Congress Street the Council that. city wide flags were not displayed on Armis- Flags tice Day ~nd offered their assistance in placing the flags if needed. The letter was gratefully received and referred to !Iarry Logan to set up a calender of recroginized holidays for the ~isplay of the flags. Recommendation of the Sea~ Beach Planning Commiss- ion that the reqlrest of Mr. Gail~y for a change of varience I at 113 Dolphin be denied. No. 406 relative to garages and park- ing areas.in certain zones. Letter from Martin foggweiler requesting permission to store and work on his boat at'257 Bay Blvd. was ordered received and filed. The City Attorney was instructed to amend Ord. No. 413. I Letter of appreciation from the Woman's Club. Youth Conservation Chairman Mrs. Robert Lisle. for the co-operation of City employees at the recent Halloween Party. Received and filed. Reports of the City Treasurer and City 81erk for the month of October were presented. It was moved by Leonard and seconded by Lawhead that the City Officer's reports be received and filed. AYES: Bowen. Lawhead. Leonard. Webster. Shufelt NOES: None Motion carried. Demands numbering 819' to 879 inclusive. and totaling $7.856.75 as approved by the lo'inance Committee were presented. It was mov~d by Leonard and seconded by Webster that the I demands be allowed and warr'ants drawn on the Treasury for the same. AYES: Bowen. Lawhead. Leonard. Webster, Shufelt NOES: None Motion carried. Resolution No. 820, appointing ll! Youth Center Director and establishing his salary was presented. It was moved by Webster and seconded by Bowen that Resolution No. 820 be adopted. AYES: Bowen, Lawhead. Leonard. Webster. Shufelt. NOES: None Motion carried. Ordinance No. 441 amemding Ordinance No. 413 (Boat Storage) was presented. It was moved by Dowen and seconded by Lawhead that Ordinance No. 441 be deemed as having had its first reading. AYES: Bowen. Lawhead. Leonard. Webster. "'hufelt NOES: None Motion carried. I In the matter of the Orange County bill for labor and equipment to build the dike on Seal Way last winter. Harry Logan was instructed to write the Board of Supervisors and County Engineer Springer offering to PRY labor costs but not the equipment rental. ',-!l'1';:;; t. {.- fJ In reference to installing street lightg on Bay Blvd. between the State Highway and Bolsa Avenue. the City Attorney was instructed to write Mr. Harris of' the State Highway Divis- ion-for a review of the plans. The Mayor presented a proposed plan of the Navy DepartMent for the GovernMent to provide fQndg for the tot~1 II cost of installat~on of water mains for participation in the West Orange County Water District if the City ~ill agree to take over operation and maintenence of all water maina located Street Lip;ht off 10vernment property and reimburse the Government for the \'IIa ter Cityl& proportionate share of the initia~ costs of approximately $205~00o. The City to supply the Government water at ~ rate per acre foot and in this way reimburse the Government for the costs I of installation. The Mayor stated he had consulted with Jack Woolley. Engineer. and that $23.00 per acre foot based on a price of $20.00 per acre foot from Metropolitan had been set as a fair price. It was moved by Bowen and seconded by Lawhead that Harry Logan answer the proposal and that the proposed plan be accepted at the $23.00 per acre foot.rate. AYES: Bowen. Lawhead. Leonard.
