking space. Received and filed. I Letter of the Seal Beach. Planning Commission. R.C. Smith Secretary. recommending that paragraph 5 of section 13 A. Ord~ 406 be amended;, to provide one parking space for each two living units or fractipn thereof. Received and filed. ~he rlayor stated that these two letters would be made a part of the study now being made for the change to be made in the zoning ordinance. Letter froM Harry Buffum. 450 Ocean Avenue. and 16 other residents of the area. protesting the location of the Life Guard tower and umbrella stand located on the beach below Fifth Street. It was moved by Bowen. second by Lawhead that the Clerk be instruc~ed to answer the letter. stating the necessity of Life Guard service on the public beach and to advise that the tower would be removed at the ~nd of the season. ChairMan. requesting fands for a publicity caMpaign of $50.00 per week for a period of six weeks. I 3G5 The program to start early in Septmeber. Mr. ~hep addressed the City Council. stating thst if the first test was successful in bringing visitors from the inland cities that the merchants would follow through on a continued campaign. It was moved by Leonard second by Bowen that the expendidture not to exceed $300.0~ to be used at.$50.00 per week for six weeks. be authorized and that Councilman Bowen and City Administrator Harry Logan be appointed to confer with the C~~ber of Commerce Committee and report at the next Meeting on the program. AYES: Bowen. Lawhead. Leonard. Webster. Shufelt NOES: None Motion carried. Reports of the City Clerk and City Treasurer for the month of July. 1953 were presented. It was Moved by Bowen. second by Lawhead that the reports be received and filed. AYES: Bowen. Lawhead. Leonard, Webster. Sh~felt NOES: None Motion carried. DeMands numbering 267 to 3~9 inclusive. totaling $11.229.49 I as approved by the Finance Committee were presented. It was Moved by Webster. second by Bowen that the demands pe allowed and warrants drawn on the Treasury for the same. AYES: Bowen. Lawhead. Leonard. Webster. Shufelt NOES I None Hotion carried. Ordinance No. 437. repealing section 10 of Ord. 355 was Ord seconded by Webster 437 presented by the City Attorney. It was moved by BowenAthat the reading of Ordin~nce No. 437 be waived. AYES: Bowen, Lawhead. Leonard. Webster. Shufelt NOES: None Motion carried. It was Moved by Bowen. second by Webster that Ord. No.437 be deemed as having had its second reading and be adopted. It was Moved by ueonard. second by Bowen that Ordinance No. 438 be adopted. AYES: Bowen. Lawhead. Leonard. Webster. Shufelt NOES: None Motion carried. Police car bids Letter from Harry C. Logan. City Administrator. requesting the purchase of a new police car and that the Clerk be instructed to advertise for sealed bids for same. It was moved by Leonard second by LaWhead that the request be granted. 3G6 Pier Bonds Series 2 Youth Center Zone map AYESl Bowen. Lawhead. Leonard. Webster. Shufelt NOES: None Motion carried. The City Clerk reported that the City Treasurer ana auditor had req'~sted that the remaining Pier Bond, Series Two. 'be sold and that the Bank of AMerica had offered the same for it as i~ had on the other Pier Bonds. Series.Two. It was Moved by Bowen. second by LeonaDd that the City Treasurer be instructed to sell ths one Pier Bond. Series Two. to the Bank of hmerica. Webster, Shufelt NOES: Hone Mo~ion carried. , Councilmen Webster and Leonard reported that they had conferred with Arvid Pauley. State Recreation. Commission of the State of California. in regard to a plan and program for the Youth Center. Hr. Pauley wil~ send to the City a suggested plan for use.'program and financial aid. City Administrator. Harry Logan submitted a tenative zoning Map which he is working on with the Planning Commission and others. Meeting WAS adjourned on Mayor1s motion.
