nla. Met in regular session at 7:30 P.M. with Mayor Shufelt
presiding. Heeting was called to order with the salute to the
Flag.

The minutes of the regular Meeting of September l~th
were read and approved on the Mayor's motion.
The statement of the City Clerk of certification and
declaration of the results of the canvass of the precincto
retllrns of the Special Hunicipal Recall Election. Sept. 17.1953,
held Sept. 21. 1953 was read.
Halloween
Request of the Seal Beach Lions Club. co-sponsor with
the other. local organizations for permission to use the lots

south of the City Hall for the Annual Children's Halloween Party.

TUbbs. Director. stating their findings relative to the air pol-
lution problem arising frOM the Seal Beach Steam Plant. that they
were continuing their study and hoped to get better co-operation
from the Department of Water and Power. Walter Mahaffey addressed
the Council claiming the plant was in violation twenty four hours

Mayor Shufelt reported that the Appellate Court had deniea
the City a rehearing in the Island Drilling matter and that briefs
had been filea with the State SupreMe Court for a hearing. He
fllrther stated that if the City expected assistance from t he Calif-
ornia League of Cities that it should be represented at the State
League convention to be held in San FranCisco, October 18. 19. 20th.

person be allowed for the conference. The City Clerk to confer
with meMbers and attorneys as to reservations.

It was moved by Leonard. seconded by Webster that the
City should sponsor a dance for the "Teen Agersll in the new
Youth Center building Halloween Eve. October 31st. in an amount
not to exceed $100.00 and that the City Clerk should invite
all organizations to participate.

Harry Logan. City Administrator. reported on his sur-
vey of coastal cities relative to convenience electrical outlets
on the pier for night fishermen. The Matter was further referred
to Hr. Logan to investigate coin meter type convenience outlets.
Mr. Logan suggested that a new ordinance by reference
adopting the 1952 Pacific Coast Uniform Building Code be adopted.
It was moved by Leonard, seconded by Bowen that the City Attor-
ney be directed to bring in such an ordinance.

Mr. Logan reported that he had given ten days notice
for the removal of the billboard at 2nd. and Bolsa. The City
Attorney was instrl!cted to proceed with whatever action necess-
ary at the end of the ten days.
It was moved by Bowen. seconded by Leonard that the
City Attorney be instructed to file such action as necessary to
recover delinqllent personal property tax from Ray EbertSl. and
others.

The City Attorney announced that October 29th. at
10:00 A.M. had been set as the date and time for the hearing
in Huntington Beach Justice Court in the matter of Mendoza et aI'
vs Frank Shufelt et al.
A committee of rlayor Shufelt. Hickman and Logan was
appointed to investigate bids for insurance for autoMotive equip-
rnent now due.

A general discussion was held in regard to what remedy
could be taken to eliminate the Qnsightly condition of many vacant
lots in the City. The COlmcil agreed to Make a study of the Matter.

City Council adjourn until October 22nd. at 7:30 P.JII.

Letter from Attorney Donald C. Wallace. Jr. repre-
senting the United Outdoor Advertising. addressed to City
Attorney BUCk. relative to stop order on construction of
.billboard at 201 Central and recent request for a variance
hearing before. the Planning Commission. The Clerk advised
that October 29th at 7:30 P.M. had been set as the hearing
date and. cards sent out and that the Advertising Company
would be so advised. Received and filed.
