The Oity Oouncil of the Oity of Seal Beach met in regular sessiol at 8:00 o'clock P.M. and was oalled to Order with salute to the flag. ROLL CALL - Present: Mayor Reed Councilmen Felts, Henkey, Hughes, Postal None Absent: Harold J. Frank, Auditor, representing Diehl & Edwards, presentee quarter shows improvement in the City's financial condition, and that he will set up the proper prooedure for handling the salvage money. Minutes. The minutes of regular meeting of April 15th, 1943 and Special meeting of April 28th, were read and approved. PETITIONS . It was moved by Pos~al, second~d by Felts to reoeive and fi~e the petition, and ~hat a committee be appoint~d to study the civil service question. Motion carried. OOWUNICATIONS 1. Don Amorelri, Ch. of Boys' Olub Executive Committee - Calling attention to the Seal Beach Boys I Club which is to be organized for the purpose of correcting juvenile delinquency 'in this looality, Oiub to be sponsored by the Lions' Olub, and supported by oontributiona frol the City Council, Lions' Olub and other civio organizations. Mr. Gump has offered the building at 143 ~in Street for a a~ub room, for $35.01 per month. Mr. J. P. Butler addressed the Oouncil asking for a contribution from the Oity of $50.00 per month to carryon the activities of the Club. The membership will consist of two groups of boys. Juniors from g to 14 years; seniors'from 15 to lS years. The Club will provide various types of recreation, including ping-pong, volley ball, . base ball and other organized games. Al Corriveau addressed the Council suggesting that the School Auditorium be used tor'a Club room instead of renting a building. Phyllis Arrington pointed out that a place used as much as the School Auditorium for school and civic activit~es and public meetings, would not be suitable for a bOYs' Club. Councilman Postal stated that the. City i~ in favor of any constructive program for curbing juvenils delinquency, and that the Executive Oommittee ~houl~ take. steps toward getting incorporation papers for the Olub. It was moved by Henkey, seconded by Postal to receive and file the commun~cation from Mr. Kmorelli, and that the Council go on record as endor~ing the program as outlined for organizing the Boys' Club of Seal Beach, and that the request for a monthly appropriation of funds be given further consideration when the proper steps for i~corporation have been taken. ,1" .. Walter E. Smythe - Application for permit to conduot puplic dances at the Circle Cafe, 121 ~ain ~treet. It ~as moved by Felts, seconded by. Hughes that the request of Ur. Motion oarried. Meyor Reed called attention to Police Matron's small salary end her long hours of service, amd the unfair provision in Sec. h of Ord. No. 269 of salary increase not effective until expiration of one year of service. The matter was referred to the Police Committee for in- vestigation. On the proposed Alamitos Bay Yacht Harbor, which matter wae in- troduced by Riohard Loynee at Special Meeting of the Council tield on April 28th, and held over for further oonsideration and discussion, Mayor Reed reported that a meeting with the Orange County Board o~ Supervisors and other Oounty offioials was held Wednesday evening, May 5th. The County is concerhed about the possible sffect which the 1500 foot jetty may have on the coast line of Orange County~ She stated that the City Council does not feel that a true and complete picture of the project has been presented. Mr. Loynes addressed the Oouncil offering to supply any informa- tion on the project which the Counoil may desire. Geo. Baker, City Engineer; E. M. Oampbell, Ooordinating Engineer; and O. L. Vickers, Erosion Engineer, of the City'of Long Beach, were present. It was moved by Postal, seconded by Felts that 'action on the yacht Harbor matter be deferred until next regular meeting. Motion carried. OO~~ITTEE REPORTS On the weed cleaning problem, Oouncilman Hughes suggested that the lots be disked. No action was taken on the matter, and the Com- mittee (Hughes aDd Felts) was asked to continue. OITY OFFICERS REPORTS City Reports for the month of April of the City Judge, Chief of PoliCE offi cers reports. Building, Water and Tax Departments, were read. ~I, . City Attorney D~na R. Williams read a letter from the Oounty Auditor calling attention to the fact that oertain real estate owned by the City is still on the County Tax Records. Yr. Eckels recommended that the City Attorney be authorized to make request of the Board of Super- visors to cancel taxes on certain parcels of land, in accordance with Sec. 4986 (E) of the Revenue and Taxation Code. ACCOUNTS AND BILLS Demands numbered from 1029 to 1097 inclusive were read. It was moved by Postal, seconded by Hughes that bills be allowed and warrants drawn on the treasury for same. Snid~r Plan.. Com. I: ~ a..M.. " Mayor Reed asked the Council to confirm the appointment of Walker Snider as a member of the Planning Commission to succeed Frank Moran. I It was moved by Postal, seconded by Hughes to approve the appointment of Walker Snider as a member of the Planning Commission. Motion carried. On the Committee to study the question of Civil Service, Mayor Reed appointed Councilmen Felts and Hughes. On the matter of the air-raid horns being us~d as a fire alarm, Mayor Reed reported that the Army definitely stated that the air-raid horns can not be used as a fire alarm. Air Fire Chief W. S. Knighton exhibited an air horn from the Grover horn for fire. Products Company of Los Angeles, which, if purchased, will be mounted Air-raid horn. I: on top of the City Hall, and used for fire only. Price $l50.00. The Fire Ohief asked for permission to test the horn at noon, Friday, May 7th. It was moved by Postal, seconded by Felts that the test be made as requested by the Fire Chief, end that purchase of the air horn in- cluding valve, be authorized, if the test proves satisfactory. Thomas reported that the power lawn mower is completely out of commission, and can not be fixed. The matter was referred to the Purchasing Agent for investigation as to prices of suitable machines, and report back to the Council. Pump Mr. Thomas called attention to conditions at Sewer Pump Station "B". "B", at 20th and Bay Lane, not suited for wet pumps, and recommended Lawn !lo1ter. that a change be made to dry pumps. The pump matter was referred to the Purchasing Agent and Maintenance Foreman for investigation and report. Mr. Thomas also reported that two piles in the pier are in bad condition. The Building Inspector was instructed to investigate the condition and make report. Lieberman- Mayor Reed reported that Ben Lieberman, Coordinator Orange Co. emel'g- rancy Defense Council, has giv~n permissipn to coastal cities, by authority signal. I Pier piles.
