The City Council of the City of Seal Beach Met in regular session at 7;30 P.M. with 14ayor Shufelt presiding. Meeting was called to order with the salute to the Flag. Present: Mayor :;'hufelt Councilmen: Bowen. Lawhead. Leonard. Webster Absent: II' I.. " None The minutes of the regular meeting of NoveMber 17., 1953 were read and approved on the Mayors motion. C OMMUlHCATIONS : Letter froM the Metropolitan Water District requesting a reply if the City wished to continue present taxing method. Metro . Mr. Buck stated that he had prepared such a letter and would forward it on. if the Council so desired. Letter from Beaumont High School req'lesting a: con- I . tribution to send the High School Band to the Midwest National Band Clinic in Uhicago, was received and filed. Letter of thanks from the Seal Beach Lions Club for the use of City property for the childrens Halloween party was received and filed. Request of the Community Methodist Church to erect directional si~s. It was moved by Webster and seconded by Bowen that the request be granted under the supervision of City Administrator Harry Logan. The City Clerk was directed to answer stating that when the Street Depar~'I1ent's prograM was completed alley repairs would be made. Received and filed. Request of the American Legion Auxiliary, Mrs. Katherine Bridges. Ghairman. askIng for the use of a city truck to deliver Christmas baskets to needy fa~ilies was referred to Mr. L03an with approval. It was stated that there is at present a clwfew ordinance in existance and that it was being enrorced by the Chier of Police. Resolution No. 821 was presented. It was moved by Leonard and seconded by Bowen that Resolution No. 8~1 be adopted and that the Mayor and City Clerk be authorized to sign the tentative agreement to establish the West Orange County Water District tentative plan. Requesting the County Board or Supervisors -to cancel delinquent County taxes on certain tax deeded lots was presented. Resolution No. 823. kuthorizing the City Clerk to rile with the State Controller the annual street reports as required. Reso. was presented. 823 It was Moved by Bowen and seconded by Webster that Resolution No. 823 be adopted. AYES: Bowen., Lawhead. Leonard. Webster. Shufelt NOES: None Motion carried. Resolution No. 824. Fixing the salary of the position or City Administrator was presented. It was moved by Bowen and seconded by Lawhead that Resolution No. 824 be adopted. AYES: Bowen. Lawhead. Youth Center Comm. 3::8 Bowen and seconded by Webster that Ordinance No. ~l be deemed as having had its second reading and be passed for adoption. AYES: Bowen. Lawhead. Leonard. Webster. Shufelt NOES: None Motion carried. Ordinance No. 442. Amending Ordinance No. 406. in regard to ~arage and parking areas in certain zones was pres- I ented. It was moved by Webster and seconded by Lawhead that Ordinance No. 442 be deemed as having had its first reading. AYES: NOES: PASS: Webster~ Lawhead. Shufelt None Bowen. Leonard Motion carried. . The Mayor sugges~ed that an inspection fee should be established in regard to moving buildings into the City. After some discussion the matter was rererred to Mr. Logan for investi- gatfon and report. The Mayor appointed Leonard and Lawhead to serve on . the Youth Center Committee and to consult with the Youth Center Director and others about a use program of the building. There being no further business. the meeting was adjourned on the Mayor1s motion.
