SUMMARY OF REQUEST:
It is requested that the City Council adopt Resolution No. 6921 accepting the
College Park Drive/Studebaker Off Ramp Intersection Improvement Project No.
ST1 106 by All American Asphalt for $417,559.41 and direct the City Clerk to file
a "Notice of Completion" with the Orange County Clerk-Recorder within ten (10)
days from the date of acceptance and release retention in 35 days.
BACKGROUND AND ANALYSIS:
On May 14, 2012, City Council awarded a contract to All American Asphalt for
the College Park Drive/Studebaker Off Ramp Intersection Improvement Project
No. ST1 106 for $435,000.
The intersection is located at College Park Drive and the SR 22 westbound
Studebaker Road on/off ramp in the City of Long Beach. As residents of Seal
Beach and Long Beach exit from College Park Drive, which terminates at the SR
22 off -ramp, the residents must stop until it is safe to proceed. College Park
Drive and the SR 22 off-ramp is a stop controlled "T" intersection. Vehicles wait
an inordinate amount of time to exit from these residential areas due to the
continuous stream of vehicles coming on and off the freeway. The completed
project now separates vehicles safely, channelizes and reduces the delays for
the left and right turns out of College Park Drive.
During construction, cost saving measures were used to reduce overall quantities
which lowered the final construction cost.
The project is completed to the satisfaction of the City Engineer. The project was
inspected and it meets all standards and requirements within the project
specifications.

A Class 1 Categorical Exemption Section 15301 Notice was filed on August 25,
2011 by the City of Long Beach.
The City Attorney has reviewed and approved as to form.
FINANCIAL IMPACT:
In the approved FY 2011-12 Budget, the College Park Drive/Studebaker Off
Ramp Intersection Improvement Project No. ST1 106 had $900,000.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DECLARING WORK TO BE COMPLETED PER CONTRACT
DOCUMENTS FOR COLLEGE PARK DRIVE /STUDEBAKER OFF
RAMP INTERSECTION IMPROVEMENT PROJECT NO. ST 1106
WHEREAS, on May 14, 2012 the City of Seal Beach entered into a contract with
All American Asphalt; and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
Section 1. That the work required to be performed by All American Asphalt
has been completed and accepted for College Park
Drive /Studebaker Off Ramp Intersection Improvement Project No.
ST1106.
Section 2. That the total cost of amount to be paid to All American Asphalt is
$417,559.41 for the work performed.
Section 3. That a "Notice of Completion" be filed on behalf of the City in the
Office of the Orange County Recorder within 10 days of the date of
this resolution.
