The City Council of the City of Seal Beach Met
in regular session at 7:30 P.M. with Mayor Shufelt presid-
ing. The Meeting was called to order with the salute to the
Flag.

ing enforcement of dog ordinance etc.. was referred to Chief
of Police and Harry Logan.
Letter from Stanley Wells' and Melvin Sasse, re-
questing permission to store and work on boat at 11th and
Seal Way was tabled.
Letter frOM William Moffett. 213 Prospect, Long
Beach, requesting license to operate the California Turf Club
at 142 Main Street, to provide race track inforMation, was
referred to Mr. Buck for a written opinion as to legality and
to Chief of Police for information about the operators.
Report of the City Clerk for the month of Be:v-ember
was presented. It was moved by Bowen and seconded by Lawhead
that the City Cler~sreport be received and filed.

Ordinance No. 442- an ordinance regulating garage
and parking areas in oertain zones. It was moved by Lawhead
and seconded by Leonard that Ordinance No. 442 be deemed as
having had its second reading and be passed for adoption.

Resolution No. 825 - A Resolution requesting that no
change be Made in distribution of royalties from State Tide Lands
oil fands. It was Moved by Leonard and seoonde~ by Lawhead that
Resolution No. 825 be adopted.

Harry Logan, City Administrator. reported that Most
cities charge an inspeotion fee, deposit and. performance bond
for those wishing to Move in build~ngs frOM outside the oity.
Mr. Buck was instructed to bring in a prqper ordinance.
Mr. Logan requested permission to purchase a beach
tractor as. previously outlined without the trade-in of our

present traotor.
The matter was referred back to Mr. Logan to
try to get a better offer.
Mr. Logan presented two identical bids for a yearly
chlorinel~~tr~~ and recommended beaause of past satisfactory

service the acceptance of the Los Angeles CheMical Co.,
contract. It was moved by Leonard and seconded by Bowen
that Mr. Logan be permitted to sign the contract with the
Los Angeles Chemical Company.

Councilmen Leonard and ~awhead presented a cOMplete
, ,
Youth
report on the activities and immediate needs of the Youth
Center
Center to date. It was.decided to purchase SOMe of the equ~p-
Ment needed at once and to reruest assistance from local
organizations and individuals by publicity. Mr. Otis Hassin-
biller offered to donate $100.00 for the purchase of equipMent
needed but not for a juke box. Mr. Logan stated that land-
scaping and fencing would be cOMpleted as soon as the final
stucco coating was finished.

Mayor Shufelt reported Meeting with Naval Officials
on Monday and Richard Eaton. Engineer, Federal Erosion Board
on Tuesday, relative to the beach erosion probleM here and
at Surfside. He said while both appeared to be sympathetic
they could not offer much hope of immediate relief. It is
hoped that when Congress convenes in January, 1954. SOMe
pressure May be brought to get legislation to appropriate
funds to correct the situation.
